It is a speed bump, not an unbeatable wall: motivation falls over time and after defeats, and lower motivation temporarily reduces a defender’s CP.
Why Blissey is used as a defender
HP is the core of the explanation. Pokémon GO’s Help Center says HP measures a Pokémon’s health and helps it withstand attacks. It also explains that battle success is primarily influenced by HP and Combat Power (CP). Players commonly describe Blissey as a high-HP “tank,” but that is a community characterization, not an official current ranking of gym defenders.
There is no supported exact win time or current tier ranking here: how long a defender lasts depends on the battle and its motivation, and the official material does not quantify Blissey’s performance against every alternative.
How gym defense works
Slots and species limits
A gym can have up to six defending Pokémon, with no two defenders of the same species. Niantic’s June 19, 2017 gym announcement used Blissey as its example: “only one Blissey can be assigned to a Gym at a time.” So a gym can benefit from Blissey’s bulk, but it cannot stack multiple Blissey defenders.

Motivation changes the challenge
Defenders lose motivation gradually and when defeated. As motivation drops, their CP is temporarily reduced. Once motivation reaches zero, the Pokémon returns to its trainer after its next defeat. Blissey therefore may be more difficult to clear while its motivation is high, but it is not a permanent barrier.
How teammates can keep a defender in place
Players on the defending team can feed berries to restore a Pokémon’s motivation. Any berry can increase it; a Golden Razz Berry restores the motivation meter fully. Niantic also says berries can be fed from afar, although feeding is less effective at long distances. Berry support helps maintain the defense, but it does not change the one-Blissey-per-gym rule.

Blissey is chosen for endurance, not because official sources declare it the best defender or establish a guaranteed battle duration. The practical value is its ability to withstand attacks while it has motivation; the defense still depends on the gym’s other available slots and whether teammates feed berries. Gym badges also reflect a trainer’s contribution: Niantic’s 2017 announcement said they can be leveled by battling, feeding berries, and spinning the gym disc.
