What they do document are three settings that control whether a friend can be invited or can see and join your session: the heist lobby’s Client Invites option, Presence Visibility on PC, and the host’s eligibility requirements. Check those first, then work through the platform privacy settings if the problem persists.
What the “Blocked” label does and does not tell you
Rockstar Games Customer Support does not publish a description of a “Blocked” status for heist invitations, so this guide cannot tell you what triggers it in every case. The official material covers related situations: who is permitted to send invites, whether friends can see each other online, and what the host needs before a heist can be started. The steps below address those documented conditions. If none of them accounts for the message, the cause is not established by the official pages reviewed, and the final section explains what to do next.

Step 1: Check whether only the host can send invitations
Rockstar’s support article “Client Invites” Option Added to GTA Online Heists (last updated August 13, 2023) describes a host-side setting for heist lobbies. It states that the option is on by default and “allows players that have joined the Heist to invite their friends.” If the setting is off, only the host can send invitations.
That means a friend who is not the host may be unable to send an invite if the host has turned Client Invites off. Ask the host to open the heist lobby settings and confirm that Client Invites is set to On. If you are the host, confirm the setting yourself before you assume the problem is on the friend’s side.

Step 2: Fix presence visibility if friends appear offline on PC
If the friend shows as offline, or you cannot find them in your online list, Rockstar’s support article “Cannot play with a friend in Grand Theft Auto Online on PC” (last updated May 29, 2024) recommends one change. Set Presence Visibility to Everyone for both players, then retry the invite.
If the invite still fails after that change, Rockstar suggests joining through the Pause menu instead. The same article says the Join Crew Members route only works when both players belong to the same Crew. When they do not, use the Crew member profile route where it is available on your platform.
Step 3: Separate host requirements from invitee requirements
Rockstar’s article “How to Access Heists in GTA Online” (last updated April 25, 2024) sets two requirements for hosting a heist: the host must be Rank 12 and must own a high-end apartment. These apply to the person starting the heist, not to everyone in the session.

A player who does not meet those requirements can still join a heist that another player invites them to. If your friend is the one who is blocked, confirm which account is acting as host before you assume their rank or apartment is the issue. A player without the requirements can also join without an invite through the Play Heist option in the Quick Job menu on the phone.

Rockstar’s support article on the Xbox app on PC (last updated June 17, 2025) covers a narrower case. If you cannot access communication, Crews, or Jobs while playing GTA Online through the Xbox app, review the Xbox privacy and online-safety controls on the account. These settings can restrict interactions with other players, so they are worth checking when the problem involves communication or Crew features.
Cross-network play is limited in this context. Rockstar’s documented scope applies among PC platforms, and PC players cannot play with console players. If your friend is on a console, the invite will not work across that boundary, regardless of the settings above.

Causes reported by players that the official pages do not confirm
A secondary guide, Player Assist’s “Why Does It Say Blocked When Starting a Heist in GTA 5” (accessed October 8, 2026), lists several possible causes: declined invitations, communication or invite settings, outdated game versions, and bugs. The guide itself acknowledges that the exact trigger is unknown. Rockstar’s older title update notes describe changes to heist leadership and invitations, but they do not link those changes to this message. Treat these explanations as possibilities to test, not as confirmed causes.
Troubleshooting order
- Confirm which player is the heist host and which player is sending the invite.
- Ask the host to check that Client Invites is On if a non-host needs to send invites.
- On PC, set Presence Visibility to Everyone for both accounts, then retry.
- Try joining from the Pause menu. Use Join Crew Members only if both players are in the same Crew.
- Confirm the host is Rank 12 and owns a high-end apartment. Invitees do not need these to accept.
- If you play through the Xbox app on PC and cannot access communication, Crews, or Jobs, review the Xbox privacy and online-safety settings.
- Make sure both players are running the current game version and try again after a restart.
If the label persists after these steps, record which player sees it, which platform each player uses, and whether the other player is in the same Crew. Those details are what Rockstar Games Customer Support will need to look at the case.
