What made the Xbox 360 version feel slow?
In his November 21, 2005 review, GameSpot’s Jeff Gerstmann described the frame rate as extremely unstable. Heavy action in large or complex-looking areas could bring severe drops, but choppiness was also noticeable while simply looking around environments without enemies on screen. At times, the slowdown affected the game’s overall speed, including how quickly weapons fired.

Gerstmann also noted muddier textures than in the PC release. The reported frame-rate problem appeared in both high-definition and standard television modes, so his review does not support the idea that switching display modes alone fixed it. GameSpot’s review provides qualitative observations, not controlled frame-time or frame-rate measurements.
Was it the Xbox 360 hardware or the conversion?
GameSpot’s reviewer considered a weak translation from PC a more plausible explanation than a general inability of the Xbox 360 to run demanding shooters, comparing Quake 4 with other Xbox 360 games. That is a contemporary reviewer’s interpretation, not a technical diagnosis. It supports describing the port as poorly optimized, but it does not prove which part of the conversion was responsible.

Activision’s November 18, 2005 announcement identifies Raven Software as the developer, id Software as executive producer, and id’s Doom 3 technology as the game’s foundation. Before release, GameSpot reported that Raven and id were still addressing console-specific adaptation questions, including gamepad aiming. That shows the teams had console work to do; it does not demonstrate that any particular adaptation issue caused the slowdown. Activision’s release announcement and GameSpot’s pre-release hands-on establish that context.
What is not known about the cause?
The available reporting does not include a developer postmortem, profiling data, or measured performance tests that identify the underlying bottleneck. It does not establish that the game was single-threaded, that a particular processor or graphics chip was overloaded, or that the engine was inherently unsuitable for Xbox 360. Those claims go beyond the evidence.

John Carmack praised Xbox 360 development tools and documentation in an October 2005 Xbox Wire account, including the general point that development ease matters over a long production cycle. These broad comments about console development do not explain Quake 4’s performance.

The best-supported answer is that the Xbox 360 release appears to have been a weakly optimized conversion: contemporary reviewers observed unstable performance, especially in complex scenes, with choppiness sometimes present even outside combat.
