SEGA’s official material does not establish that he is forbidden or unable to use the seven Chaos Emeralds; the guardian-role explanation is the best-supported interpretation, not a stated rule.
Knuckles guards a different emerald
The Master Emerald and the seven Chaos Emeralds are distinct. SEGA’s official Knuckles profile says he lives alone on Angel Island to protect the Master Emerald and is currently the only one who can control it. His defining responsibility is therefore tied to that one emerald—not to collecting or using the seven Chaos Emeralds.
SEGA’s 2021 retrospective puts the motivation plainly: “All he wants is the safety and peace of the Master Emerald he must guard; his two fists are there to protect it.” This is a translation of SEGA’s Japanese text. It supports the idea that Knuckles’s story is about guarding the Master Emerald, rather than pursuing power for himself.
Why the Chaos Emeralds matter to other characters
The seven Chaos Emeralds are often associated with transformations such as Super Sonic. SEGA’s Super Sonic profile identifies the connection between Super Sonic and the Chaos Emeralds. Their power also drives major events: SEGA’s Chaos profile recounts how Chaos gained the power of the seven Emeralds, absorbed them, became Perfect Chaos, and went on a destructive rampage. Tikal’s prayer ultimately sealed Chaos inside the Master Emerald.

That story shows the Emeralds can have serious consequences, but it does not establish that Knuckles is barred from using them. It is safer to read his lack of a routine Chaos Emerald transformation as a matter of character and story focus, not a proven limitation or a rule that the Emeralds are off-limits to him.
Knuckles still confronts Emerald-powered characters
Knuckles is not absent from stories about Chaos Emerald power. In its Sonic & Knuckles retrospective, SEGA recalls Knuckles surprising and stopping Sonic while Sonic was in Super Sonic form. That makes Knuckles an opponent to an Emerald-powered character in that scene; it does not mean Knuckles used the Emeralds himself.

The official Sonic & Knuckles synopsis likewise centers the conflict on Eggman’s attempt to revive the Death Egg, Knuckles’s misunderstanding of Sonic’s intentions, and the Master Emerald. The game’s story focus reinforces the role that defines Knuckles: protecting the Master Emerald.

The official SEGA sources cited here do not give a definitive in-universe reason Knuckles never uses the Chaos Emeralds, and they do not state a blanket prohibition. They establish his duty to guard and control the Master Emerald. The straightforward answer is that Knuckles is generally written as its guardian, while Chaos Emerald transformations serve other story roles. Treat that as an interpretation of his characterization—not as proof of an oath, biological incompatibility, or explicit ban.
