Gold Star Rayquaza, the Rayquaza ☆ card numbered 107/107 in the EX Deoxys set, is scarce for three reasons that compound each other. Gold Star inserts are seldom pulled from packs, EX Deoxys appears to have been printed in smaller quantities than many earlier EX sets, and collectors want the card for its connection to Rayquaza as a character. The one-in-72 pull estimate that is often cited applies to all Gold Star inserts in the set, not to Rayquaza alone, and no official print run has been published.
Identifying the card
The card is Rayquaza ☆, EX Deoxys 107/107, listed by TCG Collector as a Rare Holo ☆ illustrated by Masakazu Fukuda. It has 90 HP and carries the rule “You can’t have more than 1 Pokémon ☆ in your deck.” Its attacks are Spiral Rush and Holy Star. Serebii’s listing shows the same number, the same deck restriction and attack text, and the same artist credit, so the identification is consistent across both databases.
The “Gold Star” name refers to the ☆ symbol. In EX Deoxys, the Gold Star cards were Latias, Latios, and Rayquaza, which means the rarity discussed below belongs to a group of three characters rather than to Rayquaza alone.
Why pulling one is hard
Scott Pratte, a Pokémon TCG expert quoted in PSA’s 2020 article on the card, gave a general estimate of one Gold Star insert per 72 EX Deoxys packs. That figure describes Gold Star inserts as a group. It is not a documented pull rate for Rayquaza, and it is not an official odds disclosure from The Pokémon Company.

The article also says a booster box contains 36 packs. Taken together, the two figures imply an average of about one Gold Star insert for every two boxes. That is an average across many boxes, not a guarantee. Any single box may contain no Gold Star insert or more than one.

Why supply is thin
Pratte told PSA that EX Deoxys appeared to have been manufactured in smaller quantities than many earlier EX cards, and he described the set as one of the scarcest. He attributed part of that to timing: the set was produced “at a low point in terms of Pokémon popularity,” which made EX Deoxys cards hard to find later.

Those statements are expert observations. The article gives no exact production count, so no specific number of printed Gold Star Rayquaza cards can be stated. Current availability of EX Deoxys sealed product is also not established by the sources; the 2020 reporting describes the set as scarce without quantifying how much remains.
Why demand is high
Pack odds explain why the card is hard to get. Demand explains why people keep looking for it. Zack Browning, whom PSA identifies as a Pokémon TCG authority, put it this way: “Not only is it a holo Rayquaza, but it’s a Gold Star Rayquaza. So, it has an extra tier of rarity, ranking above a Rayquaza EX. It’s a card where you could open an entire booster box and not even pull one.” That is Browning’s characterization in the article, not a calculated probability.

Browning also pointed to who is buying. He described a generation of collectors who played the video games, played the trading card game, or watched the movies, and whose first favourite Pokémon was Rayquaza rather than Charizard. PSA’s article uses the phrase “the Holy Grail of Gold Star cards” to describe the card’s place among collectors. Rarity sets the ceiling on supply, but a character with a loyal following is what makes that scarcity valuable.
What the sale and population figures show
PSA’s 2020 article reports 45 copies graded PSA GEM-MT 10 and says one of those copies sold for $19,100 on eBay in May 2020. The article dates its quoted population and price references to September 2020.

Treat both numbers as a snapshot of that period. Grade strongly affects price, so a GEM-MT 10 sale says nothing about ungraded copies, lower grades, or the current market. Population counts also change as cards are submitted and graded.

Each factor works on a different part of the market. Pack odds limit how many cards enter collections, set-level production limits the total supply, and demand determines how many buyers compete for the copies that exist.
