When Steam shows a controller as connected but a game ignores it, the cause is usually in the layer between Steam and that specific game. Steam’s own support guidance names five possibilities: the game does not accept controller input in the form Steam sends, the Steam Overlay is not running, the active Steam Input layout does not suit the game, another program or input device is competing for the controller, or an external launcher’s overlay is taking priority. A connected status in Steam only confirms that Steam can read the device. It says nothing about whether the game you are launching will read it.
What a “connected” status in Steam actually confirms
Steam’s controller status and a game’s controller support are separate things. Steam itself states that not all Steam games support controllers, so a device can be detected perfectly well and still have no path into a title that was built for keyboard and mouse. Steam’s documentation does not rank these causes by how often they occur, so the practical approach is to work through them in order rather than guess which one is responsible.
The layers that can block a controller in a game
Each row below is a separate layer. A failure in one layer can look identical to a failure in another, which is why the checks are ordered from the game outward.

Fix it in this order
1. Confirm the game’s controller support level
Open the game’s page in the Steam store and look for the controller label. Full Controller Support means the game can be launched and played using only a controller. Partial Controller Support means a mouse and keyboard may still be needed for some installation, configuration, or interface tasks. If the game has no controller support, a gamepad-only layout will not add native gamepad support to it, so skip to step 3 and use a keyboard and mouse layout instead.

2. Check the Steam Overlay
Launch the game from Steam, then press the controller’s Steam button or Shift+Tab. If the overlay does not open, go to Steam > Settings > In-Game and confirm that the option to enable the Steam Overlay while in-game is switched on. Setting labels can change between client updates, so look for the closest matching wording if the exact text differs. Steam’s support pages describe the overlay as essential to Steam Controller functionality: “The Steam Overlay is vital to Steam Controller functionality.”
If the game was launched through a separate launcher rather than directly from Steam, Steam notes that the overlay may not work reliably. Launch the game from Steam’s library instead, if the title allows it, and test again.

3. Match the input layout to the game
If the game supports gamepads, use a gamepad-oriented layout or a community layout made for that game. If the game accepts only keyboard and mouse input, use a layout that sends keyboard and mouse commands. Steam states that gamepad-only styles work only in games that support gamepads, so a gamepad layout applied to a keyboard-only game is a common reason for a controller to appear active while doing nothing useful.
4. Close competing software and external layers
Temporarily disable any external launcher overlay and close programs that Steam lists as possible conflicts, then restart Steam and the game. Steam’s examples include Razer Synapse, XInput emulators, screen-capture software such as Fraps, Skype/Skypehost, MSI Afterburner, ASUS AI Suite, and ZoneAlarm. These are troubleshooting examples from Steam’s guidance, not evidence that any one of them is responsible for your problem. Close only what is needed to test, and reopen programs one at a time afterward so you can see which one reintroduces the fault.

5. Isolate connected devices
Close the game, disconnect other controllers and any unnecessary input devices, relaunch, and test the controller alone. If the controller works, reconnect the other devices one at a time to find the one that conflicts. Steam notes that games can prioritize certain input devices. Steam’s guidance on XInput devices also states that Windows limits XInput devices to four at once, so setups with several controllers may hit that ceiling even when each device is working.
6. Restart Steam and check the controller’s health
Exit Steam completely and relaunch it. If input is unresponsive, behaves strangely, or drifts, Steam’s support guidance for the Steam Controller (2015) describes using the input test and calibration tools in Big Picture’s controller settings. The input test checks button function and haptics, and calibration adjusts joystick, trackpad, and gyro behavior. These tools are documented for the Steam Controller (2015) specifically, so do not expect the same options on other hardware. If the test fails or the problem persists after these steps, contact Steam Support.

Which controllers Steam lists as officially supported
Steam’s Big Picture documentation lists the following as officially supported controller types:
- Official Microsoft Xbox controllers
- Official Sony DualShock 4 and DualSense controllers
- Nintendo Switch Pro controllers
- Steam Controller
Steam says third-party controllers often work but are not officially supported. If your diagnostics show that the controller itself is unsupported or faulty, an official Xbox controller is one of the supported options Steam lists. A new controller does not fix a missing overlay, an unsupported game, or an incorrect layout, so run the steps above first.

Limits of this guidance
Steam’s detailed controller setup pages focus on the Steam Controller (2015), and the general overlay, configuration, and device-isolation logic applies to other hardware only with care. Game-specific behavior can also differ from one title to the next, and a game’s own launcher or anti-cheat layer can change what the overlay and input layer are allowed to do. If the steps above do not resolve the issue, the game’s own community or support channels are the next place to check for title-specific input requirements.
