If Steam’s controller layout screen will not open, start by restarting Steam with the controller connected, then check that Steam detects it and that the Big Picture overlay for Steam Input controllers is enabled. Community reports point to overlay problems, controller detection, stuck loading, and client bugs as common causes; these fixes are not confirmed in an official Valve troubleshooting article. Steam’s menus can vary by client version.
Work through the quick checks first
- Restart Steam with the controller already connected. Turn on or connect the controller, restart the Steam client, then launch the game from desktop Steam.
- Enable the relevant overlays. Open Steam > Settings > In-Game. Enable the Steam Overlay in-game, and enable the Big Picture overlay for Steam Input controllers. Community users report that the configurator depends on the Big Picture overlay; if opening controller configuration minimizes the game and launches a separate window, Steam may be using the older standard overlay instead.
- Confirm Steam detects the controller. Go to Steam > Settings > Controller and check for the device under Detected Controllers. Enable the matching Configuration Support option for the controller type, such as Xbox, PlayStation, Switch, or Generic.
- Try a different route to the layout. In the desktop client, right-click the game and choose Manage > Controller Layout (some versions call this Controller Configuration). You can also open Steam > Settings > Controller, use the controller’s Guide or central button in-game, or navigate to the controller settings in Big Picture.
If enabling support globally causes Big Picture to launch unexpectedly, one community-reported workaround is to turn off global configuration support and enable it only for the affected game. Menu behavior and labels may differ between Steam versions.
If the configurator loads forever
A screen that stays on a three-bar loading animation can occur even when the controller is connected, if Big Picture does not show it as connected. Community users report that reconnecting the controller or restarting Steam can help. To leave Big Picture and return, press Alt+Enter, then enter Big Picture again.
If layouts open but will not edit or save
- Try editing the layout in Big Picture rather than the in-game overlay.
- If direct editing does not bind, save, or export as expected, community users report a workaround: download a Community Layout, edit it, and save it as a new community layout. Sharing the layout to the community has also been reported to help with edits that will not save or export.
- If a custom layout appears corrupted, a Deadlock forum discussion recommended starting from the game’s default controller profile and customizing that profile.
These are user-reported workarounds, not Valve-confirmed recovery steps.

If Steam crashes when you open controller configuration
Some users report that removing Steam’s local localconfig.vdf file resolves a crash on opening Steam Input configuration. This is a last-resort reset: back up the file before deleting it. The reported workaround concerns deleting that file alone; deleting additional configuration files can cause Steam to retrieve settings from the cloud, so do not broaden the deletion without a specific reason.
Check Windows Xbox Guide-button conflicts
For an Xbox controller on Windows, users report that the Windows setting Open Xbox Game Bar can take focus away from Steam when pressing the Guide button. If the layout will not open through that button, use another entry point above. Other community suggestions include checking the controller with the Xbox Accessories app, connecting it directly rather than through a hub, updating its firmware, or pairing Bluetooth again.

Test for a Steam client bug
Try switching between Stable and Beta if the layout still fails. The setting is under Steam > Settings > Interface > Client Beta Participation. A Steam Client Beta report described bindings becoming configurable again after restarting the Beta client; the original poster later said on July 6, 2025, that the issue was fixed in their case. That is an individual report, not a guarantee that changing branches will solve the problem.
There are also community reports of Big Picture no longer responding to a controller after exiting a game when the Steam client is not in focus. Alt-tabbing to Steam or clicking its window with the mouse was reported as a workaround in a late-2024 discussion.

When to contact Steam
If none of these steps works, include the details that help distinguish a detection issue from an overlay or client problem: your operating system, whether Steam is on Stable or Beta, the controller model, whether Steam lists it under Detected Controllers, and whether the device is a Steam Deck. Use Steam Client Beta bug reports for a suspected Beta-specific problem or contact Steam Support for other cases. Steam Deck-specific behavior is not established by the community reports summarized here.
