In Pokémon Emerald, the Sootopolis Gym stays closed until you awaken Rayquaza at Sky Pillar and return to Sootopolis. Here are the steps to reopen it and challenge Juan.

In Pokémon Emerald, the Sootopolis Gym is closed because of the story, not because of a locked puzzle. Groudon and Kyogre are fighting in Sootopolis, and the Gym stays shut until you stop the crisis by awakening Rayquaza at Sky Pillar and returning to the city. The Gym Leader you challenge afterward is Juan, and the Rain Badge is the eighth badge. This walkthrough applies to Pokémon Emerald only. Ruby and Sapphire use a different legendary sequence.

Why the Gym door stays shut

The closed door is a story gate. The conflict between Groudon and Kyogre is unfolding in Sootopolis, and the game does not present the closure as a permanent lock or as a Gym puzzle to solve. Trying the door again and again will not open it. You have to move the plot forward.

How to reopen the Sootopolis Gym in Emerald

  1. Arrive in Sootopolis and watch the Groudon–Kyogre scene. Keep following the story instead of repeatedly approaching the Gym.
  2. Speak with Wallace in the Cave of Origin. Wallace is there and points you toward Rayquaza at Sky Pillar. He appears in the story, but he is not the Sootopolis Gym opponent in Emerald.
  3. Travel to Sky Pillar and reach its summit. Awakening Rayquaza there is the intervention the Emerald plot requires to end the crisis.
  4. Return to Sootopolis and let the resulting scene finish. The Gym does not open until this event has played out.
  5. Approach the Gym and challenge Juan. Juan is the Gym Leader, and his Rain Badge is the eighth badge you earn in the game.

If the Gym still appears closed

Walkthrough pages describe the Emerald sequence as a chain of checkpoints. If the Gym still looks shut, check these before anything else:

  • The Cave of Origin conversation with Wallace has happened, and he has given you the Rayquaza lead.
  • The Sky Pillar event is complete, meaning you reached the summit and Rayquaza was awakened.
  • You have returned to Sootopolis and the scene that follows has played.
  • You are playing Pokémon Emerald, not Ruby or Sapphire.

These are progression checks drawn from walkthrough pages. They are not a general fix for modified, randomized, or otherwise altered save files, and the published guides do not cover those cases.

Ruby and Sapphire follow a different sequence

Sootopolis also appears in the crisis storyline in Ruby and Sapphire, but the legendary and Cave of Origin events differ from Emerald. Do not apply the Rayquaza steps above to those versions. Before following any walkthrough, confirm which game is in your console or emulator. The Emerald steps only work in Emerald.

The Emerald steps above are paraphrased from Bulbapedia’s Pokémon Emerald walkthrough (Section 16), the PokéTools Pokémon Emerald playthrough guide, and PokéMaps’ Pokémon Emerald Gym Leaders and Elite Four page, which also distinguishes the Ruby and Sapphire sequence.
