Grass in Stardew Valley does not spread during winter. In spring, summer, and fall, it can spread onto suitable tillable soil—but the season, tile placement, obstacles, location, or hungry animals may be stopping it. Check those in that order to find the cause.
1. Check the season
Grass remains on the ground through winter, but it is dormant and does not spread. Growth resumes in spring. If your grass stopped expanding when winter began, that is expected behavior, not a problem with your farm layout. The Stardew Valley Wiki’s Grass page documents this seasonal mechanic.

2. Check the tiles it could spread to
Grass spreads naturally to suitable tillable soil. It does not spread onto the farm’s green decorative grass, which is a different surface. If the area around a patch is all decorative grass rather than tillable soil, there is no valid destination for it to fill. The wiki’s Grass page describes the distinction.
3. Look for occupied tiles in its path
Paths, fences, closed gates, furniture, and other objects occupying tiles can block grass from spreading through those tiles. Check the route between the existing patch and the open tillable soil; a barrier may be limiting expansion even when the destination itself is suitable. The wiki’s Grass page lists these kinds of obstructions.

4. Confirm where you planted the Grass Starter
A Grass Starter placed inside a Farm Building or outside The Farm will not grow or spread. To create an expanding patch, place the starter outdoors on The Farm. The Stardew Valley Wiki’s Grass Starter page covers where starters grow.
5. Consider whether animals are eating it
Farm animals can eat exposed grass, so a patch may disappear or fail to build up if animals have access to it. Protecting a starter tile with a fence or decoration can keep that source from being eaten while allowing grass to expand outward. See the wiki’s Grass page for the grass and animal mechanic.

Grass spreading and Hay harvesting are separate issues. When cut grass is harvested with a Scythe and a Silo has capacity, the wiki lists these Hay chances: 50% with a basic Scythe, 75% with a Golden Scythe, and 100% with an Iridium Scythe.
