Steam can download more slowly than your internet plan suggests for several reasons: the speed units may not match, Steam’s selected content server or a local network link may be limiting throughput, a client bandwidth cap may be enabled, or the PC may be busy installing and writing game files. Check those causes in order before blaming your internet plan.
First, check whether the speeds use the same units
Internet plans are usually advertised in bits per second, while Steam may display downloads in bytes per second. Because one byte contains eight bits, multiply Steam’s byte-per-second figure by eight to compare it with a plan stated in bits per second. Steam Support illustrates the conversion with 768 KB/s equaling 6 megabits per second; that is a unit example, not a benchmark or a speed Steam should deliver. Measure internet throughput, not just the local link
Your computer’s network settings may show the connection rate between the device and router, not the speed of your internet service. Run a suitable internet speed test and compare its result with your plan details. If the test is also slow, the bottleneck may be outside Steam; if it is substantially faster while Steam is downloading, continue through the Steam-specific and local checks below. Steam distinguishes local network connection information from actual internet throughput in its connection troubleshooting guidance.
Check Steam’s download limit and selected region
Remove an unintended bandwidth cap
Open Steam’s Settings > Downloads and check whether a bandwidth limit is enabled. A cap set for a previous situation can hold downloads below what your connection could otherwise provide. Steam’s download and update management guide covers the client’s limit and Download Manager controls.

Test a nearby content-server region
Steam selects a content-server region based on location, but the selected server may be slow, overloaded, or experiencing a hardware problem. In Settings > Downloads, note the current download region, try a nearby alternative, and compare results. Change one factor at a time so you can tell whether the server route made a difference; a distant region is not automatically faster. Is the network link causing the slowdown?
Pause other downloads, streams, and network-heavy activity while testing. If you use Wi-Fi, interference can cause intermittent problems; try another available Wi-Fi band or test with a direct wired connection. Steam specifically warns that wireless and powerline connections can be affected by interference and recommends isolating the connection with a wired test where possible. On Steam Deck, an Ethernet test requires additional hardware. A compatible USB-C-to-Ethernet adapter is one way to run that diagnostic; it is not a guaranteed speed upgrade. Verify compatibility with your Deck and setup before choosing an adapter.
When installation work, not the network, is the bottleneck
Steam installations can use substantial CPU and disk resources. A download may slow or pause while Steam processes files and writes them to storage, so the displayed download rate does not always represent the full capacity of your internet connection. Watch whether the download graph falls while installation or disk activity continues. If it does, Steam recommends testing another available drive to help isolate a storage-related constraint. Use each test to isolate a different part of the path

These are diagnostic comparisons, not promises that a region, cable, or drive will make every download faster.
If the problem happens only at certain times
Repeat the same download test at another time of day. Steam notes that an ISP may shape traffic during particular periods; if slowdowns reliably coincide with certain hours, contact your ISP with the times and speed-test results. What to check if Steam is still slow
If unit conversion, the internet speed test, Steam’s bandwidth limit, region, local connection, and disk activity do not explain the problem, follow Steam’s troubleshooting steps for firewalls, security or filtering software, background programs, and connectivity status. These can interfere with Steam even when other internet use appears normal.
