Check three things first: enough light at the sapling, a valid planting block beneath it, and open space for that tree type. Then confirm whether the tree you want requires a 2×2 sapling arrangement. Bone meal can encourage a growth attempt, but it cannot fix an invalid setup.
1. Check the light around the sapling
A sapling in a dark cave or a shaded spot may not have the light needed to grow. The Minecraft Wiki’s tips page says trees can grow underground on dirt when the light level at the location is above 8. For an underground planting, add an in-game light source, such as a torch, and check whether nearby blocks or foliage are casting shade. Minecraft Wiki: Tree farming tips
2. Check the planting block
Look directly beneath the sapling and make sure it is planted on a block accepted by the game’s tree-growth mechanics. If you are unsure, move it to a straightforward outdoor planting spot and see whether it grows there. The precise rules can vary by tree type and game version, so do not assume that every block that looks like dirt is a valid planting surface.
3. Clear room for that particular tree
Tree growth needs room, and the space required depends on the sapling type and the shape of the tree. Remove blocks above and beside the planting site, and check for nearby trees that might obstruct growth or reduce light. A space that works for a small, ordinary tree may be too cramped for a large form. 4. Confirm the sapling arrangement
Most ordinary trees can grow from one sapling, but some intended large forms require a 2×2 group. Giant spruce and jungle trees use four saplings arranged in a square; dark oak also requires four. If you want one of those forms, check that all four saplings are planted together in the correct arrangement. If you want an ordinary tree, use a single sapling where that tree type supports it. 5. Use bone meal only after fixing the setup
Bone meal can prompt a faster growth attempt, but it is not a workaround for poor light, an unsuitable planting block, an incorrect sapling arrangement, or blocked space. If applying it does not work, return to those checks rather than repeatedly using more.

6. Check your edition and version if it still fails
Growth details can depend on the tree type and the game version. If the problem happens in an older Java build, a snapshot, or a modded world, check the exact build before assuming the game is broken. Mojang marked issue MC-164143 fixed in Java snapshot 19w46a; the record concerns a bug affecting 19w42a, 19w44a, and 19w45b. That is a historical Java issue, not evidence that the same bug explains a current problem or applies to Bedrock. Mojang bug tracker: MC-164143
