A failed Windows 10 version 1903 upgrade does not have one universal cause. The error code, the setup phase, and whether Windows rolls back or shows “This PC can’t be upgraded to Windows 10” determine the correct fix. Start by collecting setup evidence, then remove external media, resolve driver or application conflicts, repair missing source files, or free disk space as the specific failure requires.
What a 1903 failure means
Windows 10 version 1903 was the May 2019 feature update. Setup can fail during the initial compatibility check (downlevel), the SafeOS phase, the first or second boot, or while rolling back. A rollback is Windows restoring the previous installation after a later phase fails; it is not proof that every component is damaged.

Microsoft describes 0xC1900101 as a generic rollback code that usually indicates an incompatible driver. Drivers can trigger a blue screen, a hang, or an unexpected restart while the new operating system is being installed. Other codes point to software, cleanup work left by an earlier attempt, missing update files, missing installation sources, or insufficient storage. Treat the code and log evidence as the starting point instead of applying registry or partition changes at random.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFirst, capture the failure evidence
- Write down the complete code and wording. Record every character, including the leading 0x, and note whether setup stalled, rebooted, reverted changes, or displayed “This PC can’t be upgraded to Windows 10.”
- Check update history. Open Settings, select Update & Security, then Windows Update and View update history. The failed feature update entry can provide a code that is missing from the on-screen message.
- Review Event Viewer. Press
Win+R, entereventvwr.msc, and inspect Windows Logs and Applications and Services Logs around the failed attempt. Save the event details before retrying. - Read Windows Setup logs. The most useful files are
%windir%Panthersetuperr.logand%windir%Panthersetupact.log. After a rollback, inspect$Windows.~BTSourcesRollbackwhen that folder exists. Search for the error code, “compatibility,” “driver,” and “rollback.” - Run SetupDiag. Microsoft’s free SetupDiag utility examines setup logs and reports a matching rule when it can identify the failure. Keep its result with the error code and phase; a named driver or blocking application is more useful than repeatedly guessing.
Do not delete the Panther or Rollback folders until you have copied the logs. A second attempt can overwrite or add files that explain the first failure.

A code is a direction, not a guarantee. For example, 0xC1900101 strongly suggests a driver, but the exact device and setup phase still have to be confirmed in the logs.
Remove media that can change drive letters
Microsoft documented a 1903 issue in which an attached USB device, SD card, or UFS card could be assigned a different drive letter during installation. A removable drive mounted under one letter before setup might receive another letter afterward, causing setup to lose track of files or partitions. The same reassignment mechanism can affect an internal hard drive, so the problem is not limited to USB sticks.
- Shut down or safely eject every nonessential USB storage device, SD card, UFS card, card reader, external hard drive, and dock that exposes storage.
- Disconnect other peripherals that are not required for setup, such as extra hubs, printers, and specialty adapters. Leave the keyboard, mouse, display, and network connection you need.
- Restart Windows. Do not simply resume the failed setup session.
- Run Windows Update again, or restart setup from your chosen ISO or installation source.
If you are using installation media, do not launch setup directly from a removable drive when this issue is suspected. Copy the entire installation-media contents to a folder on the internal Windows drive, then run setup.exe from that local folder. Keep the original media available in case files must be copied again.
Resolve 0xC1900101 and other driver rollbacks
Start with the driver or device named by SetupDiag, setupact.log, or the rollback log. Microsoft specifically warns that outdated drivers and non-Microsoft disk-encryption or filter drivers can interfere with setup.
Update or remove the identified driver
- Open Device Manager and locate the device named in the logs. Open its Properties, check the Driver tab, and note the provider, date, and version.
- Obtain a Windows 10-compatible driver from the device or computer manufacturer. If a recent driver was installed immediately before the failures, use Roll Back Driver when that option is available.
- For software that installs a filter driver—such as third-party disk encryption, storage utilities, or virtual-drive tools—temporarily uninstall the software using its own removal option. Export recovery keys and create a restore plan first.
- In Device Manager, uninstall only the device identified by the evidence and select the option to remove its driver package only when the manufacturer’s recovery path is available. Restart before retrying.
Disconnect devices that are not needed
Remove external storage, secondary adapters, game controllers, capture hardware, and other optional devices while upgrading. A device can fail only during the new system’s first boot, so the absence of an error in normal Windows does not clear its driver.
Use a clean boot when software loads during setup
- Press
Win+R, entermsconfig, and open the Services tab. - Select Hide all Microsoft services, then choose Disable all. Do not disable Microsoft services before selecting the hide option.
- Open Task Manager from the Startup tab and disable nonessential startup items.
- Restart and run the upgrade. If it succeeds, restore services and startup items in groups to identify the conflict, then return the system to normal startup.
Remove incompatible applications
Error 0xC1900208 generally means that setup found software it cannot carry forward. The compatibility scan or SetupDiag result may name the application.
- Save the application’s settings, license information, and data.
- Uninstall the named program from Settings > Apps > Apps & features or Control Panel > Programs and Features.
- Restart Windows so services and filter components are unloaded.
- Run the feature update again. Reinstall a version that explicitly supports the target Windows release only after the upgrade is complete.
Do not remove random applications simply because setup failed. If no program is named, use the logs and compatibility report to narrow the list first.

For 0x800f081f (CBS_E_SOURCE_MISSING)
Microsoft recorded this 1903 installation failure on May 19, 2019. It means the servicing process could not locate required source files. Run the component-store and system-file repairs, then use a Windows installation ISO or USB/DVD media that matches the installed edition and architecture. When removable-drive reassignment is possible, copy the media files to a local folder and launch setup there.

Error 0x80070070 indicates insufficient disk space. Check the Windows drive in Settings > System > Storage and remove or move files you no longer need. Empty the Recycle Bin, uninstall unused applications, and use Temporary files to remove safe-to-delete Windows cleanup items. Keep personal files backed up before deleting anything manually from Downloads or other folders.

Pick the symptom - the matching free tool is one click away.
Restart after cleanup so pending deletion operations complete, then rerun the compatibility check. If the available space falls again during setup, disconnect external storage and examine whether a failed attempt left a large temporary folder before deleting it through Windows cleanup tools.
Retry through the least risky installation path
Once the evidence-based fix is complete, choose one installation path and avoid changing several variables at once.
- Windows Update: Use this after removing media, resolving drivers or applications, and repairing Windows files.
- Local ISO: Mount or extract the ISO to the internal drive and run
setup.exe. This avoids a removable-drive letter change. - USB flash drive or DVD: Use these when Windows Update cannot obtain complete files. If the 1903 media-reassignment issue is suspected, copy the files locally before launching setup.
Keep the computer connected to reliable power, close open applications, and do not force a shutdown while setup is moving between reboot phases. If the same code returns, capture the new logs; the second attempt may identify a different blocker after the first one was removed.
When a rollback still occurs
Record the exact phase shown before the reboot and compare the new setupact.log and setuperr.log with the earlier copies. A failure that moves from SafeOS to first boot after a driver change is useful evidence: it indicates that the original blocker was addressed but another component remains. Restore the previous driver or application state if necessary, use Windows’ recovery options or a system image, and avoid registry edits or partition changes unless a code-specific Microsoft procedure requires them.
Quick Recap
As an optional shortcut after the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, including broken system elements, invalid redirects, shared DLL files, settings that add CPU, RAM or disk load, temporary and cache-file cleanup, vulnerability checks, and app-crash logging. It runs on Windows 11, 10, 8 and 7; a free trial is available by category for at least two days before a paid subscription. Results vary, it complements antivirus software rather than replacing it, and no tool repairs every upgrade failure.
