That makes it a Windows-owned library, sometimes described as part of the Microsoft Windows PDF Library. It may be used by a Windows component, Microsoft Edge, a Microsoft Store application, a PDF or indexing utility, or another program that calls Windows PDF APIs. Its presence does not prove that Adobe Acrobat or another third-party PDF reader is installed.

On 64-bit Windows, a 32-bit copy may also be maintained in:
%windir%SysWOW64Windows.Data.Pdf.dll
These directory names can be confusing. System32 normally contains 64-bit system binaries on 64-bit Windows, while SysWOW64 contains 32-bit binaries. Windows selects the appropriate architecture for the calling application. Do not copy a file between these folders.
Microsoft update inventories list x86 and x64 versions of this Windows PDF component across Windows releases, including Windows 8.1, Windows 10, and related Windows Server versions.See Microsoft’s Windows PDF Library file information Exact version and file size depend on the Windows release, architecture, servicing branch, and installed updates.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat the error usually means
| Message or symptom | Most likely meaning | First action |
|---|---|---|
| “The program can’t start because Windows.Data.Pdf.dll is missing from your computer.” | The file is absent, damaged, quarantined, or inaccessible | Install Windows updates, then run DISM and SFC |
| “The code execution cannot proceed because Windows.Data.Pdf.dll was not found.” | The caller cannot locate a usable copy or a required dependency | Identify the calling application and repair Windows |
| “There was a problem starting Windows.Data.Pdf.dll.” | The component or its dependencies may be corrupt or incompatible | Complete pending updates and run the repair commands |
| “Error loading Windows.Data.Pdf.dll. The specified module could not be found.” | The named DLL may be missing, or a dependency required by it may be missing | Repair Windows rather than copying only the named file |
| “Windows.Data.Pdf.dll is either not designed to run on Windows or it contains an error.” | The file may be corrupt, the wrong architecture, altered, or incompatible with the installed build | Check its location and signature, then repair the Windows image |
| The error appears only in one app or game | That application may be damaged or incorrectly packaged | Repair, verify, update, or reinstall that application |
| The error appears across several Windows applications | Windows component damage, servicing failure, disk problems, or security software interference is more likely | Use Windows Update, DISM, and SFC |
The wording alone cannot identify one universal game or application. The important clue is which process displays the message and whether other programs are affected.
Fix windows.data.pdf.dll errors in order
1. Install Windows updates and restart
A pending or interrupted Windows update can leave protected components out of sync. Start with the supported servicing path.
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart Windows, even if it does not immediately request a restart.
- Test the application again.
On Windows 10, the Settings labels may differ slightly, but the update process is still under Update & Security > Windows Update. Windows 10 support ended on October 14, 2025, so supported Windows 11 servicing is the more current repair path. An update can repair or replace a missing system component without requiring a separate DLL package.
If Windows Update itself fails, note the error and continue with DISM and SFC. Do not use an old DLL version as a substitute for completing servicing.
2. Repair the Windows image with DISM, then run SFC
Microsoft’s standard sequence is DISM first and SFC second. DISM repairs the Windows component store and image; SFC then checks protected system files and replaces damaged copies.Follow Microsoft’s SFC and DISM guidance
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes. Do not close the window while it is working.
- Run:
sfc /scannow
- Wait for verification to reach 100 percent.
- Restart Windows and test the affected program.
A successful result may say that no integrity violations were found, or that corrupt files were found and repaired. If SFC repairs files, restart before testing. If SFC says it could not repair some files, run DISM again, restart, and repeat SFC once.
If DISM cannot obtain repair files from Windows Update, use a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
C:RepairSourceWindows is only a placeholder. The source must come from installation media or another repair source that closely matches the installed Windows edition and build. An arbitrary source can produce another servicing error.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteRepeating SFC without checking what changed can turn troubleshooting into guesswork. Outbyte PC Repair can reduce the manual work by scanning for issues and showing what needs attention, but its free scan only identifies problems and repairs are performed by the full version. Windows Update, DISM, and SFC remain the supported first-line route for this Windows component.
3. Check whether antivirus quarantined the file
Security software can quarantine a file with this name because malware sometimes imitates legitimate system filenames. The filename alone does not prove whether a detection is a false positive or evidence of tampering.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for a quarantine or removal entry involving
Windows.Data.Pdf.dll. - Record the detected path and the action taken.
- Run a Microsoft Defender scan before restoring anything.
Restore a quarantined file only when all of these conditions are met:
- The path is the genuine Windows directory, such as
%windir%System32or%windir%SysWOW64. - The file’s Microsoft digital signature is valid.
- Your security product identifies the detection as a confirmed false positive.
- A current scan finds no broader infection.
If the file is outside the Windows directory, unsigned, or located in an unexpected application folder, leave it quarantined and investigate. After a legitimate quarantine, Windows Update followed by DISM and SFC is safer than manually restoring the file.
Recommended Free Tools
To check a file graphically, right-click it, select Properties, open Digital Signatures, select the signature, and choose Details. A valid signature is useful evidence, but it does not replace a malware scan.
4. Repair the application that triggers the message
If only one program fails, the Windows component may be fine and the application may have a damaged installation, outdated package, or incorrect dependency reference.
For a Microsoft Store application:
- Open Settings.
- Select Apps > Installed apps.
- Find the application.
- Select the three-dot menu.
- Choose Advanced options.
- Select Terminate if the app is running.
- Select Repair.
- Test the application.
- If it still fails, select Reset.
Reset removes the application’s local data, so use it after Repair. You may need to sign in again or restore application settings.
For a traditional desktop application:
- Open Settings > Apps > Installed apps.
- Select the application’s menu.
- Choose Uninstall, if no Repair option is offered.
- Restart Windows.
- Download the current installer from the application developer or publisher’s official source.
- Install it again.
- Test the program before adding optional plug-ins or modifications.
Some desktop programs expose Repair or Change under Control Panel > Programs and Features. Use that option when available.
For a game or launcher, open its official client and use its Verify, Repair, or equivalent file-checking command. Reinstall the game only if verification fails. This application-specific process is not a universal fix for Windows.Data.Pdf.dll, but it can restore a damaged caller.
Run the installer as administrator only when the developer’s installer requires it. Do not replace a Windows system DLL with a copy bundled in an unrelated application.

5. Check architecture and the actual file path
A 32-bit application can require the 32-bit Windows copy even on 64-bit Windows. A 64-bit application requires the 64-bit copy. Microsoft’s file-system redirection rules determine which system directory a process sees.Read Microsoft’s file-system redirector documentation
To check your Windows architecture:
- Open Settings.
- Select System > About.
- Read System type.
To check whether the file exists, press Windows + R, enter %windir%System32, and search for Windows.Data.Pdf.dll. On 64-bit Windows, also check %windir%SysWOW64.
Free tools Windows power users keep installed
One-click scans. No signup required.
Do not treat a file’s presence as proof that it is healthy. A present file can be corrupted, incorrectly signed, the wrong architecture, or unable to load a missing dependency. DISM and SFC are the appropriate repair tools.
6. Test disk health and scan for broader damage
If Windows repair repeatedly fails, or files disappear again after being restored, investigate the system rather than replacing the DLL repeatedly.
- Open Windows Security > Virus & threat protection > Scan options.
- Run a Full scan.
- Check the drive’s health using the manufacturer’s diagnostic utility or Windows’ available storage-health information.
- Consider whether the error began after a forced shutdown, disk problem, cleanup utility, or major upgrade.
- If the failure followed a recent change, open Start and search for Recovery.
- Select Open System Restore.
- Choose a restore point created before the problem.
- Review the affected programs and drivers, then start the restore.
System Restore rolls back system files, settings, drivers, and installed programs, while personal files are not normally removed.Microsoft’s System Restore guidance
7. Use Windows recovery only for severe component damage
If Windows Update, DISM, SFC, application repair, and malware checks do not resolve the problem, use an in-place repair or Windows recovery option. Back up important files first.
An in-place repair reinstalls Windows while attempting to preserve personal files and applications, provided the installation path and choices support that outcome. If you use Reset this PC, the Keep my files option still removes applications and settings.See Microsoft’s Reset this PC options

Do not download a replacement DLL
Random DLL download sites can provide malware, a modified file, the wrong Windows build, or the wrong 32-bit or 64-bit architecture. A manually copied file may also have incorrect permissions, missing dependencies, or no matching servicing metadata. It often does not repair the underlying component store.
Use Windows Update, DISM, SFC, Windows recovery, or the official installer for the application that reports the error. A precisely matched Microsoft source can be used for advanced servicing, but manual replacement is not the normal consumer fix.
Do not register this DLL with regsvr32
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer.Microsoft documents the command here Windows.Data.Pdf.dll is a Windows Runtime system component, not a conventional ActiveX control that should be registered manually. There is no normal regsvr32 Windows.Data.Pdf.dll repair command.
Do not install unrelated redistributables
Visual C++ Redistributable, DirectX, and .NET installers are not the standard remedy for this Windows-owned PDF API. Install one of those runtimes only if the application separately reports a missing dependency from that product.
Do not enable random Windows Features
There is no general Windows Features checkbox that reinstalls Windows.Data.Pdf.dll. Opening Control Panel > Programs > Turn Windows features on or off and enabling unrelated features is unlikely to repair it. Use Windows servicing instead.
Driver troubleshooting is rarely the answer
This DLL is not normally a graphics, printer, storage, or chipset driver file. Update a driver only when the error began with a device failure, an application depends on a specific device, or Device Manager reports a problem.
To check:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Do not remove a working driver solely because Windows.Data.Pdf.dll is missing.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
When several devices have stale drivers, manually identifying the correct package and architecture can take longer than the Windows repair itself. Outbyte Driver Updater can scan and identify driver issues, while the free scan shows what needs attention and driver installation is handled by the full version; it is not required to repair this Windows PDF component.
FAQ
Is Windows.Data.Pdf.dll safe?
The genuine Microsoft component in the correct Windows directory and carrying a valid Microsoft signature is legitimate. A file with the same name elsewhere is not automatically safe.
Does it belong to Edge or a PDF reader?
It belongs to Windows and provides PDF APIs that applications can call. Edge, Store apps, and other programs may use it, but the DLL is not evidence that a particular PDF reader is installed.
Should I install Visual C++, DirectX, or .NET?
Not for this DLL alone. Those redistributables are separate products and are not the normal repair for a missing Windows PDF API.
Why does Windows say “specified module could not be found” when the file exists?
The message can refer to a missing dependency, not only the named DLL. It can also indicate corruption, incompatible architecture, or a damaged application. Run DISM and SFC, then repair the specific caller.
Which version should I download?
Do not choose a version from a DLL website. The correct version depends on Windows build, architecture, and installed servicing. Let Windows Update and component repair restore the matching file.
Will a successful SFC scan fix my application?
It proves only that protected Windows files passed or were repaired. The application’s own files, settings, plug-ins, and dependencies may still be damaged, so use the application’s Repair, Verify, or reinstall option if the error continues.
