windows.devices.smartcards.dll is a genuine Microsoft Windows component. It supports the Windows Runtime Windows.Devices.SmartCards API, which applications use to work with smart cards, smart-card readers, NFC-related functions, and TPM virtual smart cards.
The file is supplied through Windows servicing and protected system locations, not as a normal third-party application download. The safest repair is therefore to repair Windows itself rather than downloading a replacement DLL.
Microsoft documents the API in the Windows.Devices.SmartCards namespace, including the SmartCard, SmartCardReader, and provisioning APIs.
Known file versions
File details vary with the Windows release, architecture, language, and servicing level. These are known records, not universal values for every current installation.

On 64-bit Windows, the 64-bit component is normally associated with C:WindowsSystem32. The 32-bit component is associated with C:WindowsSysWOW64. Do not use those folder names as a reason to copy in a downloaded file.
Microsoft records show the component in Windows 8.1 and later Windows versions. The current SmartCard API requirements focus on Windows 10 and later API contracts, so an application built for a newer Windows API may not work correctly on an older release.
Error messages you may see
Windows or an application may report:
- “The program can’t start because windows.devices.smartcards.dll is missing from your computer.”
- “The code execution cannot proceed because windows.devices.smartcards.dll was not found.”
- “There was a problem starting windows.devices.smartcards.dll.”
- “Error loading windows.devices.smartcards.dll. The specified module could not be found.”
- “windows.devices.smartcards.dll is either not designed to run on Windows or it contains an error.”
The wording depends on the Windows version and the program making the request. “The specified module could not be found” can also mean that a dependency of the named DLL is missing, not necessarily that the DLL itself has disappeared.
Fix windows.devices.smartcards.dll errors safely
Work through these fixes in order. Restart and test the affected program after the main repair steps.

1. Install Windows updates and restart
A failed or incomplete update can leave Windows components out of sync.
- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates under Update & Security > Windows Update.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Start the program again.
If the error began directly after an update, open Windows Update > Update history and note the recent installation. If the problem continues, use the Microsoft guidance for uninstalling a Windows update, or continue with the repair commands below.
2. Repair Windows with DISM and SFC
This is the most important fix when the file is missing from Windows, corrupted, or rejected as “not designed to run on Windows.”
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. It can remain at one percentage for some time.
- When the command completes, run:
sfc /scannow
- Wait until the verification reaches 100 percent.
- Restart Windows and test the affected application.
DISM repairs the Windows image and provides source files that SFC may need. SFC then checks protected system files and replaces damaged copies. Microsoft provides the full procedure in its guide to repairing missing or corrupted system files.

If SFC reports that it found and repaired corrupted files, restart and test again. If it says that some files could not be repaired, do not download an isolated DLL. Repeat DISM after installing pending updates, then run SFC again.

3. Use a matching DISM repair source if DISM fails
DISM may fail when Windows Update cannot provide the required component files. Microsoft supports using a Windows installation source that matches the installed edition, language, and architecture.
After preparing a matching repair source, run the command with its actual path. For example:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct source location. A mismatched source can fail to repair Windows or introduce another compatibility problem. Refer to Microsoft’s DISM source guidance before using this method.
Run sfc /scannow again after DISM completes, restart, and test the program.
4. Repair or reinstall only the affected application
If Windows features work normally and only one program reports the error, the problem may be in that program’s installation or dependency handling. The application may also require a newer Windows version.
Use the program’s own repair process first:
- Open Settings.
- Select Apps > Installed apps on Windows 11, or Apps > Apps & features on Windows 10.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair, then test the program.
- If Repair does not help, select Reset only if you are comfortable removing the application’s local data.
For a desktop program without those options:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the program.
- Choose Repair or Change, if offered.
- Follow the installer prompts.
For a game or launcher, use its Verify files, Repair, or Scan and repair function. If that fails, uninstall the program, restart Windows, and reinstall it from the developer’s official installer or launcher. Reinstalling that program is the definitive fix when its own package or dependency configuration is damaged.
Do not copy windows.devices.smartcards.dll into the application folder unless the application vendor specifically directs that procedure. A Windows API component placed beside an executable may be the wrong build and can hide the actual installation problem.

5. Check Windows and application architecture
A 32-bit program and a 64-bit program can request different component paths. On 64-bit Windows, a 32-bit application generally uses the 32-bit system components associated with SysWOW64, while a 64-bit application uses the 64-bit components associated with System32.
Check your Windows architecture:
- Open Settings.
- Select System > About.
- Look at System type.
Then check the application’s documentation or installer for its required architecture. Do not mix x86 and x64 DLLs, and do not treat a known version number as proof that it is correct for your installation.
Also check the application’s minimum Windows version. Microsoft’s SmartCard class documentation lists the API contract requirements. An application compiled for a newer Windows API can fail on an older release even when the operating system itself is healthy.

The DLL is an API component, not a smart-card reader driver. Driver work is relevant when the error occurs while detecting or using a reader, card, NFC device, or related hardware.
To check the reader driver:
- Right-click Start.
- Select Device Manager.
- Expand Smart card readers, NFC, Biometric devices, or Universal Serial Bus controllers, depending on the hardware.
- Right-click the relevant device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
If the device has a warning icon, right-click it, select Uninstall device, restart, and allow Windows to detect it again. For a vendor-specific reader, obtain the driver from the hardware manufacturer’s official support page.

7. Check the Smart Cards service when card functions fail
The Windows service is called Smart Cards for Windows and uses the service name SCardSvr. It manages reader slots and application interaction with smart cards. It is separate from windows.devices.smartcards.dll.

To inspect the service:
- Press Windows + R.
- Type
services.mscand press Enter. - Find Smart Card.
- Check whether its status and startup configuration match your organization’s requirements.
- Right-click it and choose Start or Restart if appropriate.

If the service needs restarting:
net stop SCardSvr
net start SCardSvr
Microsoft’s Smart Card troubleshooting documentation covers these service checks. If the service runs but the DLL error appears before any card operation, return to DISM, SFC, and application repair.
8. Check antivirus quarantine and run a security scan
Security software may quarantine a damaged or falsely detected system file. Malware can also modify or remove Windows components.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Open Protection history.
- Look for an entry involving the DLL or a Windows system component.
- Restore it only if the item is identified as a legitimate Microsoft-signed Windows file and you understand why it was quarantined.
- Run a Full scan.
- After the scan, run DISM and SFC again.
Do not permanently disable antivirus protection to make the application start. If the file repeatedly disappears, investigate the security event and the system for malware rather than replacing it from an untrusted source.

Try System Restore
If the error began after a driver, update, or software change and a suitable restore point exists:
- Open Start and search for Create a restore point.
- Open it and select System Restore.
- Choose a restore point dated before the error began.
- Review the affected programs and complete the restore.

Reinstall the current version of Windows
On supported Windows 11 systems, open:
Settings > System > Recovery > Fix problems using Windows Update > Reinstall now
This reinstalls the current Windows version while repairing system components. Follow Microsoft’s repair reinstall instructions.

If that option is unavailable, use supported Windows installation media for an in-place repair, carefully selecting the option to keep personal files and applications when offered. Back up important data first.
Use Windows recovery or reinstall Windows
If multiple system files, services, or Windows features are failing and repair installation does not work, use the appropriate Windows recovery option. A clean installation is the last resort and removes applications and, depending on the chosen method, personal data. Back up files and confirm you have the necessary account and application information before proceeding.

- Do not download
windows.devices.smartcards.dllfrom a random DLL archive. - Do not copy an isolated DLL into
System32,SysWOW64, or an application directory. - Do not mix 32-bit and 64-bit builds.
- Do not use Visual C++ Redistributable, DirectX, or .NET installers as the normal source of this Windows component.
- Do not run
regsvr32as a routine fix. This WinRT system DLL is not established as a DLL that should be manually registered, and the command can return an entry-point or registration error. - Do not confuse the DLL with the
SCardSvrSmart Cards service. - Do not ignore an application’s minimum Windows version or its own file-verification process.

Is windows.devices.smartcards.dll legitimate?
Yes. It is a Microsoft Windows Runtime component for the Windows.Devices.SmartCards API.
Is there an official standalone download?
No standalone Microsoft download package for this DLL has been identified. Repair Windows with DISM and SFC, or repair the affected application when only one program is involved.
Does the Smart Card service need to run?
Only when smart-card or reader functionality is affected. SCardSvr is separate from the DLL, so restarting it will not normally fix a general application startup error.
Should I run regsvr32?
Generally no. Manual registration is not a standard repair for this WinRT component.
Why does only one application report the error?
The application may have a damaged installation, incorrect dependency information, incompatible architecture, or a minimum Windows version that your system does not meet. Verify or repair the application before changing Windows files.
