Error 9C59 is usually an Internet Explorer 11 installation failure on Windows 7, especially Windows 7 SP1 systems. The most reliable repair is to reset Windows Update’s local services and stores, restart the computer, and try the update again. If that does not work, check system files, run the Windows 7 System Update Readiness Tool (CheckSUR), use a clean boot, and then install a Microsoft package that exactly matches the computer’s edition, service pack, architecture, prerequisites, and supersedence state.
This is a legacy Windows 7 repair path. Before spending time on an Internet Explorer update, confirm that continuing to operate the computer is appropriate for your security, software, and support requirements.

What Windows Update error 9C59 means
In the Microsoft support discussion associated with this code, 9C59 appears when an attempt to update to Internet Explorer 11 fails to install. It is therefore not a universal diagnosis for every modern Windows Update failure. The code is historically tied to the Internet Explorer 11 update path on Windows 7.

A failed Internet Explorer installation can leave Windows Update retrying the same package. That loop does not by itself identify the cause. The failure may involve a damaged Windows Update cache, inconsistent servicing files, missing prerequisites, an incompatible package, a proxy configuration, or another program interfering with setup. Work through the repair sequence in order rather than repeatedly clicking “Check for updates.”

Check the computer before changing anything
Manual packages and servicing tools are architecture- and edition-specific. Record the following information first:
- Windows release: confirm that the machine is running Windows 7, not Windows Vista, Windows 8, or a later release.
- Service pack: the documented Internet Explorer 11 package in this repair path requires Windows 7 Service Pack 1.
- Architecture: determine whether Windows is x86 (32-bit) or x64 (64-bit). An x86 installer is not interchangeable with an x64 installer.
- Administrator access: the service-reset commands, System File Checker, clean-boot changes, and manual installation require administrative rights.
- Recovery plan: back up important files and make sure you can return to the normal startup configuration before disabling third-party services.
To see the Windows edition and service-pack level, open the Start menu, type winver, and press Enter. To check 32-bit versus 64-bit, open Control Panel > System and Security > System and read System type. Do not proceed with a package until these details agree with its requirements.
Choose the repair path
The following approaches solve different classes of failure. Start with the component reset because it is reversible and does not replace protected system files.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →| Approach | What it changes | When to use it | Control and skill required |
|---|---|---|---|
| Windows Update component reset | Stops update services and renames the SoftwareDistribution and catroot2 stores so Windows can create fresh stores. | First response when 9C59 repeats during an online update. | Manual command-line work; moderate administrator skill. |
| System-file repair | Checks protected Windows files with System File Checker and repairs files when a valid local source is available. | After a component reset fails or Windows reports broader servicing problems. | Command-line work; results may require interpretation. |
| System Update Readiness Tool (CheckSUR) | Checks and repairs inconsistencies in the Windows servicing store on applicable Windows 7 installations. | When servicing metadata or package consistency is suspected. | Requires the tool appropriate to the exact Windows 7 architecture. |
| Clean boot | Starts Windows with non-Microsoft startup programs and services suppressed. | When security software or another background program may be blocking Internet Explorer setup. | Requires careful restoration of the normal startup settings. |
| Manual Microsoft package | Installs an offline MSU instead of relying on the online Windows Update scan. | When online delivery fails but the correct package and prerequisites are known. | Highest package-selection responsibility; architecture and supersedence must match. |
Reset Windows Update components
Use an elevated Command Prompt. These commands stop the four services used by the documented reset sequence, rename the two local update stores, and start the services again. Renaming, rather than deleting, preserves the old folders if you need to inspect or remove them later.
- Click Start, type
cmd, right-click cmd.exe, and choose Run as administrator. Approve the User Account Control prompt. - Stop the update services in this order:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Wait for each command to report that the service has stopped. If a service is already stopped, note the message and continue; do not substitute a different service name.
- Rename the update stores:
ren C:WindowsSoftwareDistribution SoftwareDistribution.old
ren C:WindowsSystem32catroot2 catroot2.old
If Windows says a folder is in use, a service did not stop or another process still has a handle open. Close other administrative tools, repeat the stop commands, and run the rename again. Do not rename catroot; the documented target is catroot2.

Windows creates new SoftwareDistribution and catroot2 stores as needed. The first scan after a reset can take longer because update metadata is rebuilt. Do not interrupt the scan solely because it is slower than the previous attempt.
If 9C59 remains after the reset
Run System File Checker
Open an elevated Command Prompt and run:
sfc /scannow
Allow the scan to reach 100 percent. Restart if Windows requests it, then retry the update. System File Checker addresses protected operating-system files; it is not a substitute for selecting the correct Internet Explorer package. If it reports that it could not repair some files, continue with the System Update Readiness Tool rather than repeatedly running the same update attempt.
Run the System Update Readiness Tool (CheckSUR)
For Windows 7, use the System Update Readiness Tool that matches the installation’s architecture and service-pack state. The tool is intended to find and repair servicing-store inconsistencies that can prevent updates from being applied. Do not use a package for a different Windows release or architecture. When it finishes, restart Windows and try the update again.
Try a clean boot
A clean boot is useful when a third-party service, security product, or startup utility interferes with setup. The exact labels can vary slightly by Windows 7 edition, but the process is:
- Press
Windows key + R, typemsconfig, and press Enter. - On the Services tab, select Hide all Microsoft services, then choose Disable all. Hiding Microsoft services first prevents you from disabling core Windows services accidentally.
- On the Startup tab, disable the listed nonessential startup items.
- Choose Apply, select OK, and restart.
- Retry Windows Update or the manual Internet Explorer installer.
- After testing, open
msconfigagain and restore Normal startup or re-enable the services and startup items you changed. Restart once more.
A clean boot is a diagnostic state, not a permanent security configuration. Leaving security or management software disabled can expose the computer or break normal operation.
Install Internet Explorer 11 manually when online Windows Update fails
An offline MSU can bypass a failed download or damaged online update transaction, but it does not bypass applicability rules. Microsoft’s troubleshooting guidance says to check whether a package is already installed, superseded, intended for the correct operating-system version, and dependent on prerequisite updates.

Match the package to the machine
| Requirement | What to verify | Why it matters |
|---|---|---|
| Operating system | Windows 7, not another Windows release. | MSU packages contain release-specific applicability rules. |
| Service pack | Windows 7 Service Pack 1. | The documented Internet Explorer 11 x64 package requires SP1. |
| Architecture | x86 for 32-bit Windows or x64 for 64-bit Windows. | The installer architecture must match the installed operating system. |
| Prerequisites | Required servicing and Internet Explorer prerequisite updates are installed. | A missing prerequisite can produce another installation failure even when the main package is correct. |
| Supersedence and installed state | Confirm the package has not been replaced by a newer update and is not already installed. | Windows may reject an obsolete or duplicate package. |
Example: Microsoft’s Windows 7 x64 package metadata
Microsoft’s Download Center identifies IE11-Windows6.1-KB2987107-x64.msu as Internet Explorer 11 for Windows 7 Service Pack 1 x64. The page lists version 2987107, a publication date of July 15, 2024, and a file size of 40.7 MB. Those values describe that specific package listing; they do not make it suitable for x86 Windows, a different Windows release, or a system missing required prerequisites.
- Confirm the machine is Windows 7 SP1 x64.
- Obtain the matching package from Microsoft’s Download Center.
- Close Internet Explorer and other programs that may use its components.
- Run the MSU as an administrator and follow the installer prompts.
- Restart Windows even if the installer does not insist on an immediate restart.
- Check Windows Update again. If the installer reports that the update is not applicable, stop and recheck architecture, service pack, prerequisites, supersedence, and whether the update is already installed.
Do not force an x64 package onto a 32-bit installation, rename an MSU to disguise its architecture, or combine files from unrelated Windows releases. Those actions can create additional servicing problems.
Check proxy settings if Windows Update cannot reach Microsoft
A computer can have proxy settings configured in Internet Explorer while the Windows Update service uses a different WinHTTP configuration. Microsoft documents importing the Internet Explorer proxy settings into WinHTTP with this elevated Command Prompt command:
netsh winhttp import proxy source=ie
Use it only when the organization or network actually uses a proxy and the WinHTTP settings are missing or incorrect. On a direct connection, changing proxy settings unnecessarily can prevent Windows Update from connecting. Managed business networks may require the administrator’s approved proxy configuration instead of importing a user-level setting.

The service-reset command says “access is denied”
The Command Prompt was not elevated, or a policy prevents the operation. Close it, start cmd.exe with Run as administrator, and retry. If the account is not allowed to administer the computer, an authorized administrator must perform the repair.
A store cannot be renamed because it is in use
Repeat the four stop commands, wait for each service to stop, and try the rename again. If the lock persists, restart Windows and perform the reset before opening Windows Update or other software that may start update services.

The manual package says it is not applicable
Treat that message as a package-selection or prerequisite signal, not as proof that Windows Update is permanently broken. Verify Windows 7 SP1, x86 versus x64, the exact package identity, required prerequisite updates, supersedence, and whether the update is already present.

System File Checker finds unrepaired files
Restart if requested and run the System Update Readiness Tool appropriate to the installation. If the computer still cannot service updates, preserve the SFC result and CheckSUR result for an administrator or repair professional; repeatedly retrying the same Internet Explorer package is unlikely to resolve a servicing-store inconsistency.
The update works only in a clean boot
Restore normal startup, then re-enable services and startup items in small groups and test after each change. The item whose re-enablement brings back the failure is the likely conflict. Keep security software enabled whenever possible and consult its administrator before changing protection settings.
Verify the result
After a successful installation, restart Windows, open Control Panel > Programs and Features > View installed updates, and look for the Internet Explorer 11 update or its associated Microsoft Knowledge Base entry. Open Internet Explorer and use Help > About Internet Explorer to confirm the installed version. Then run Windows Update once more so remaining applicable updates can be detected.
If the same 9C59 code returns after a confirmed matching manual installation, record the exact package name, architecture, Windows edition, service-pack level, SFC result, CheckSUR result, and installer message. That information distinguishes a stale Windows Update offer from a broader servicing failure.
Windows 7 security and support considerations
Windows 7 is legacy software. The sources for this error do not establish a current support-lifecycle statement specific to error 9C59, so do not infer one from the code. Before keeping the system online, verify the operating system’s current support status, the security coverage available to that particular installation, and whether the applications and hardware can move to a supported Windows release.
If the computer must remain on Windows 7 for a short-term compatibility reason, limit network exposure, maintain verified backups, use only software that still supports the environment, and treat Internet Explorer 11 as a compatibility component rather than a modern general-purpose browser. Fixing 9C59 can restore the installation; it does not make the underlying operating system current.
