If Windows reports that windowsanytimeupgradecpl.dll is missing, was not found, or could not be loaded, repair the affected Windows installation rather than downloading a replacement from a DLL website.
The file belongs to Windows Anytime Upgrade, a legacy Control Panel feature recognized by Windows Vista, Windows 7, Windows 8, and Windows 8.1. It is not a feature that Windows 10 or Windows 11 users should install separately.
What windowsanytimeupgradecpl.dll does
Windows Anytime Upgrade was a built-in Windows edition-upgrade feature. Microsoft lists it as the Control Panel canonical item Microsoft.WindowsAnytimeUpgrade, with GUID {BE122A0E-4503-11DA-8BDE-F66BAD1E3F3A}.
The DLL is associated with that Control Panel applet. Historical Windows file inventories place it under:

The capitalization of the filename is not important to Windows, but the component, architecture, dependencies, and digital signature must match the installed operating system.
This is why installing Visual C++ Redistributable, DirectX, or .NET usually does not fix the error. Those packages do not provide the Windows Anytime Upgrade Control Panel component.
What the error messages mean
These messages usually point to a damaged, removed, mismatched, or incorrectly referenced Windows component:

“Missing” does not always mean the file itself was deleted. Windows may also be unable to load it because a dependent component is damaged, the file is the wrong architecture, servicing is incomplete, or another program is calling an obsolete Control Panel reference.

1. Restart and finish pending Windows updates
Time needed: 10–30 minutes
A failed update or interrupted servicing operation can leave Windows components in an incomplete state.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the computer, even if Windows does not force a restart.
- Test the Control Panel action or application that produced the error.
On Windows 10, open Settings > Update & Security > Windows Update. On Vista, Windows 7, 8, or 8.1, use the available Windows Update option in Control Panel.
If the error returns, continue with component repair.
2. Repair Windows with DISM and SFC
Time needed: 15–45 minutes
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component store, while SFC checks protected system files and replaces damaged copies when a good copy is available.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the command to finish.
- Run System File Checker:
sfc /scannow
- Restart Windows.
- Repeat the action that caused the DLL error.
Do not close the Command Prompt window while either scan is running. The process can appear to pause for several minutes.
A successful result from SFC may say that Windows Resource Protection found corrupt files and repaired them. If SFC reports that it could not repair some files, run DISM again, restart, and run sfc /scannow once more.

Use a matching repair source if DISM fails
If DISM says that source files could not be found, use installation or recovery media that matches the installed Windows edition, language, architecture, and servicing level as closely as possible.
With the correct repair source available, an administrator Command Prompt can use:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to the matching Windows repair source. Do not use a random Windows folder from another computer.
After DISM completes, run:
sfc /scannow
If SFC still cannot repair the file, inspect its details with:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
This creates sfcdetails.txt on the desktop.
3. Check System Restore
Time needed: 15–40 minutes
Use System Restore if the error began after an update, cleanup operation, driver installation, or software change.

- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the first error.
- Select Scan for affected programs if available.
- Review the programs and drivers that may be removed or reverted.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore only helps when a suitable restore point exists and the damage occurred after that restore point. It does not guarantee recovery of a missing component.

4. Check antivirus quarantine before restoring anything
Time needed: 5–20 minutes
Security software may quarantine a file after detecting corruption, suspicious modification, or malware. A Microsoft filename alone does not prove that a file is authentic.
In Windows Security:
- Open Start and type
Windows Security. - Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open an entry that refers to the original Windows path or component.
- Confirm the detection details before taking action.
Do not restore the file blindly. If the file was found outside the Windows directory, has no valid Microsoft signature, or appeared after an untrusted installer, leave it quarantined and run a full scan. Microsoft notes that a restored file may be detected again.
Run a full scan from Windows Security > Virus & threat protection > Scan options > Full scan. If malware is suspected, use Microsoft Defender Offline scan from the same area.

5. Verify the file path, signature, and architecture
Time needed: 5–15 minutes
If a copy of the file exists, check it before considering any recovery action.
The expected historical location is:
%SystemRoot%System32WindowsAnytimeUpgradeCPL.dll
To inspect it:
- Press Windows + R.
- Enter:
%SystemRoot%System32
- Locate
WindowsAnytimeUpgradeCPL.dll. - Right-click it and select Properties.
- Check the Digital Signatures tab if present.
- Open the signature details and verify that Windows reports the signature as valid.
- Review the Details tab for the file description and publisher information.
A valid filename or location is not enough. Do not trust a copy found in a temporary folder, Downloads, an application directory, or an unexpected SysWOW64 folder.
The System32 and SysWOW64 names are confusing. On 64-bit Windows, System32 normally contains 64-bit system files and SysWOW64 contains 32-bit system files. Do not move a DLL between them based only on the folder name.
The historical public record for this file includes a 64-bit entry, but that does not establish that every Windows installation uses the same architecture, version, or size. Let Windows servicing restore the correct variant.

6. Do not use regsvr32 for this repair
Time needed: Not applicable
Do not normally run:
regsvr32 windowsanytimeupgradecpl.dll
This DLL is associated with a Control Panel applet, not a standard COM in-process server that should be registered manually. Control Panel loads applets through its own interface. Registering the file will generally produce an irrelevant error or no useful repair.
If regsvr32 reports that an entry point is missing, that does not prove the DLL is unusable. It usually means the command does not apply to this type of component.
7. Identify a third-party program if it is making the request
Time needed: 10–30 minutes
Windows 10 or Windows 11 may display this error because an old migrated program, installer, shortcut, scheduled task, or compatibility utility is trying to call Windows Anytime Upgrade.
Check when the message appears:
- If it appears while opening Control Panel, focus on Windows repair.
- If it appears when launching one program, update or remove that program.
- If it appears at sign-in, inspect startup entries and scheduled tasks.
- If it appears only after installing software, undo or repair that installation.
You can inspect related events with:
- Right-click Start.
- Select Event Viewer.
- Open Windows Logs > Application.
- Look for an error at the time the message appeared.
- Note the initiating executable, if one is listed.
Reliability Monitor can also help:
- Open Start.
- Type
reliability. - Select View reliability history.
- Select the day showing the failure.
- Open the error details.
Repair or uninstall the program that is making the obsolete request. Do not place a downloaded DLL beside that program.
8. Update drivers only when the evidence points to a driver problem
Time needed: 10–30 minutes
A graphics, storage, or chipset driver does not normally provide windowsanytimeupgradecpl.dll. Update drivers only if Event Viewer or Reliability Monitor identifies a driver failure occurring with the DLL message.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the reported failure.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if prompted.
For a recently changed driver, select Properties > Driver > Roll Back Driver when that option is available. Do not download a DLL as a substitute for repairing a driver.

9. Use matching installation media or reinstall Windows
Time needed: 1–3 hours
Use this path when DISM, SFC, System Restore, and malware checks do not resolve the error.

- Obtain matching original installation or recovery media.
- Confirm the Windows edition, language, and architecture.
- Start the repair or in-place upgrade process.
- Follow the installer’s repair instructions.
- Run Windows Update after recovery.
- Run DISM and SFC again.
If repair installation is unavailable or the operating system is unstable, use the manufacturer’s recovery process or perform a clean reinstall after backing up data and confirming that you have the required product information and application installers.

Windows 10 and Windows 11 guidance
Windows Anytime Upgrade is obsolete on modern Windows releases. Windows 10 and Windows 11 users should not search for a Windows Anytime Upgrade installer or attempt to add the old Control Panel feature through Windows Features.
A request for this filename on a modern system commonly points to:
- An old installation upgraded or migrated from Vista, 7, 8, or 8.1
- A broken legacy Control Panel reference
- A third-party application or startup item
- Malware or an unauthorized file replacement
- Damaged Windows components
Run DISM and SFC first. Then identify the program or startup item making the request. If the message persists and Windows repair cannot resolve it, use System Restore, an in-place repair, or a full recovery after backing up your files.

FAQ
Should I download windowsanytimeupgradecpl.dll?
No. Random DLL downloads can contain malware, use the wrong architecture or version, and leave the damaged Windows component unresolved. Use Windows Update, DISM, SFC, matching installation media, recovery media, or a verified system image.
Is this a Visual C++ or DirectX problem?
