wisc10.dll is a genuine Microsoft component called WinInet Soap Connector Library, but it belongs to legacy SOAP software rather than a current Windows runtime. When Windows 10 or Windows 11 reports that wisc10.dll is missing or could not be loaded, repair the specific older application first instead of downloading a replacement DLL.
What this file actually does
wisc10.dll is associated with the Microsoft SOAP Toolkit, also called the SOAP SDK. It supplied an Internet-based SOAP connector for older COM and native Windows applications that communicated with web services.
This is not a Visual C++ Redistributable, DirectX, .NET, or Universal CRT file. A current installation of Windows does not normally provide it. Older software may have installed it as a private application component or as part of the SOAP Toolkit.

Older Windows XP builds also contained related SOAP files in protected system locations. That history does not mean that Windows 10 or Windows 11 should have the file in C:WindowsSystem32.
The file is historically a 32-bit component. A 32-bit application on 64-bit Windows may still need it, but copying it into a 64-bit system directory does not make it compatible with a 64-bit program.
Microsoft’s archived documentation explains the SOAP Toolkit’s role and its eventual replacement by the .NET Framework. The toolkit is obsolete, so modern .NET installations should not be expected to install wisc10.dll.
Causes of the error
The wording gives useful clues, but it does not identify the complete cause by itself. “The specified module could not be found,” for example, can mean that a dependency of wisc10.dll is missing.

1. Identify the application that is requesting wisc10.dll
Do not begin by placing a downloaded copy in a Windows folder. First determine which executable is failing.
Check the error dialog
Write down:
- The full error text
- The application name
- Whether the error appears during startup, when opening a document, or when using a particular feature
- Whether the problem affects one program or several
If only one older business, engineering, industrial-control, Visual Basic, Office/VBA, or other COM-based application fails, that application is the most likely owner of the dependency.
Check Task Manager
- Start the affected application until the error appears.
- Press Ctrl + Shift + Esc.
- Select Details.
- Look for the application executable.
- Right-click it and choose Open file location.
The executable’s location can reveal whether it is an old 32-bit program installed under Program Files (x86), a vendor-specific folder, or a removable application directory.
Check Event Viewer
- Press Windows + R.
- Enter
eventvwr.msc. - Press Enter.
- Open Windows Logs and select Application.
- Look for an error at the time the program failed.
- Read the General and Details tabs.
Record the executable name, faulting module, and any dependency or side-by-side information. If a new Windows user profile can run the program successfully, the problem may be a per-user setting rather than a missing system DLL.
2. Repair or reinstall the application
This is the most likely fix when one application reports the error.
Try the built-in repair option
- Open Settings.
- Select Apps.
- Choose Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected program.
- Open its menu and select Advanced options, Modify, or Repair, if available.
- Complete the repair.
- Restart Windows.
- Launch the program again.
Some traditional desktop applications do not offer repair in Settings. Use the older Control Panel route instead:

- Enter
appwiz.cpl. - Press Enter.
- Select the program.
- Choose Change, Repair, or Uninstall.
- Select Repair if the installer provides it.
- Restart and test the application.
For a game or software package managed by a launcher, use that launcher’s Verify, Scan, or Repair files command. The exact label varies, but the objective is the same: restore the files and installation actions supplied by the original publisher.
Reinstall when repair is unavailable
If repair does not exist or does not restore the file:

- Back up the application’s documents and configuration files.
- Uninstall the affected program from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Run the original installer from trusted vendor media.
- Right-click the installer and select Run as administrator if the vendor requires administrative installation.
- Accept any prerequisite installation offered by the installer.
- Restart again.
- Test the application before installing unrelated DLL files.
Use the original vendor installer, a trusted company deployment package, or installation media supplied with the application. If the program explicitly lists Microsoft SOAP Toolkit 2.0 or 3.0 as a prerequisite, install the matching architecture and release supplied by the application vendor. SOAP Toolkit versions are not interchangeable merely because they contain similarly named connector files.
3. Restore the legacy SOAP prerequisite
Some older applications depend on Microsoft SOAP Toolkit COM libraries rather than keeping every component in their own folder. Related files can include other SOAP connector and runtime libraries.
The historical Microsoft SOAP Toolkit is obsolete and unsupported. Its old package listings are archived, so do not assume that a current Microsoft download or a current .NET installation provides the required files.
Use this order:
- Check the application’s installation media for a
Prerequisites,Redist,Support, orSOAPfolder. - Read the application’s installation instructions or administrator guide.
- Contact the original software vendor for the correct redistributable.
- Install the prerequisite intended for the application’s architecture.
- Reinstall or repair the parent application afterward.
- Restart Windows and retest.
Do not install SOAP Toolkit 3.0 merely because a search result mentions it. The application may require an older SOAP Toolkit release, a vendor-modified component, or additional COM libraries. A mismatched package can change the error from “missing” to “entry point not found” or “specified module could not be found.”

If the vendor has replaced the old SOAP integration with a supported .NET or web-service client, migration may be the durable solution. A modern runtime cannot always reproduce the COM registration and configuration expected by an obsolete application.
4. Check antivirus quarantine
An old component may be quarantined because it is unsigned, uncommon, or bundled with software your security product considers suspicious. Age alone does not prove that a file is malicious, and a file named wisc10.dll is not automatically safe.
Windows Security steps
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
wisc10.dllor the parent application. - Expand the event and note the original path and detection name.
- Do not restore the file if the application or installer is untrusted.
- If the application is trusted, verify the file’s original location and digital signature where available.
- Prefer repairing or reinstalling the application rather than restoring an isolated file.
If a third-party antivirus product removed the file, use its quarantine history and follow the same verification process. Do not turn off antivirus protection simply to run a DLL downloaded from an unknown source.
If the file returns immediately after reinstalling, stop and investigate the installer and the detection. Repeatedly restoring the file without understanding the alert can reintroduce a malicious or tampered component.

5. Confirm the 32-bit requirement
Historical evidence identifies wisc10.dll as a 32-bit legacy component. On 64-bit Windows, a 32-bit application normally needs a 32-bit copy and matching 32-bit dependencies.
To identify a likely 32-bit application:
- Open Task Manager.
- Select Details.
- Right-click a column heading and choose Select columns.
- Enable Platform, if available.
- Check whether the executable is identified as 32-bit or x86.
You can also inspect the installation path. Applications under C:Program Files (x86) are commonly 32-bit, although the folder alone is not absolute proof.
Do not copy the same DLL into both C:WindowsSystem32 and C:WindowsSysWOW64. On 64-bit Windows, System32 is the native 64-bit system directory, while SysWOW64 contains 32-bit compatibility components. These names are confusing, and arbitrary copying can create conflicts without satisfying the application’s loader.
The correct solution is usually the application’s x86 installer or its original 32-bit prerequisite. A 32-bit file cannot be converted into a 64-bit library by changing its location.

6. Run DISM and System File Checker when Windows itself may be damaged
SFC and DISM are appropriate when several Windows features are malfunctioning, protected system files are corrupted, or Windows servicing has failed. They are not a reliable way to restore an application-private copy of wisc10.dll.
Microsoft recommends running DISM before SFC.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Launch the affected application again.
DISM repairs the Windows component store. SFC checks protected Windows system files against that store. If SFC reports that it repaired files, restart and test. If it reports that it could not repair some files, review the result and return to repairing the application rather than copying in a replacement DLL.

- Open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install available updates.
- Restart when requested.
- Test the application again.
Updates may repair broader Windows problems, but they do not guarantee that an obsolete SOAP Toolkit component will be restored.

A graphics, printer, scanner, USB, or industrial-control application may fail around the same time as a driver change, but a driver is not normally the source of wisc10.dll. Do not use Device Manager as a general DLL repair tool.
Check drivers only if the application also reports hardware errors:
- Press Windows + X.
- Select Device Manager.
- Expand the relevant category.
- Right-click the affected device.
- Select Properties.
- Review the General tab for an error code.
- Open the Driver tab.
- Use Update Driver or Roll Back Driver only when the timing and device error support that diagnosis.
- Restart Windows and retest.
Obtain drivers from the hardware manufacturer or the computer manufacturer. Avoid replacing a working driver simply because wisc10.dll is missing.

regsvr32 is not a general-purpose DLL installation command. It works with DLLs that expose a COM registration entry point such as DllRegisterServer.
Only use it when the application documentation specifically instructs you to register wisc10.dll, or when the original installer performs that action and the vendor provides the correct command.
The general syntax is:
regsvr32 <Dllname>
For a known file path, an installer might use a command similar to:
regsvr32 "C:Program FilesCommon FilesMSSoapBinariesWISC10.DLL"
Do not guess the path or run this against a downloaded file. If Windows reports that the module loaded but DllRegisterServer was not found, the DLL is not self-registering in that manner. That message does not prove that the file is corrupt.
On 64-bit Windows, using the wrong regsvr32 copy can also create confusion when registering 32-bit COM components. Let the original 32-bit installer handle registration whenever possible.
9. Avoid random DLL downloads and manual copying
Downloading wisc10.dll from a generic DLL repository is risky because the file may be:
- The wrong architecture
- The wrong build for the application
- Modified or bundled with malware
- Missing its dependent files
- Missing required COM registration
- Incompatible with the application’s manifest
Even an apparently correct file may not fix the root cause. The application may need a particular SOAP Toolkit release, registry entries, type libraries, configuration files, or companion DLLs.
Do not copy the file into both system directories, replace a suspicious file with another download, or rename a different DLL to wisc10.dll. Use the original application installer or a prerequisite supplied by the software vendor.
If the error remains after reinstalling
Collect the following before contacting the vendor:
- The exact executable name.
- The complete error text.
- The application’s installation path.
- Whether the program is 32-bit.
- The full path Windows expected for
wisc10.dll. - Any Event Viewer entry.
- Antivirus quarantine details.
- Whether the error affects every Windows account.
- Which repair or prerequisite installer was used.
- Whether the error changed after repair.
If the file exists but Windows still says it cannot be loaded, suspect a missing dependency, incorrect architecture, incompatible version, manifest problem, or missing COM registration. Replacing the visible DLL repeatedly is unlikely to solve those issues.

For software that depends on the obsolete SOAP Toolkit, the practical choices may be vendor support, a compatible legacy environment, or migration to the vendor’s supported .NET or web-service replacement.

Is wisc10.dll part of Windows?

Not as a normal current Office runtime file. An older Office/VBA solution may have installed or used SOAP Toolkit components, but repair the specific Office solution or its original prerequisite rather than assuming every Office installation should contain this DLL.
Is it 32-bit or 64-bit?
