For Rogue DPS in Season of Discovery Phase 2, Wowhead’s slot-by-slot guide centers its recommendations on the Insulated Leathers three-piece bonus and favors attack power, agility, and strength. Treat its list as a practical ranking, not a universal or role-neutral answer: tank Rogues need a different balance, and access to particular drops, crafts, reputation rewards, and quest items can change the best realistic setup.
What “Phase 2 BIS” means for a Rogue
Phase 2 was the level-40 phase, with Gnomeregan as its new six-boss, 10-player raid. Its gear recommendations are specific to that phase, not a current-phase list for every later Season of Discovery update. Blizzard’s announcement describes the phase and its item-set armor tokens, which were intended to help players obtain missing set pieces: Blizzard’s Phase 2 announcement.
This guide uses Wowhead’s Phase 2 Rogue DPS ranking as the main slot-by-slot reference. The page is surfaced as Patch 1.15.8 and search metadata lists it as updated June 28, 2026. A separate Icy Veins Phase 2 combat DPS list, last updated April 8, 2025, differs on some slots. Those rankings are useful starting points, but the available guides do not establish that one selection is definitively superior under every assumption.
Decide your role first. The DPS list is not a tank list: Rogue tanks place more weight on stamina and survivability, particularly when offensive values are close.

The following summarizes the principal choices and alternatives identified in Wowhead’s Phase 2 DPS guide. Many slots have close options; acquisition access and encounter needs can matter more than small ranking differences. Why the Insulated Leathers bonus matters
Wowhead’s chest, leg, and boot recommendations are Insulated Chestguard, Insulated Legguards, and Insulated Workboots. The guide emphasizes wearing these three pieces for the Insulated Leathers set bonus, so compare the whole set benefit—not just one item’s individual stats—before replacing a piece.

The pieces are associated with Power Depleted tokens from Gnomeregan encounters including STX-04/BD, Electrocutioner 6000, or Mekgineer Thermaplugg. Blizzard says the raid includes item-set armor tokens to help players fill gaps, but that broad statement does not guarantee a particular item from a particular token or boss. Consult the item and encounter details before planning a specific drop route.
Choose weapons for the target, not just the item ranking
Wowhead describes Gut Ripper and Toxic Revenger II as very close. Its comparison gives Gut Ripper a slight edge against lower armor, while Toxic Revenger II edges ahead against high armor or for area-of-effect damage. That makes the target and encounter relevant to the choice rather than leaving one weapon as a universal winner.

The guide’s weapon advice favors a slow main-hand dagger around 1.7–2.0 speed and a faster off-hand when its stats are good. For enchantments, it recommends Enchant Weapon – Dismantle in Gnomeregan because most of that raid’s bosses are mechanical; outside mechanical encounters, it recommends Enchant Weapon – Striking. Dismantle’s appeal is target-dependent, not a general-purpose advantage against every enemy.
How role, access, and guide differences affect the list
DPS priorities
For the DPS ranking, Wowhead identifies attack power, agility, and strength as valued stats. Use those priorities alongside weapon speed, the Insulated Leathers set effect, the target’s armor or type, and the effort required to acquire an item. The guide’s alternatives are often close enough that obtaining a practical option can be more sensible than pursuing a marginally higher-ranked piece.

Tank gear is a separate decision
Wowhead’s Rogue Tank Phase 2 guide advises considering stamina and favoring the more survivable item when offensive values are close. It also recommends set pieces for their bonus and notes that hit-stat weighting may be lower after Ring Runes. Do not transfer DPS rankings wholesale to a tank build; evaluate the build’s survival needs and tradeoffs.
Why another DPS guide may rank a different item
Icy Veins’ Phase 2 Combat Rogue DPS gear list differs from Wowhead on some choices. For example, Icy Veins lists Nimble Triprunner Dungarees for legs, whereas Wowhead ranks Insulated Legguards highest and stresses the three-piece set bonus. Icy Veins lists Skullduggery Waistband where Wowhead places Hyperconductive Goldwrap first. The published information does not reconcile the guides’ assumptions, so consider set effects, profession access, target context, and which items you can realistically obtain.

Where the gear comes from
Phase 2 Rogue gearing draws on more than Gnomeregan. Depending on the slot, Wowhead’s recommendations involve raid drops or tokens, older dungeons and raids, professions, a Feralas quest, faction reputation, PvP, and world drops. This variety is why “BIS” is best treated as a target list rather than a promise that every Rogue will use an identical set.
Profession access also has a Phase 2 limit: Blizzard stated that professions cap at 225 in Phase 2, with profession specializations opening later in Season of Discovery Phase 3. See the official Phase 2 announcement for that phase context.
