Xbox Developer Mode is available on eligible retail Xbox One and Xbox Series X|S consoles, but activating it requires a registered Partner Center app developer account. Microsoft does not publish one universal activation fee: a newer individual-registration flow waives the former $19 fee in supported markets, while other routes may still show legacy onboarding. Developer Mode is for development and testing, and retail games and apps will not run until you switch back to Retail Mode.
Does Xbox Developer Mode cost money?
There is no single activation price stated in Microsoft’s retail Xbox activation guide. Activation requires a valid app developer account in Partner Center, and the account-registration cost depends on account type, region, and the route used to register.
Microsoft’s newer individual developer registration flow waives the former $19 individual registration fee. The flow is available in nearly 200 markets, but Microsoft says users must start at storedeveloper.microsoft.com to get the new experience; other entry points, including Xbox, may still present legacy onboarding. Check the fee and terms shown during the registration checkout you actually use rather than assuming registration is always free or always costs $19.
Registering as an Xbox partner or applying to ID@Xbox is a separate process. Microsoft’s Xbox partner onboarding page says there are no fees to register as a partner or apply to ID@Xbox; that does not replace the app developer account needed for retail console activation.

Which Xbox consoles support Developer Mode?
Microsoft’s retail activation instructions cover Xbox One and Xbox Series X|S consoles acquired through retail channels. They do not instruct owners of development kits supplied through managed programs such as ID@Xbox to use the retail Xbox Dev Mode app; Microsoft specifically warns against running that app on managed development hardware.
What do I need to activate it?
- An eligible retail Xbox One or Xbox Series X|S console.
- The Xbox Dev Mode app installed from the Microsoft Store on the console.
- A valid, fully registered app developer account in Partner Center.
- Access to Partner Center to enter the activation code shown by the console app and accept the activation terms.
How do I activate Developer Mode?
- Install and open the app: On the console, find Xbox Dev Mode in the Microsoft Store and launch it. Record the activation code displayed by the app.
- Link the console: Sign in to Partner Center with the fully registered app developer account. Open the Xbox device activation page, enter the displayed code, accept the terms, and activate the device.
- Restart into Developer Mode: After activation completes, return to the Xbox Dev Mode app and choose “Switch and restart.” The console restarts into Developer Mode.
For deployment from Visual Studio, Microsoft says the console must be in Developer Mode and a user must be signed in. Microsoft recommends a wired network connection for best deployment performance. See its UWP applications FAQ for those deployment details.

Can I still play my games and use my apps?
No. Retail games and apps do not run while the console is in Developer Mode. To return to normal console use, open Dev Home and select the “Leave Dev Mode” quick action; the console restarts into Retail Mode. The Xbox Dev Mode app can switch the console back to Developer Mode.
Microsoft says installed games and apps are not lost when leaving the Developer Program. Its save-game reassurance is narrower: saves for games played while online are stored in the Xbox Live cloud profile. Do not assume this guarantees retention of every save made offline.

What restrictions and risks apply?
- Console limit: The Xbox One Developer Mode Activation Program agreement says an individual or company may activate up to three Xbox One consoles at a time.
- Updates and functionality: The agreement requires accepting Developer Mode updates that may not be offered to non-Developer Mode consoles. Microsoft warns an update may temporarily diminish or remove console functionality.
- Storefront restriction: The agreement prohibits distributing a digital storefront that competes with Microsoft Store. It also says Microsoft may designate other prohibited uses later without prior notice.
These terms come from Microsoft’s Xbox One Developer Mode Activation Program agreement, whose visible update date is December 23, 2021. Review the live agreement before activating because its terms may change.

No. Activation provides a console environment for software development and testing; it is not itself a publishing entitlement. Microsoft’s UWP applications FAQ, last updated January 14, 2026, states: “Please note that UWP based games are no longer accepted in the Xbox Store.” The same FAQ says Xbox no longer supports x86 app development or submissions. Publishing uses separate account and program processes, and the UWP FAQ should not be treated as a complete guide to current Xbox game-publishing options.
