On August 27, 2025, Microsoft invited Xbox Insiders subscribed to those tiers to test Xbox Cloud Gaming for selected games and access select PC versions through the Xbox PC app.
That distinction matters. The announcement described a preview, not a universal rollout, and “new PC games” did not mean unrestricted access to the PC Game Pass catalog. Later reports also said Microsoft reworked the lower tiers, so the 2025 announcement should be read as a dated Insider test rather than assumed to describe the live plan lineup in September 2026.
What Microsoft announced
Microsoft’s August 27, 2025 Xbox Wire announcement described two separate experiments for eligible Xbox Insiders with Game Pass Core or Game Pass Standard:
- Cloud gaming: subscribers could stream cloud-playable games included with their subscription, plus select cloud-playable games they owned.
- PC gaming: subscribers could find and play PC versions of select eligible titles in the Xbox PC app.
The cloud service was identified in the announcement as Xbox Cloud Gaming in beta. Microsoft did not say that Core or Standard had become equivalent to Game Pass Ultimate or PC Game Pass.

Who was eligible?
The stated audience was Xbox Insiders who subscribed to Game Pass Core or Standard. A normal subscriber could therefore have the correct plan and still not see the feature if the account was not included in the preview, or if the account, region, device, or title was unsupported.
The announcement did not promise an immediate public rollout for every Core and Standard customer. If you are not an Insider, check the current plan and catalog information on the official Xbox Game Pass page instead of treating the 2025 test as a guaranteed entitlement.
What “new PC games” actually meant
The phrase describes select PC versions of select titles. It does not mean that Core or Standard subscribers automatically received the complete PC Game Pass library.

A game could be available on an Xbox console but absent from the PC catalog because:
- It has no compatible PC version.
- Its PC version was not included in the Insider test.
- The PC and console versions have separate subscription entitlements.
- The title was unavailable in the subscriber’s region or had changed catalog status.
The Xbox PC app was the relevant place to check what a particular account could access. A console entitlement should not be assumed to guarantee a PC entitlement.
How the preview was accessed
Cloud gaming
Microsoft’s preview instructions were:
- Sign in to Xbox Cloud Gaming on a supported device.
- Open the cloud-gaming home screen and browse the available catalog.
- For supported browsers or TVs, visit
https://www.xbox.com/playor open the Xbox app on the TV. - Select the account menu and open Settings.
- Under Account, enable preview features if that option was available to the account.
These were preview-specific instructions. Labels, device support, and enrollment requirements may have changed since the test. Cloud gaming also depends on supported regions, network conditions, servers, and the individual game.
PC games
- Download and open the Xbox PC app.
- Sign in with the Microsoft account linked to the eligible Game Pass subscription.
- Select the Game Pass tab.
- Review the titles displayed for that account and install an eligible PC version.
If a title does not appear in the account’s PC catalog, the subscription should not be treated as providing access to it merely because the console version is included.

What could be streamed?
The test covered two categories:
- Included games: cloud-playable games available through the subscriber’s applicable Game Pass entitlement.
- Selected owned games: certain cloud-playable games the subscriber owned separately.
Ownership alone was not enough. The owned-game feature applied only to titles Microsoft had selected for cloud streaming, and the game still had to be supported in the user’s region and on the relevant account.
There was no permanent, universal list in the announcement. The current Game Pass catalog is the better authority for checking a title, but availability can vary by country, tier, platform, licensing status, game version, and date.
Devices and regional limits
The announcement referred to supported browsers, TVs using the Xbox app, PCs, and Windows handhelds for the select PC-game test. That does not mean every browser, smart TV, tablet, phone, or handheld works.
Before relying on the feature, check Microsoft’s current device and region information. Cloud play may also require a compatible controller, although individual games can support touch controls. A controller is not a substitute for an unsupported device or region.

What the update did not include
- Not full PC Game Pass: only select PC versions were part of the test.
- Not every cloud game: catalog inclusion and cloud support remained title-specific.
- Not every owned game: only select owned cloud-playable games were supported.
- Not guaranteed for all subscribers: the audience was Xbox Insiders, not every Core or Standard customer.
- Not day-one access: the original Standard plan did not include day-one releases.
- Not a replacement for Ultimate: Ultimate retained the broader combination of console, PC, and cloud access, day-one games, EA Play, and other benefits described by Microsoft.
How this relates to the original Standard tier
Game Pass Standard launched publicly on September 10, 2024. Microsoft’s launch-era U.S. price was $14.99 per month, although prices varied by market and that figure should not be treated as the verified September 2026 price.
At launch, Standard combined Core benefits with a larger console library but excluded several Ultimate-style features, including cloud gaming and day-one access. Microsoft’s 2024 materials specifically positioned Ultimate as the option for customers seeking cloud gaming, EA Play, Perks, Quests, and day-one releases.
The 2025 Insider test was therefore a partial expansion of what selected lower-tier subscribers could try; it was not the original Standard entitlement rewritten for everyone.

Core, Standard, and Ultimate: practical differences
The table below separates the original 2025 announcement from assumptions about the current plans.

Microsoft later reworked or renamed the lower plans according to reports from Windows Central and TechRadar. Those reports provide context, but they should not be used to silently rewrite the August 2025 announcement. Confirm the live plan names and benefits on Xbox’s official page before subscribing or upgrading.
Which tier makes sense?
Choose Core or its current equivalent if:
- You mainly need online console multiplayer.
- You are satisfied with the smaller catalog.
- You already own most of the games you play.
- Cloud or PC access would be occasional experimentation rather than a primary use case.
Choose Standard or its current equivalent if:
- You want a larger console catalog without paying for every Ultimate feature.
- You do not need day-one releases.
- You play on console but sometimes use a Windows PC or handheld.
- Your account’s displayed preview or current catalog includes the games you actually want.
Choose Ultimate if:
- Day-one releases matter.
- You want dependable access across console, PC, and cloud.
- You value EA Play, Perks, or other bundled benefits.
- You do not want to check whether each game is included in a limited lower-tier catalog.
Troubleshooting: why the feature may be missing
If Cloud Gaming or a PC title does not appear, check these possibilities:
- Your account is not enrolled in the relevant Xbox Insider preview.
- Your subscription, region, device, or browser is unsupported.
- Preview features are disabled.
- The game is not cloud-playable or is not included in the selected catalog.
- You own a console version but the PC version has a separate entitlement.
- The feature changed or ended after the original 2025 test.
Do not use a VPN, unofficial account, or unauthorized key reseller to bypass regional or entitlement restrictions. Those approaches can create billing, account, and access problems.
Current-status note
Announcement date: August 27, 2025. Original audience: Xbox Insiders with Game Pass Core or Standard. What is established: Microsoft announced a test of selected cloud and PC access. What should not be assumed: that the test became a permanent, worldwide benefit for all subscribers, or that the 2025 tier names and benefits still describe the live September 2026 plans.
Because plan structures and catalogs can change, use the official Xbox Game Pass page, the catalog, and your signed-in Xbox account for the final answer about current eligibility.
