Yes, independent developers can publish games through Microsoft’s Xbox ecosystem, but the route depends on the platform. For Xbox consoles and Xbox services, start with Xbox partner onboarding through ID@Xbox: Microsoft requires a game-concept submission and approval, followed by the necessary agreements. For a Windows PC game built with or planning to use GDK tooling, Microsoft documents a separate self-service route to the Microsoft Store that does not require ID@Xbox enrollment or concept approval.

Both routes use Partner Center for product setup and submission, but their approval gates, packages, and release checks differ. The steps below distinguish console publishing from PC Store distribution so you can identify the right path.

Which publishing route fits your game?

Choose by target platform, not simply by whether your team is independent. Microsoft’s console and Xbox-services route is managed through Xbox onboarding; the documented Win32 PC route is self-service distribution through the Microsoft Store.

Microsoft describes the PC exception specifically for its Win32 GDK self-service flow. Do not treat it as an exemption for console publishing or Xbox services. See Microsoft’s ID@Xbox onboarding guidance, GDK PC publishing guide, and Xbox publishing overview.

How to publish an Xbox console game through ID@Xbox

  1. Enroll as an Xbox partner. Complete Partner Center enrollment and the App Developer Agreement. Microsoft’s onboarding instructions also mention an NDA and business details.
  2. Apply through the Xbox Partner Dashboard. Provide the requested studio and business information.
  3. Submit at least one game concept. Microsoft requires concept approval for Xbox games and to continue the ID@Xbox application. The concept form asks for developer or publisher details, the game description and features, platforms, target and existing release dates, markets and pricing, Xbox network and user-generated-content features, and supporting material.
  4. Allow time for concept review. Microsoft says new concepts are reviewed each business day and a decision can take up to three weeks, typically 10–15 business days. That estimate is for the concept decision only; it is not an end-to-end launch schedule.
  5. Complete agreements if the concept is approved. Microsoft identifies the Title Licensing Agreement and GDK License Agreement as required steps. Completing these agreements finishes the ID@Xbox application and unlocks relevant Partner Center permissions.
  6. Continue Xbox onboarding. Development-kit access and royalty payouts are part of the further onboarding process. Strategic opportunities, including Game Pass and the Developer Acceleration Program, may be pitched to Xbox; neither acceptance nor funding is automatic.

Microsoft notes that signed agreements and applicable policies take precedence over website guidance if they conflict. Start with the current ID@Xbox concept and onboarding instructions and Xbox publishing overview.

How to publish a Win32 GDK game to the Microsoft Store

Microsoft documents a self-service path for independent developers and small or midsize studios publishing Win32 PC games built with, or intending to use, GDK tooling. For this specific route, you do not need ID@Xbox enrollment, managed Xbox partner status, or game-concept approval.

  4. Complete the product details. Configure properties, age ratings, store listings, pricing, and availability.

Use Microsoft’s GDK Microsoft Store publishing guide for the current self-service procedure. Its exemption applies to this PC route, not to Xbox console publishing or Xbox services.

What Partner Center does—and what it does not replace

Partner Center is the operational hub for creating and managing games, bundles, and add-ons; uploading packages; configuring store information and pricing; submitting for certification; and publishing. It is used by both routes, but having access to the portal does not by itself bypass platform-specific onboarding, agreements, or certification requirements. Microsoft’s Game Publishing Guide overview explains the portal’s role, while the Partner Center game creation and publishing tutorial walks through the managed Xbox flow.

Packages and certification checks depend on the target

Microsoft’s packaging guidance identifies different formats for different targets: XVC for Xbox One and Xbox Series X|S consoles, and MSIXVC for Xbox games on PC. The GDK includes Submission Validator, a tool that runs basic quality checks on a package; passing that validation should not be confused with completing certification.

For Xbox readiness, make sure the certified package exists for each target platform and that the correct configurations are in the Main branch for RETAIL publication. Microsoft’s checklist says only the Main branch publishes to the RETAIL sandbox. Product listings, ratings, pricing and availability, metadata, capabilities, and supported platforms should accurately describe the game. Consult Microsoft’s package guidance and Xbox readiness checklist.

Check the current Xbox Requirements version

Xbox certification requirements are versioned. The Microsoft page available on October 9, 2026 showed version 16.4, dated September 8, 2026. Unless a requirement says otherwise, that page states that requirements apply to games certified as Xbox and shipping on Xbox One, Xbox Series X|S, xCloud, and PC. Because requirements can change, check the current version during production and again before submission using Microsoft’s Xbox Requirements for Xbox Games page.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Meet the RETAIL publication gates

For Xbox RETAIL publication, Microsoft requires the game to pass Certification and have a revenue SKU. A title without a revenue SKU may still be submitted for certification or published to development sandboxes, but it cannot publish to RETAIL. Microsoft’s guidance says to request revenue SKU configuration through Xbox contacts. Check Review and Publish guidance for the publishing workflow.
