The safest fix is to identify the parent application and extract, verify, repair, or reinstall that complete application instead of downloading the DLL into a system folder.
What this file actually does
Xdelta3 is open-source delta-compression software based on VCDIFF. Applications use it to apply patches or compare binary files, which is why it can appear in game installers, mod tools, repackers, and update utilities.

The official Xdelta project provides source code, a command-line executable, and a reusable library. Its current build documentation describes a static libxdelta3 library, while Windows releases are distributed as self-contained executables. That does not make xdelta3.dll a universal Windows file.
The copy on your computer normally belongs to the application that installed it. Its architecture, exports, dependencies, and compatibility can vary between applications. There is no verified universal version of xdelta3.dll that is safe to copy into every Windows installation.

You may see messages such as:
- “The program can’t start because xdelta3.dll is missing from your computer.”
- “The code execution cannot proceed because xdelta3.dll was not found.”
- “There was a problem starting xdelta3.dll.”
- “xdelta3.dll is either not designed to run on Windows or it contains an error.”
“Not found” does not always mean the file itself is absent. Windows can display a similar message when the DLL exists but one of its dependencies is missing, the file has the wrong architecture, or the file is damaged.

1. Identify the program that owns the DLL
First determine which program displayed the error. Look at the title bar and the full message, then note what you launched immediately beforehand:
- A game
- A mod installer
- A patcher or updater
- A repacker
- A portable utility
- A launcher
- An installer extracted from a downloaded archive
Do not search for xdelta3.dll across Windows and assume the first result is the correct one. Instead, find the executable that failed.

On the Shortcut tab, read the Target field. Select Open File Location if that button is available. The folder containing the application executable is the location where its private xdelta3.dll normally belongs.
If the error appeared while installing a mod, check the mod installer’s folder rather than the game’s Windows or system directories. If it appeared while updating a game, check the game launcher and its installation directory.
2. Extract the complete archive before running anything
Running an installer directly inside a ZIP or 7z archive is a common reason for this error. The DLL may be visible in the archive but unavailable to the executable because Windows has not extracted the complete directory structure.
- Close the error message.
- Open File Explorer and locate the downloaded ZIP, 7z, or similar archive.
- Right-click the archive.
- Select Extract All. If Windows does not support the archive type, use the archive program recommended by the application’s documentation.
- Extract it to a short, normal folder such as a folder under your user profile or another writable location.
- Open the extracted folder.
- Preserve all included subfolders and files.
- Run the installer or patcher from the extracted folder.
Do not drag only xdelta3.dll out of the archive. The application may need other files beside it, including patch data, configuration files, libraries, or source files.

For the Tale of Two Wastelands installer, the project’s published installation guidance specifically tells users to extract the installer archive before running it. That advice also applies broadly to portable patchers and mod installers distributed as complete archives.
If extraction produces errors, stops early, or omits files, delete the partial folder and download the original package again from the project or publisher that supplied the application.
You will know this step worked when the application opens or proceeds to the next installation stage without the same loader message.
3. Check whether antivirus quarantined the file
Windows Security or another antivirus program may remove a DLL after download or extraction. Quarantine is a possible cause, not proof that the file is safe.

- Open Start and select Settings.
- Select Privacy & security.
- Select Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review entries created when the file disappeared.
- Expand the relevant entry and note the detected path and action.
Check whether the path belongs to the application you intentionally downloaded. If the package came from an unknown source, do not restore the file merely to make the program launch. Scan the entire package and obtain a clean copy from the original project, game publisher, or official installer instead.
If you trust both the application and its source, follow Windows Security’s documented restore or allow procedure. Then extract or reinstall the application again if the file was removed from a temporary folder.
If antivirus repeatedly removes the file, do not disable protection just to force an unknown DLL to run. The package may be altered, incomplete, or unsafe.

4. Repair or reinstall the parent application
If the file is missing beside the executable, repair the program that needs it.

- Open the launcher.
- Open your library.
- Select the affected game.
- Open its settings or manage menu.
- Choose Verify, Repair, Verify integrity of game files, or the equivalent command.
- Wait for the check to finish.
- Start the game from the launcher.
For a standalone installer or patching utility:
- Uninstall the affected application if its installer provides a clean uninstall.
- Restart Windows.
- Download the complete installer from the original project or publisher.
- Right-click the installer and select Run as administrator when the application documentation requires elevated access.
- Install it into a normal writable folder.
- Start the repaired program from its new installation.
Do not copy a DLL from another game or another computer. Even if both programs use Xdelta3, they may require different builds, exports, architectures, or supporting files.
If the error began after an update, a cleanup utility, or an interrupted installation, reinstalling the exact parent application is more reliable than replacing one file. The desired result is a working patcher or game, not merely a file with the right name.
5. Check architecture and dependent runtimes
A 32-bit application needs a compatible 32-bit dependency even when it runs on 64-bit Windows. A 64-bit application needs a compatible 64-bit dependency. Windows’ architecture does not tell you which copy the application requires.
Look at the application’s documentation or installation requirements for its supported architecture. Restore the DLL supplied with that exact application version. Do not replace a 32-bit file with a 64-bit copy because the error may change from “missing” to “not designed to run on Windows.”

The message can also mean that xdelta3.dll exists but another dependency cannot be loaded. In that case, reinstalling the named DLL alone will not solve the problem.
If the application explicitly requires the Microsoft Visual C++ Redistributable, install or repair the architecture it specifies using Microsoft’s latest supported Visual C++ Redistributable downloads. Microsoft also provides direct packages for x86 and x64. Do not uninstall every existing Visual C++ package; multiple versions can coexist.

xdelta3.dll itself is not verified as part of Windows, Visual C++, DirectX, or .NET.
6. Update a related driver only when evidence points there
A graphics, chipset, or storage driver is not the normal owner of xdelta3.dll. Update drivers only if the application documentation, Device Manager, or another error identifies a driver problem.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Properties.
- Review the General tab for an error message.
- Open the Driver tab to see the installed driver information.
- Obtain updates from the computer or device manufacturer, then restart Windows.
Do not use Device Manager to search for a replacement for xdelta3.dll; it cannot repair an application-private file.

SFC and DISM repair Windows components. They generally will not restore an application-private xdelta3.dll, so use them when other Windows programs also fail or you have broader evidence of system corruption.
Run DISM first:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the original application.
If DISM or SFC reports repaired files, test the program again. If both complete without fixing the error, return to the parent application, its archive, and its prerequisites. Repeating system repair commands will not create a vendor-specific DLL that was never part of Windows.

8. Do not register or copy the DLL
Do not place a third-party xdelta3.dll in C:WindowsSystem32 or C:WindowsSysWOW64. This can create DLL-search-order conflicts and contaminates a system directory with an application-specific file.
Do not run:
regsvr32 xdelta3.dll
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. A compression or patching library normally does not need COM registration. The command may simply produce an error saying that the entry point was not found.

Do not substitute xdelta3.exe for xdelta3.dll. They are different interfaces, and an application built to load a library cannot generally use a command-line executable in its place.

9. Avoid random DLL downloads
Random DLL download pages may provide the wrong version, wrong architecture, incomplete dependencies, or a modified file. Even a file that removes the first message may leave the application unable to patch its data or may introduce a security risk.
Use these sources instead:
- The original game, mod, patcher, or installer project
- The application’s official download or update channel
- The launcher’s verification or repair function
- Microsoft’s official runtime documentation when the application explicitly requires a Microsoft runtime
If reinstalling fails, record the complete error text, the executable path, the xdelta3.dll path if present, the application version, whether Windows is 32-bit or 64-bit, and any antivirus detection. These details distinguish extraction, quarantine, architecture, dependency, and damaged-package problems.
Frequently asked questions
Is xdelta3.dll a Windows file?
No verified evidence identifies it as a standard Windows component. It is normally bundled with the application that uses Xdelta3 for patching or delta compression.
Should I download the newest Xdelta3 release?
Not necessarily. An application may require a particular bundled build and cannot safely substitute the newest release. Repair the application from its original package first.
Can I put xdelta3.dll in System32?
No. Keep the application-specific file with the executable and its other supplied files.
Why does the error remain when the DLL is visibly present?
A dependency may be missing, the DLL may have the wrong architecture, or the file may be damaged. “Not found” can describe a failed load rather than a physically absent file.
Will reinstalling Visual C++ fix it?
Only if the parent application separately requires a missing Visual C++ runtime. Visual C++ Redistributable is not the source of xdelta3.dll itself.
What if the problem affects only one Windows account?
Test the application from another account if practical. A profile-specific permission, security setting, or damaged user configuration may be involved. If every account sees the same error, focus on the application package, architecture, and dependencies.
