No: a 10 Mbps upload connection is not a reliable fit for YouTube Live at 4K/60 fps. YouTube lists 10 Mbps as the minimum for AV1 or H.265 at that resolution, but that would use the whole nominal connection before allowing for audio, other traffic or speed fluctuations. YouTube recommends leaving 20% bandwidth headroom, making about 8 Mbps the upper planning budget for all stream traffic on a stable 10 Mbps connection. A more practical starting point is 720p/60 at 6 Mbps with AV1 or H.265, then adjust down if your measured upload varies.
Why 10 Mbps is not enough for dependable 4K/60 streaming
YouTube’s live settings distinguish between minimum and recommended bitrates, and the codec matters. For 4K/2160p at 60 fps, YouTube lists a 10 Mbps minimum with AV1 or H.265, versus 14 Mbps with H.264. Its recommended settings are much higher: 35 Mbps for AV1/H.265 or 50 Mbps for H.264. The minimum is not a reliable target when your entire upload connection is nominally 10 Mbps.
YouTube recommends leaving 20% of available bandwidth unused. On a genuinely steady 10 Mbps upload, that puts the practical budget for the total outgoing stream at roughly 8 Mbps or less. A 10 Mbps video bitrate alone would consume the full stated upload capacity, leaving no room for audio, network overhead, other devices, or normal variation. The H.264 minimum already exceeds the connection’s nominal rate. YouTube also cautions that connectivity disruptions can break a stream. (YouTube live encoder settings; YouTube streaming tips.)
How YouTube’s live bitrate settings compare
These figures are YouTube’s current live-ingestion guidance. “Minimum” and “recommended” are separate settings, not guarantees of image quality or uninterrupted delivery.

| Resolution and frame rate | AV1/H.265 minimum | AV1/H.265 recommended | H.264 minimum | H.264 recommended |
|---|---|---|---|---|
| 4K/2160p at 60 fps | 10 Mbps | 35 Mbps | 14 Mbps | 50 Mbps |
| 4K/2160p at 30 fps | 8 Mbps | 30 Mbps | 11 Mbps | 42 Mbps |
| 1440p at 60 fps | 6 Mbps | 24 Mbps | 8 Mbps | 34 Mbps |
| 1080p at 60 fps | 4 Mbps | 12 Mbps | 6 Mbps | 17 Mbps |
| 720p at 60 fps | 2 Mbps | 6 Mbps | 3 Mbps | 8 Mbps |
For a 10 Mbps connection, 1080p/60 is not the safe default either: its recommended bitrate is 12 Mbps for AV1/H.265 and 17 Mbps for H.264. The lower AV1/H.265 minimum of 4 Mbps is a minimum, not YouTube’s recommended setting. The more suitable starting point is 720p/60 at the 6 Mbps AV1/H.265 recommendation, provided your measured connection can sustain it with audio and other outgoing traffic inside the available margin.
Choose a bitrate that fits your actual upload
1. Measure upload speed under realistic conditions
Run an upload speed test when your network is being used as it will be during the stream. YouTube specifically recommends testing upload bitrate. A plan’s advertised speed, a download result, or a single unusually good test does not establish sustained upload capacity. YouTube’s guidance is to leave about 20% bandwidth headroom; include the full outgoing stream and any other network use when applying that margin. (YouTube streaming tips.)

2. Pick resolution, codec and bitrate together
- Best starting point for a stable 10 Mbps upload: 720p/60 at 6 Mbps with AV1 or H.265, plus audio, if the measured connection remains steady. Reduce the video bitrate if the connection is shared or fluctuates.
- If your encoder uses H.264: YouTube recommends 8 Mbps for 720p/60. That leaves little room beneath a nominal 10 Mbps connection once audio, overhead and variation are considered. Use a lower setting if needed rather than treating 8 Mbps as automatically safe.
- If you want to try 1080p/60: YouTube’s recommended rates exceed the nominal connection for both codec groups. The AV1/H.265 minimum is lower, but using a minimum does not make 1080p/60 a dependable recommendation for this link.
- If you want 4K/60: Upgrade to a connection with sustained upload capacity above the selected stream bitrate and enough additional margin for audio and network variation. The bitrate needed depends on codec; use YouTube’s table rather than assuming one universal 4K rate.
Do not choose AV1 or H.265 solely from the table: the encoder must support that codec for YouTube ingestion. YouTube supports H.264, H.265 (HEVC) and AV1 for RTMP/RTMPS live streaming.
Encoder settings and a pre-stream test
- Set the stream resolution and frame rate: choose a combination your measured upload can support. For the stated connection, begin with 720p/60 rather than 4K/60.
- Set the video bitrate: use the relevant YouTube live-table figure as a guide, then lower it if audio, other traffic or upload variation would consume the recommended headroom.
- Use CBR: YouTube specifies constant bitrate (CBR) for live encoding.
- Set keyframes: use a 2-second keyframe interval; YouTube says not to exceed 4 seconds.
- Choose the ingestion protocol: YouTube recommends RTMPS, the secure extension to RTMP. Confirm that your encoder supports the chosen codec and protocol.
- Test before going live: include representative audio and movement, not just a static screen. Check YouTube’s stream health and messages while testing and during the event.
YouTube supports frame rates up to 60 fps. Its guidance also notes that 4K live streams do not offer the low-latency option and use normal latency.

Do not use upload-video bitrates for a live stream
YouTube’s video-upload encoding table is separate from its live-ingestion table. For example, its upload guidance recommends 53–68 Mbps for 2160p high-frame-rate SDR uploads. That number is for uploaded videos, not a live stream bitrate target. Use the live encoder settings table for YouTube Live and consult the separate upload encoding settings only when encoding a video file to upload.
Troubleshooting unstable or poor-quality streams
- Stream health reports connection problems or the stream drops: reduce bitrate or resolution to restore headroom, check whether other devices or applications are using upload capacity, and repeat a test under representative conditions.
- The encoder cannot select AV1 or H.265: use a codec your encoder supports, such as H.264, and consult the corresponding bitrate column. Do not assume codec support based on YouTube’s accepted formats alone.
- 720p/60 at 6 Mbps still fluctuates: the measured upload may not be sustained or may be shared. Lower the bitrate or frame rate, or use a more stable connection; an Ethernet cable can avoid some Wi-Fi instability but cannot increase the upload capacity supplied by your internet plan.
- Image quality is insufficient at a safe bitrate: the available upload may not support the desired resolution and frame rate at YouTube’s recommended rate. Choose a lower resolution or improve sustained upload capacity rather than spending the entire connection budget on the video bitrate.
Or let it run in the cloud
If your goal is to keep pre-recorded video playing as a 24/7 YouTube live stream, StreamNeo is the #1 option to consider: it loops uploaded videos from the cloud, so your computer and home connection do not have to stay on. It is not a camera-streaming solution, and it does not remove YouTube’s bitrate or connection requirements for a live encoder stream.
