YouTube Live Bitrate for 480p Playlist Streaming: Recommended Settings

YouTube recommends 4 Mbps for H.264 or 3 Mbps for H.265/HEVC and AV1 at 480p/30 fps. Learn the supporting encoder settings and how to test your upload.

For a YouTube Live stream sent at 480p and 30 fps, YouTube recommends 3 Mbps for AV1 or H.265/HEVC, or 4 Mbps for H.264. Those are encoder upload bitrates, not promises that viewers will all watch at 480p. YouTube transcodes live streams into multiple playback formats. A playlist does not have a separate bitrate setting: use the recommendation for the incoming live encoder feed.

Recommended 480p bitrate by codec

These figures come from YouTube’s live encoder settings table, which bases its recommendations on the incoming codec, resolution, and frame rate. The 480p figures are specifically for 30 fps; do not assume they apply unchanged at another frame rate.

The listed minimum is not the recommended target for a reliable stream. When your connection can sustain it, aim for the codec’s recommended rate. YouTube’s settings guidance says it automatically detects encoder settings, so match the encoder’s resolution, frame rate, and codec to the feed you are actually sending.

Does a playlist need a different bitrate?

No separate playlist-specific rate is listed by YouTube. Treat a playlist as the content being sent in the live encoder feed and set bitrate for that feed’s resolution, frame rate, and codec. The fact that the video comes from a playlist does not, by itself, call for a different bitrate.

Also distinguish the incoming stream from viewer playback: YouTube says it transcodes a live stream into formats for different devices and network conditions. The encoder’s 480p input therefore does not establish that every viewer will receive only 480p.

Set the other encoder options correctly

  • Protocol: YouTube lists RTMP and RTMPS, and recommends RTMPS.
  • Bitrate mode: use constant bitrate (CBR), as specified in YouTube’s encoder settings guidance.
  • Keyframes: set a 2-second keyframe interval; YouTube says not to exceed 4 seconds.
  • Audio: YouTube lists AAC or MP3 audio.
  • Encoder type: YouTube supports software encoders and standalone hardware encoders. External audio/video equipment is optional; it is not required to use the recommended bitrate.

For stream keys, stream URLs, latency, and DVR controls, use YouTube’s live stream settings guidance. Those operational choices are separate from the 480p bitrate recommendation.

Check upload capacity and test before going live

  1. Measure outbound upload speed. Download speed does not tell you whether your connection can send the live feed reliably. YouTube advises keeping the total stream bitrate within available upload bandwidth and leaving 20% headroom. If sending both a primary and a backup feed, its guidance recommends capacity for the primary plus backup bitrate and that additional 20% room. See YouTube’s streaming tips.
  2. Choose a bitrate your connection can sustain. Use 3 Mbps for AV1/H.265 or 4 Mbps for H.264 at 480p/30 fps when upload capacity is dependable. If the connection cannot reliably support the target with headroom, resolve the connection or encoder setup before relying on a live broadcast; the listed minimums are not a substitute for a stable connection.
  3. Run a representative test. Include audio and movement similar to the planned program. YouTube recommends testing before the event and checking stream health and messages while live. A static test image alone may not reveal problems that appear with the real content.
  4. Watch stream health during the broadcast. Check YouTube’s status messages and respond to warnings rather than assuming that a configured bitrate guarantees a healthy ingest.
