For a 480p, 30 fps YouTube Live stream, set video bitrate to 4 Mbps with H.264 or 3 Mbps with H.265 (HEVC) or AV1. Those are YouTube’s recommended encoder settings—not proof that an internet plan advertising the same upload speed can sustain a stream continuously. Leave room for audio and other network traffic, test with representative content, and watch stream health.

YouTube’s 480p recommendation is specifically for 30 fps. It does not establish a recommended bitrate for 480p60, so do not treat the 480p30 values as a 60 fps setting. YouTube’s general encoder guidance supports up to 60 fps, but choose a documented recommendation for your specific resolution and frame rate rather than extrapolating. YouTube’s encoder settings and bitrate guidance lists the current values.
The bitrate is the encoder’s outgoing video target, not a promise about the quality each viewer receives. YouTube transcodes live streams into multiple formats, so viewer playback bitrate can differ from your ingestion bitrate.
Can a limited upload connection sustain it?
Compare your stable measured upload with the total traffic the stream will send, rather than relying only on the speed advertised by your provider. The video target is not the whole connection: add audio bitrate and allow headroom for other devices, background uploads, and fluctuations. YouTube’s guidance is to run an upload speed test; it also recommends testing the stream with similar motion and audio before going live.

If you use OBS, its troubleshooting guide suggests starting at 75% of total upload speed as a heuristic. That is an OBS troubleshooting starting point, not a YouTube rule or a guarantee of uninterrupted streaming. A connection that varies, suffers packet loss, or is shared with other traffic may fail even when a speed test briefly exceeds the encoder target. OBS’s dropped-frames troubleshooting guidance explains that rising dropped frames indicate an unstable connection or one unable to keep up with the configured bitrate.
Set up and test the stream
- Measure upload capacity. Run an upload speed test under conditions similar to your intended streaming time. Check whether other people or devices will use the connection at the same time.
- Set the encoder. In your streaming software, choose 480p at 30 fps, select the matching bitrate for the codec, set rate control to CBR, use a 2-second keyframe interval, and configure stereo audio at 128 kbps if using YouTube’s listed advanced audio setting.
- Confirm the stream key and destination. Use the stream key configured in YouTube Studio and send the stream via RTMP or RTMPS. Treat the key like a password; do not publish or share it.
- Run a private or unlisted test stream. Include the kind of movement and audio your real stream will contain. A static screen is not a useful test for fast gameplay, scene changes, or music.
- Check YouTube stream health and encoder messages. YouTube recommends monitoring these while live. If the connection is unstable, lower the bitrate or resolve competing network use, then retest before relying on the stream.
YouTube enables automatic resolution and frame-rate detection by default. Manual selection is available through custom stream-key settings. If you select settings manually, verify the actual output in your encoder and in the live preview rather than assuming the preset is sending 480p30.

Diagnose buffering, dropped frames, and quality changes
- OBS reports rising dropped frames: the network is unstable or cannot keep up with the configured bitrate. Reduce the bitrate, stop other uploads, or use a more stable connection, then run another test.
- The stream starts but degrades later: sustained use can expose congestion that a short speed test misses. Test for longer under realistic household or workplace network use, and leave more headroom.
- Viewers see buffering despite a healthy outgoing stream: the viewer’s playback connection and YouTube’s transcoded playback formats are separate from your encoder’s ingestion bitrate. Lower latency can also mean more playback buffering, according to YouTube.
- The stream looks worse than expected: check that the encoder is actually sending the intended resolution, frame rate, and bitrate; then review YouTube’s stream health messages. Lowering the video bitrate may help connection stability but reduces the data available to encode the picture.
