If a YouTube Live stream looks soft at 720p, check what your encoder is actually sending before blaming the BSNL connection. YouTube recommends 8 Mbps for 720p at either 30 or 60 fps with H.264, or 6 Mbps with AV1 or H.265. These are ingest recommendations—the video sent to YouTube—not a promise that every viewer will receive an identical rendition. The right setting still depends on your encoder and whether your connection can sustain it.
Recommended 720p bitrate settings
YouTube’s live encoder guide lists the same recommended bitrate for 720p at 30 and 60 fps within each codec group. Match the setting to the codec your encoder is using; do not choose a bitrate based only on the resolution label. YouTube’s live encoder settings guide gives these figures.

The minimum is not the recommended target for a clean-looking stream. If your encoder is set to H.264, for example, a 720p output at 3 Mbps is at YouTube’s listed minimum, not its 8 Mbps recommendation. Use a lower frame rate or a more modest output only if that is what your encoder and sustained connection can reliably deliver.
Encoder settings to verify
Resolution, frame rate, codec, and bitrate
In your streaming software, inspect the actual output profile rather than relying on a scene or canvas label. Confirm that the output is 1280 × 720, note whether it is 30 or 60 fps, identify the selected codec, and check the configured bitrate. YouTube lists RTMP/RTMPS and H.264, H.265, or AV1 among its live encoder options, with support for up to 60 fps.

A 60 fps setting is useful only if the encoder and connection can sustain it. Even though YouTube lists the same 720p bitrate recommendation at 30 and 60 fps, do not assume a higher frame rate will look better if frames are dropped or video delivery becomes unstable.
Rate control and keyframes
- Set rate control to CBR (constant bitrate), as YouTube recommends.
- Set the keyframe interval to 2 seconds. YouTube says not to exceed 4 seconds.
- For SDR video, use Rec. 709 color space and 8-bit depth, as listed in YouTube’s guide.
Encoder labels differ by application and version, so check the equivalent output or streaming settings in your software. Avoid changing multiple settings at once; otherwise, it is harder to tell which change helped.

Test the stream and inspect YouTube’s health readout
- Run an unlisted test. Use the same encoder profile and ingest setup you intend to use for the real stream.
- Include representative motion and audio. YouTube advises: “Make sure to test before you start your live stream. Tests should include audio and movement in the video similar to what you’ll be doing in the stream.” A static desktop is not a useful substitute for fast gameplay, camera movement, or other motion in your actual broadcast.
- Check YouTube’s stream health while the test is running. Look for a warning or issue rather than assuming the visible 720p label confirms a healthy feed.
- Change one variable and test again. If you reduce bitrate, change frame rate, or switch encoder settings, compare the result with the same kind of movement.
YouTube’s Live Streaming API documentation names configuration and health issues including bitrateLow, videoResolutionSuboptimal, gopSizeLong, and videoIngestionStarved. The documentation was last updated 2026-09-14 UTC. In plain terms, these point respectively to low video bitrate, a non-optimal or unsupported resolution, an overly long keyframe interval, or too little video arriving to maintain smooth streaming. Starvation can cause viewer buffering.
What the symptom does—and does not—say about BSNL
“BSNL connection” alone is not enough to establish the available upload capacity. The city, plan, connection type, router, other household traffic, measured sustained upload, and route to YouTube ingest all matter. YouTube’s guidance is to test upload bitrate and choose a stream quality the connection can sustain; it does not establish a universal BSNL upload speed that applies to every subscriber.

A speed-test peak is not the same thing as proof that the same rate is reaching YouTube’s ingest server continuously. Compare a representative sustained upload test with the stream-health readout during an unlisted broadcast. If health reports starvation or low bitrate, reduce the encoder target or frame rate and retest rather than increasing bitrate blindly.
