If your YouTube Live stream appears to be stuck at 360p, first find out whether the problem affects the stream for everyone or only one viewer. A 1080p setting in your encoder does not prove YouTube is receiving 1080p, and one viewer seeing 360p does not prove the incoming stream is 360p. Check the actual encoder output and YouTube Live Control Room’s stream health, then test playback on another device and network.
First identify where the 360p limit appears
Check the symptom in three places: your encoder’s output or preview, YouTube Live Control Room, and the viewer’s YouTube player. Ask another viewer to check from a different device and internet connection. YouTube’s troubleshooting guidance distinguishes a problem reported by one viewer, which may be caused by that viewer’s device or connection, from problems reported across different connections, which can point to the encoder. YouTube’s live-stream troubleshooting guidance covers these distinctions.
- Only one viewer sees 360p: Check that viewer’s player quality, connection, device, and browser before changing the encoder.
- Several viewers on separate networks see it: Check your actual encoded output and Live Control Room stream health.
- Your encoder or Live Control Room shows a problem: Note the precise warning and review the corresponding video size, codec, bitrate, or keyframe setting.
YouTube automatically transcodes incoming live streams into multiple output formats for different devices and networks. That means a viewer’s selected 360p quality alone does not establish that your ingest is only 360p. YouTube explains live-stream transcoding in its encoder settings guidance.
Verify what your encoder is actually sending
Check the output resolution and frame rate in the encoder, not just the canvas, source file, or intended setting. A 1080p scene can still be sent at a lower output resolution if the encoder’s output configuration differs. In Live Control Room, inspect stream health and read any error message rather than guessing at a cause. YouTube lists incorrect video size or resolution, bitrate, video codec, and keyframe frequency among possible encoder-setting problems. - Confirm the encoder’s active output resolution and frame rate while the stream is running.
- Check the selected video codec and keyframe interval against YouTube’s current settings guidance.
- Compare the configured bitrate with the row for your codec, resolution, and frame rate.
- Record the exact Live Control Room warning and encoder settings before changing anything, so you can tell whether the adjustment fixed the observed issue.
Check bitrate against resolution and frame rate
For H.264 live ingest, YouTube’s current encoder guidance lists these bitrate recommendations. They are YouTube recommendations, not a guarantee that bitrate is the cause of a particular 360p symptom.

Use the matching row for the stream you are actually sending; do not treat a 30 fps target as equivalent to 60 fps. YouTube’s guidance varies by codec, resolution, and frame rate, so consult its current encoder settings page if your mode differs from the two examples above. Your connection must be able to sustain the selected bitrate. A viewer playback speed recommendation is not an encoder ingest target.

Rule out a viewer-side playback limit
YouTube adjusts playback quality according to viewing conditions, including internet speed, player or screen size, the original video quality, and browser format support. A viewer can also open the player’s Settings → Quality menu and choose an available resolution. If only one person is affected, have them check whether 1080p is available there, try a different supported browser or device, and compare over another network before you alter the encoder. YouTube’s playback quality guidance describes the factors that can affect the quality shown.
YouTube lists a sustained 5 Mbps speed for 1080p playback in its device and system requirements guidance. That figure applies to viewing, not to the encoder’s live-ingest bitrate. Check YouTube’s system requirements and supported-device guidance for playback requirements.

Test the encoder’s outbound connection
If the encoder looks and sounds healthy but viewers still report poor quality, test the outbound internet connection from the streaming setup. YouTube recommends testing connection strength and contacting the internet service provider if the test indicates a connection problem. A wired Ethernet connection can help test whether Wi-Fi stability is involved, but it will not correct a wrong output resolution, codec, or bitrate. YouTube’s troubleshooting guidance recommends checking outbound connectivity when the encoder appears healthy.
- Run an outbound connection test from the computer and network used for streaming.
- If you suspect Wi-Fi instability, compare with a wired Ethernet test where practical.
- If the connection test points to a network issue, contact your ISP; do not treat a faster viewer-side connection as a fix for encoder settings.
Run a controlled test before the next broadcast
- Start a test stream before the event and open YouTube Live Control Room to check the preview and stream health.
- Confirm the active output resolution, frame rate, codec, bitrate, and keyframe interval in the encoder.
- Have viewers check the player from separate devices and networks, and note which quality options are available.
- Monitor audio and video during the test, and capture any exact Live Control Room warning alongside the settings in use.
- Change only settings that correspond to an observed warning or mismatch, then test again.
YouTube recommends test streams and monitoring quality during a live event; it also says creators can begin with equipment they already have.
