Set the audience for each livestream in YouTube Studio’s Live Control Room, based on whether the cartoon is directed to children—not simply whether it is animated or suitable for families. If it is child-directed, choose “Yes, it’s ‘Made for Kids’”; otherwise choose “No, it’s not ‘Made for Kids’.” The choice affects features such as live chat and personalized ads. For streams that run continuously, also plan for YouTube’s replay limit: streams longer than 12 hours may not be archived.
Set the audience for the livestream
Choose the audience while setting up the individual stream in YouTube Studio. YouTube says the audience setting cannot be set using Classic live streaming tools.
- In YouTube Studio, click Create, then Go live to open the Live Control Room.
- Enter the stream details and choose its privacy setting.
- Scroll to Audience.
- Select Yes, it’s “Made for Kids” or No, it’s not “Made for Kids”, according to the content’s intended audience.
- Continue the stream setup.
Channel defaults are separate
To set a channel-wide default, go to YouTube Studio → Settings → Channel → Advanced Settings → Audience. You can designate the whole channel as made for kids, designate it as not made for kids, or choose to review the audience setting for each video. Individual video settings override the channel default. If you need to change the audience on an archived stream, go to Studio → Content → Live, select the stream, and edit its Audience setting.
Decide whether the cartoon is directed to children
Animation alone does not determine the answer. YouTube treats animated characters as one factor among several; a cartoon can be aimed at a general audience, while a cartoon intended for children is likely to be Made for Kids. Consider the overall content and who it is designed to attract, rather than choosing based on visual style or the possibility that children might watch.

- Subject and intended audience: Who is the stream made for, and what do its themes and presentation communicate?
- Characters and performers: Do the characters, celebrities, toys, child actors, or models appeal to children?
- Activities and stories: Does the stream feature child-oriented games, early education, songs, or stories?
- Language, audio, and promotion: Consider the language used, music and other audio, and whether the stream is advertised to children.
- Audience evidence: Consider other relevant evidence, but do not use YouTube Analytics as a test for whether content is child-directed.
“Family-friendly” does not by itself mean “Made for Kids,” and incidental child viewership does not automatically make general-audience content child-directed. Mixed-audience content that targets children as one of its audiences is considered Made for Kids under YouTube’s guidance. YouTube also cautions creators not to rely on its automated systems to make this decision for them.
The FTC’s COPPA guidance identifies factors such as subject matter, visual content, animated characters, activities, music, language, audience evidence, and intended audience. Its FAQ says the COPPA Rule was amended April 22, 2025; the FAQ presents staff views and is not binding on the Commission. COPPA is US-specific, and YouTube says creators should consider other applicable laws too. These factors are guidance, not a legal determination for any particular cartoon livestream.

What Made for Kids changes on the stream
YouTube limits data collection and use on Made for Kids content to comply with COPPA and other applicable laws. On a video or livestream marked Made for Kids, YouTube lists these features as unavailable:
- Live chat and live chat donations
- Comments, cards, end screens, and video watermarks
- Personalized advertising
- Super Chat and Super Stickers, the donate button, merchandise, and ticketing
- Channel memberships on the content and the notification bell
- Autoplay on Home, Miniplayer playback, and saving to playlists or Watch Later
YouTube states that “Videos that you set as ‘made for kids’ are more likely to be recommended alongside other kids’ videos.” That does not replace the creator’s responsibility to select the correct audience. YouTube warns that an inaccurate designation may create compliance issues with the FTC or other authorities and may lead to action on the YouTube account. It may also override settings if it detects error or abuse.

Plan the replay separately from the live stream
An always-on stream and its replay are not the same thing. YouTube says a stream under 12 hours can be automatically archived, but a stream exceeding 12 hours may not be captured at all. Its DVR guidance also says rewind may be limited or unavailable for streams longer than 12 hours. YouTube recommends keeping a local recording as a backup.
Do not assume that restarting or dividing a continuous broadcast will guarantee an uninterrupted viewer experience and a saved replay for every segment. YouTube’s guidance does not establish a universal schedule or segmentation setup that guarantees both. Confirm how the encoder or streaming service you choose handles stream restarts and recordings, and keep a separate local copy if the archive matters.

Choose a way to keep prerecorded cartoons live
YouTube’s encoder guide lists software encoders, hardware encoders, and cloud tools for continuous prerecorded streaming. The listed examples include OBS, Gyre, and AJA HELO Plus. The guide describes Gyre as a cloud tool for 24/7 prerecorded YouTube streams and AJA HELO Plus as a standalone H.264 encoder with scheduled prerecorded playback and local recording options. These are examples, not a guarantee of suitability or results for a particular channel.
