If YouTube Restricted Mode keeps turning itself back on, the switch is usually being controlled somewhere other than the page you are viewing. Turn it off from your profile menu first. If it returns immediately, open YouTube’s content-restrictions diagnostic while signed in. It identifies whether the restriction belongs to your account, a Family Link parent, a school or workplace administrator, or a carrier/DNS filter. The setting can only be changed by whoever controls that layer.
On a computer, open your profile photo menu, choose Restricted Mode, and turn off Activate Restricted Mode. On Android, use Profile photo > Settings > General > Restricted Mode. On the mobile website, use Profile photo > Settings > Account > Restricted Mode.

Start with the normal Restricted Mode switch
Restricted Mode is an optional YouTube setting. YouTube says it has been available since 2010, is off by default for viewers, and is separate from age-restriction labels. It filters potentially mature material and hides video comments while enabled.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute- Computer: Sign in to YouTube, open your profile photo menu, select Restricted Mode, then switch off Activate Restricted Mode.
- Android YouTube app: Tap your profile photo, choose Settings, open General, and turn off Restricted Mode.
- Mobile website: Tap your profile photo, select Settings, open Account, and turn off Restricted Mode.
Reload YouTube and check a video page. If the control is greyed out, unavailable, or turns back on after you leave settings, do not keep repeating the same tap. The setting is being enforced at another layer.

Use YouTube’s diagnostic before changing anything else
Open YouTube’s official content-restrictions page while signed in. If prompted, enter the Google account username and password. The diagnostic checks whether an administrator imposed the restriction or whether it is attached to your personal account, then points to the relevant troubleshooting path.
Read the result as an ownership clue:
- Personal account: You can normally change the setting in YouTube, although a separate browser or device may retain its own state.
- Family Link: A parent controls the child account, so the child’s YouTube settings cannot override the lock.
- Administrator: A school, employer, library, or other managed organization controls the policy.
- DNS or network restriction: The Wi-Fi network, mobile carrier, or another network administrator is filtering YouTube traffic.
This diagnostic is the fastest way to distinguish a broken-looking toggle from a policy that you are not authorized to change.
Identify which layer is forcing Restricted Mode
Several controls can look identical in YouTube. Test them by changing one variable at a time rather than guessing.
| Possible owner | Typical scope | What you observe | Who can change it |
|---|---|---|---|
| Your account or local setting | One signed-in account, browser profile, or device | The switch changes normally, or only one browser remains restricted | You, from YouTube settings |
| Family Link | A child’s Google account on signed-in devices | The child cannot change Restricted Mode and it returns after sign-in | The supervising parent in Family Link |
| School, workplace, library, or public-device policy | Managed computers, accounts, or institutional networks | The switch is locked for managed users or devices | The organization’s administrator |
| Carrier or DNS filter | A mobile connection, home network, or all devices using that DNS | Restricted Mode changes when you switch between Wi-Fi and mobile data | The carrier, network owner, or DNS administrator |
| Browser or app state | One browser profile, app installation, or device | Another browser or device has a different result | You, by updating or resetting local software |
Family Link: the parent must remove the setting
A parent using Google Family Link can enable Restricted Mode for a child account. YouTube explicitly states that when Family Link turns it on, the child cannot change Restricted Mode on any device where that account is signed in.

What the child can do
- Confirm that the affected Google account is the supervised child account, not a different personal account.
- Ask the supervising parent to review the child’s YouTube controls in Family Link.
- After the parent changes the policy, sign out and back in, then reopen YouTube so the new account policy is fetched.
What will not work
Clearing cookies, reinstalling the YouTube app, or switching browsers cannot override a Family Link rule. Those actions only remove local state; they do not change the parent-controlled account policy.
School, workplace, library, and public-device restrictions
Libraries, schools, and other public institutions can enable Restricted Mode through a system administrator. A school Google Workspace administrator can also limit YouTube features, including Restricted Mode, for accounts identified as under 18.
Signs that an organization owns the lock
- The message says Restricted Mode is “turned on by network administrator” or uses similar administrator language.
- The setting is locked on a school, work, library, or other managed computer.
- Multiple users on the same institutional network see the same restriction.
- The restriction follows your managed organization account but not an eligible personal account.
Available options
- Contact the school, employer, library, or network help desk and ask whether its YouTube policy can be changed.
- If the organization permits it, use an eligible personal account on a device and connection that you control.
- For a school account, ask the Google Workspace administrator to review the YouTube policy for the account’s age classification.
If the administrator intentionally enforced the policy, there is no local YouTube control that can remove it. Do not treat a locked switch as an app failure when it is functioning as designed.
Carrier, Wi-Fi, and DNS filtering
Some mobile providers offer content filters. YouTube’s content-restrictions diagnostic reports a network condition when DNS filtering is present. A moderate or strict DNS restriction indicates that content filtering is active.

Use a connection-swap test
- Leave the current Wi-Fi network and test YouTube on mobile data, or move from mobile data to a trusted Wi-Fi network.
- Keep the same account and device while you switch connections.
- Run the content-restrictions diagnostic on each connection.
If Restricted Mode is enforced on Wi-Fi but not mobile data, the Wi-Fi router, DNS service, or organization that operates that network is the likely owner. If it is enforced on mobile data but not Wi-Fi, contact the carrier and ask about its content filter. If both connections report filtering, an account, Family Link, or device policy may also be involved.
Who can remove DNS filtering
- Home network: The person who administers the router or DNS service must change the content-filtering policy.
- School or workplace network: The network administrator must approve any change.
- Mobile data: The account holder or carrier must remove or modify the provider’s content filter.
Changing YouTube’s own toggle cannot disable a DNS rule that is applied before the request reaches YouTube.
Check browser, app, device, and account scope
Restricted Mode can operate at browser or device level. One browser profile may therefore be restricted while another is not, even on the same computer.

- Every account on one network: The network, DNS service, or carrier is implicated.
- Only one combination of account and device: More than one layer may be involved; resolve the account or policy owner first.
Repair local YouTube software after policy checks
Local troubleshooting is worthwhile only after the diagnostic and scope tests show that no parent, administrator, carrier, or DNS policy owns the restriction. For broader YouTube errors, Google recommends the following maintenance steps.
- Update the YouTube app or browser. Install the current update available for your device, then reopen YouTube.
- Clear cache and cookies. Remove cached YouTube data for the affected browser or app. This signs you out in some environments, so have your account credentials available.
- Check DNS settings. If the diagnostic reports moderate or strict DNS restriction, local cache clearing will not remove it; identify the network administrator instead.
- Restart the device. A restart clears temporary application and network state after an update or settings change.
- Sign in again and retest. Use the same account and connection that produced the original problem so you can tell whether the result changed.
If the switch still returns after these steps, go back to the content-restrictions diagnostic. A persistent result usually means the controlling layer was misidentified, not that another cache needs to be cleared.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Restricted Mode is not the same as an age restriction
Restricted Mode and age-restriction labels are separate YouTube systems. Restricted Mode is an optional filtering setting that can hide mature-content results and comments. An age-restricted video, by contrast, is governed by the video’s age-gating status and may require an eligible signed-in viewer.
YouTube’s filtering system checks signals such as a video’s metadata, title, and language. Human reviewers may also apply age restrictions. Because the systems are distinct, turning Restricted Mode off will not automatically make an age-restricted video available, and an age-restricted video is not proof that your Restricted Mode switch is broken.

What to do when the message says “turned on by network administrator”
That wording points to an external policy rather than a personal preference. Work through this order:
- Run the content-restrictions diagnostic while signed in.
- Record whether the result identifies an administrator, Family Link, or DNS restriction.
- Repeat the test on a different network to separate an account policy from a network policy.
- On a managed school or work device, contact the organization’s administrator.
- On a home network, ask the router or DNS administrator to review content filtering.
- On mobile data, contact the carrier or account holder about its content-filter option.
If the controlling person or organization will not change the policy, the restriction cannot be legitimately removed from that account, device, or connection. Use an allowed personal account, device, or network only where the organization’s rules permit it.
Quick decision checklist
- Did you turn off Activate Restricted Mode from the correct YouTube menu for your platform?
- Does the content-restrictions diagnostic identify an owner?
- Is the account supervised by Family Link?
- Are you using a school, workplace, library, or other managed account or computer?
- Does the result change when you switch between Wi-Fi and mobile data?
- Does another browser, profile, account, or device behave differently?
- Have you updated YouTube or the browser, cleared local cache and cookies, checked DNS settings, and restarted?
The decisive question is not “Why is YouTube ignoring my tap?” It is “Which layer is enforcing the setting?” Once that owner is identified, the fix is straightforward: change your own setting, ask a parent to change Family Link, request an administrator policy change, or have the carrier/network owner remove its filter.
