To understand whether viewers continued watching—and to assess earnings or YouTube Partner Program eligibility—use the engaged and qualified metrics YouTube identifies, not the public count alone.
What changed in YouTube Shorts view counts?
Under YouTube’s current rule, a public view is counted as soon as playback begins, from the first frame. The change applies across YouTube formats, including Shorts, long-form videos, podcasts, and live streams. YouTube announced August 24, 2026 as the effective date and said the global rollout was complete by August 27, 2026.
A public view is therefore a measure of playback starts, not a count of unique people, completed views, or viewers who watched for a particular length of time. YouTube’s announcement says creators may see public counts increase faster under the new method, but it does not give a representative average increase or percentage.
Which metrics should creators use now?
Choose the metric that matches the question you are trying to answer. A larger public-view number does not, by itself, show that more viewers stayed, that revenue rose, or that a channel became eligible for monetization.

What creators should do
Check Engaged views when evaluating viewer response
In YouTube Analytics, open Advanced Mode and use Engaged views alongside watch-time metrics to assess whether people continued watching. Do not treat public-view growth alone as a proxy for retention.
Separate the metrics in reports and dashboards
Track public views and engaged metrics as distinct series, and annotate August 24, 2026 as a methodology change in internal dashboards. When comparing periods, identify the metric and date range. A post-change public-view total is not directly comparable to an older total that used the previous view methodology.

Keep monetization and eligibility reporting on the relevant measures
For earnings, use engaged Shorts views and engaged watch hours. For YPP eligibility, use the applicable qualified views and qualified watch hours. A higher public-view count alone does not establish a change in revenue or eligibility.
Label sponsor and agency figures precisely
State whether a reported number is public views or Engaged views, and give its date range. This avoids presenting figures from different counting methods as if they measured the same thing. YouTube has described the broader public count as a way to express reach; it does not make unlike metrics directly comparable.

Why a new Short’s numbers may not match everywhere
YouTube validates engagement. During that process, it may slow, freeze, adjust, or discard low-quality playback events. Realtime activity is an estimate and can differ from the watch-page count. If a new Short appears temporarily frozen or its realtime figure does not match the public count, allow time for validation and processing before concluding that the count is wrong.
How the Shorts counting rules got here
- March 31, 2025: Shorts public views began counting each start or replay without a minimum watch-time requirement. The former Shorts view measure remained in Analytics as Engaged views.
- August 24, 2026: YouTube began applying the start-of-play public-view rule across formats, including Shorts.
- August 27, 2026: TeamYouTube reported that the 2026 methodology had rolled out globally.
