What carries over in 007 First Light New Game Plus?
IO Interactive confirms that unlocked outfits and gadgets are available during the replay. Its announcement does not itemize other campaign progression categories, so it does not establish whether items such as collectibles, upgrades, challenge progress, mission ranks, or story flags carry over.
What resets in 007 First Light New Game Plus?
IO Interactive has not published a category-by-category list of campaign progress that resets. It would be inaccurate to claim that any particular undocumented category is wiped or retained based on the announcement alone.

Can you start from a completed checkpoint?
Yes. New Game+ lets you begin again from the start of the campaign or choose any completed checkpoint, according to IO Interactive. The announcement does not specify additional checkpoint-selection conditions.
Do you have to play New Game+ on 00 difficulty?
No. New Game+ unlocks 00 difficulty, but you can choose Easy, Normal, Hard, or 00. IO Interactive describes 00 as a considerably harder setting, with quicker enemy responses to bodies and disturbances, tougher variants replacing some guard archetypes, restrictions on gadget use in a guard’s line of sight, two-hit kills, tighter parry and sidestep timing, and less agency gained in a fight. You can still use custom outfits and gadgets on any of the four difficulty settings.

Is New Game+ the same as cross-progression?
No. New Game+ is a campaign replay feature. IOI Account cross-progression concerns sharing specified progress between linked platforms; the official support article describes that platform-sharing feature, not what resets in a New Game+ campaign. It therefore does not answer the undocumented campaign carryover questions.
