Ni no Kuni II and Pathfinder: Kingmaker are better fits for recruiting residents and managing a community through upgrades and decisions. The games below are ranked by how well their building systems match that broader-adventure experience—not by a measured score. Some offer a populated town or player base; others are a focused quest or personal home, and are labeled accordingly.
At a glance: what kind of settlement building do these RPGs offer?
| Rank | Game | Scale and building style | Residents | Role in the RPG |

| 2 | Ni no Kuni II: Revenant Kingdom | Evermore; structured facility upgrades | Recruit and assign residents by skill | Kingdom growth supports progression |
| 3 | Pathfinder: Kingmaker | Territory, towns, and cities; kingdom management | Settlement development rather than freeform resident placement | Kingdom decisions and development are central to the system |
| 4 | The Legend of Zelda: Breath of the Wild | Tarrey Town; a bounded town-building quest | Recruit characters during the quest | Optional, focused activity |
| 5 | Octopath Traveler 0 | Wishvale; gradual rebuilding and upgrades | Recruit NPCs to run farms or shops | Recovery unfolds as the adventure progresses |
| 6 | Dragon Quest Builders 2 | Homes, farms, walls, and larger building projects | Community-building is part of the building-focused play | Construction occupies a substantial part of the experience |
| 7 | Kenshi | Player-directed base | Base-building within a sandbox experience | Less guided, emergent play |
| 8 | Dark Cloud 2 / Dark Chronicle | Town-building within an older action RPG | Town development is a notable feature | Building accompanies the adventure |
| 9 | Neverwinter Nights 2 | Crossroad Keep; keep upgrades | Keep development, not a general settlement sandbox | Some upgrades connect to story events and encounters |

1. Fallout 4: the best fit for hands-on settlement construction
Fallout 4 is the clearest recommendation if you want to place structures, supply a settlement, and turn a location into a functioning community. The Escapist’s feature, updated December 31, 2025, describes more than 30 possible settlement locations, along with housing, farms, power, defenses, shops, and supply lines. That figure is The Escapist’s published count, not an independent tally.

The system is optional: you can spend time building and supporting settlements or focus on the wider adventure instead. Choose it for direct construction and a broad set of settlement tools, not for unusually deep role-playing in the building system itself.

2. Ni no Kuni II: Revenant Kingdom: grow a kingdom through recruitment and upgrades
In Ni no Kuni II: Revenant Kingdom, you develop Evermore as its ruler. Recruit residents, match them to jobs based on their skills, and invest in facilities that help your progress. The result is a community-growth loop with a clear purpose, but it is more structured and menu-driven than Fallout 4‘s freeform placement.

Pick Ni no Kuni II if recruiting people and improving a central kingdom sounds more appealing than designing every building yourself. The Steam listing confirms the game has a store page; platform, edition, and purchase availability can vary by region.
3. Pathfinder: Kingmaker: build towns as part of ruling a kingdom
Pathfinder: Kingmaker is a party-based isometric CRPG with settlement development folded into its kingdom-management layer. Owlcat describes claiming territory and building towns and cities. A GameFAQs guide explains that buildings can improve kingdom statistics and provide services.
This is about making development choices and growing a realm, not freely placing buildings block by block. It is the best match here for players who want their settlement decisions within a broader kingdom-and-party RPG rather than a construction sandbox.

4. The Legend of Zelda: Breath of the Wild: build Tarrey Town through a side quest
The optional “From the Ground Up” quest in The Legend of Zelda: Breath of the Wild turns town-building into a focused adventure: gather wood and recruit characters to help establish Tarrey Town. It offers a visible community-building payoff, but not a deep, ongoing management system.
Choose it if you want a memorable town-development quest within a much larger exploration game, rather than a persistent settlement to keep managing.
5. Octopath Traveler 0: rebuild Wishvale as the story advances
After the prologue, Octopath Traveler 0 has you rebuild Wishvale. Gather resources, recruit NPCs to run facilities such as farms or shops, and improve buildings as the adventure continues. The Escapist describes the development as a slow burn: space and pacing can constrain the early stages.

6. Dragon Quest Builders 2: choose construction as a major part of the adventure
Dragon Quest Builders 2 is a building-heavy action RPG featuring crafting and projects such as farms, walls, and homes. Compared with games where settlement activity is a small side system, construction takes up a larger share of the experience.
It is a strong fit if you want to spend substantial play time building, rather than simply unlock a town upgrade or complete one settlement quest. The available comparative coverage supports this broad distinction; it does not establish a detailed feature-by-feature comparison with the other games on this list.

7. Kenshi: make a base in a harsh, open-ended sandbox
Kenshi lets you direct your own base-building in a sandbox RPG. Its appeal is the freedom to shape an emergent run, not a guided sequence of settlement upgrades. Expect a harsher, less structured option than the more quest- or menu-led choices above.
Choose it if self-directed base development is part of the challenge you want. The available coverage identifies it as a base-building fit but does not establish a detailed breakdown of residents, building limits, or progression effects.

8. Dark Cloud 2 / Dark Chronicle: an older action RPG with town-building
Dark Cloud 2, called Dark Chronicle in some regions, is an older action-RPG option that community recommendations single out for town-building. It is worth considering if you are exploring earlier games with a town-development element, rather than looking only at modern releases.

9. Neverwinter Nights 2: develop a keep, not a freeform town
Neverwinter Nights 2 includes development of Crossroad Keep. Community discussion points to upgrades with some consequences for story events and encounters, but this is keep management—not a general-purpose settlement sandbox where you design a populated town.
Consider it if you want a keep to improve as part of a classic party-based RPG. The available support is not detailed enough to make stronger claims about particular upgrades or their exact effects.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems10. Skyrim with Hearthfire: build a personal home, not a village
The Elder Scrolls V: Skyrim belongs here only under a broad definition of building. Hearthfire supports personal homes; it does not make Skyrim a populated settlement-management game. If you specifically want residents to recruit and a community to grow, choose one of the higher-ranked games instead.
For readers whose goal is a home to build during an RPG, Hearthfire is a lighter fit. Its inclusion should not be confused with town or village construction.
Which game should you choose?
- For the most hands-on settlement construction: Fallout 4.
- For recruiting and assigning residents: Ni no Kuni II: Revenant Kingdom, or Octopath Traveler 0 for gradual rebuilding tied to the adventure.
- For kingdom-scale decisions: Pathfinder: Kingmaker.
- For one focused town-building quest: The Legend of Zelda: Breath of the Wild.
- For building as a major activity: Dragon Quest Builders 2.
- For a self-directed, harsher base-building sandbox: Kenshi.
- For an older town-building action RPG: Dark Cloud 2 / Dark Chronicle.
- For a keep rather than a settlement: Neverwinter Nights 2.
- For personal housing only: Skyrim with Hearthfire.
