20 Best Starter Pokémon, Ranked

There is no official best-starter list. This ranking compares 20 mainline regional starters by design, evolution-line appeal, distinctiveness, and story-playthrough potential.

There is no official ranking of the best starter Pokémon. This is an opinion-led list of 20 picks, ranked by design, how well each Pokémon’s evolution line holds together, how distinctive it feels, and its potential usefulness in a typical story playthrough. Story usefulness changes from game to game, so it is only one part of the ranking—not a universal battle-performance score.

The pool here is the mainline regional starter trios, rather than special partner choices. A starter is an early partner option offered in a particular game: for example, Pokémon Black and White gives players Snivy, Tepig, and Oshawott. Where a gameplay point depends on a specific game, it is labeled accordingly.

The 20 best starter Pokémon, ranked

  1. 1. Bulbasaur

    Bulbasaur’s seed-backed design makes it instantly recognizable, and the line develops naturally from a small plant creature into the imposing Venusaur. Its Grass/Poison identity gives it a clear personality and makes the whole line feel like one idea carried through three stages. Its placement reflects design and evolution-line consistency more than any claim that it is the strongest choice in every game.

  2. 2. Rowlet

    Rowlet is a compact, memorable design with a strong payoff in Decidueye, whose archer motif gives the line a distinctive endpoint. The Pokémon Legends: Arceus site also identifies Rowlet as a First Partner Pokémon and shows its Hisuian final evolution, a useful reminder that a starter’s later forms can vary by game. That extra form adds interest, though it also means comparisons depend on which game and evolution are being considered.

    Totodile’s lively crocodilian design grows into Feraligatr without losing its original character. The line is cohesive, easy to recognize, and distinct among Water starters. Its appeal rests on that clean design progression rather than a universal in-game advantage.

  4. 4. Charmander

    Charmander’s small fire-lizard silhouette leads to two dramatic evolutions, culminating in Charizard. Few lines make their transformation so legible: the original creature’s flame and reptilian features remain central even as the final form becomes much larger. Its fame can make it feel like the obvious pick, but the ranking rewards the line’s design rather than popularity claims.

    Mudkip combines an unusual amphibian look with an evolution line that becomes increasingly imposing. Swampert gives the line a strong final form, while the progression remains easy to follow. In games with the relevant evolutions and mechanics, its Water/Ground typing can be useful, but that advantage is specific to the game rather than a guarantee across the franchise.

    Cyndaquil’s understated, small-bodied design stands apart from the more openly fierce Fire starters. Its evolution line grows into Typhlosion while retaining a recognizable, uncomplicated silhouette. In Pokémon Legends: Arceus, Cyndaquil is a First Partner and has a Hisuian final evolution, giving the line a game-specific variation that adds another dimension to comparisons.

    Oshawott’s shell-based design supplies a clear motif that carries through its evolutions. It also has a distinct place in Pokémon Legends: Arceus, where the official site lists it among the First Partners and shows its Hisuian final evolution. That alternate endpoint makes its line especially interesting, though its best-looking form may depend on which game a player has in mind.

    Treecko starts with a sharp, confident gecko design and evolves into Sceptile, a final form that keeps the line’s sleek feel. The visual identity is consistent without making each stage look like a simple size upgrade. Its appeal is strongest for players who prefer agile, reptilian designs over bulkier starter lines.

    Turtwig’s small tree-on-a-turtle concept gives it an immediate identity, and Torterra turns that idea into a striking final form. The line has a satisfying sense of scale, with each stage adding weight to the original plant-and-turtle theme. The trade-off is that its final form is much more imposing than its gentle starting point.

    Froakie’s bubble-collar design is unusual without obscuring that it is a frog, and Greninja gives the line a crisp, recognizable endpoint. The ninja theme makes it stand out among Water starters. The evolution line is cohesive and appealing, though its designs are less dramatic than many entries above it.     Snivy’s poised, almost regal design stands apart from more energetic starters, and Serperior carries that elegance through to the final stage. The official Pokémon Black and White page identifies Snivy as Grass-type and presents the Unova trio as Snivy, Tepig, and Oshawott; the story value of choosing it must be judged in that game’s context. Its reserved style is a strength for some players and a drawback for those who prefer more expressive designs.

    Piplup’s penguin design is instantly legible, and Empoleon gives the line a stately finish. The transition from cute seabird to armored, regal final form makes the line memorable, though the final-stage theme is a sharper shift than in some more consistent lines. Its appeal is strongest for players who enjoy that contrast.

    Scorbunny’s energetic rabbit design is clear and lively, and its line maintains a sporty, fast-moving personality. That consistency gives it a strong identity, but the football-inspired direction is more specific than the broader creature concepts behind some higher-ranked choices.

    Sobble’s nervous chameleon design gives it a personality from the start, and its evolution line leans into a secret-agent theme. The concept is distinctive, though the shift in tone across the line is pronounced. It works best for players who enjoy a starter whose identity changes substantially as it evolves.

    Tepig is an expressive piglet with an easy-to-read Fire-type design, and its line develops into a more forceful final form. It is an appealing starting point, but the progression is less distinctive than the higher-ranked picks here. In Pokémon Black and White, Tepig is one of the three Unova choices; the official page’s type and matchup examples apply to that game, not every starter comparison.

Why a starter’s usefulness depends on the game

Design and evolution-line appeal can be compared across generations, but story performance cannot be treated as a single franchise-wide stat. A starter’s type matchups, available moves, opponents, and game-specific forms all depend on the title. For instance, the official Pokémon Black and White page describes the Unova choices as Grass-type Snivy, Fire-type Tepig, and Water-type Oshawott, with matchup examples tied to those games.

Forms matter too: Pokémon Legends: Arceus lists Rowlet, Cyndaquil, and Oshawott as First Partner Pokémon and presents their Hisuian final evolutions. A ranking that ignores those differences risks treating separate game experiences as though they were identical.

Where to check the official species and card lists

The official Pokédex index is a reference for species information, while the official Pokémon TCG card checklist includes starter species among its entries. The checklist supports looking for starter Pokémon as trading-card collectibles, but it does not establish whether any particular card edition is currently available.
