Start with this diagnostic checklist
Before replacing anything, record:
- Which program displays the error: the dialog may name ActiveSync, Windows CE Services, an image utility, or another old application.
- When it appears: during startup, when opening a
.bmpfile, while synchronizing a device, or only when launching a legacy program. - Whether the software is still needed: if no Windows Mobile or Windows CE workflow remains, removing the obsolete caller is safer than restoring its DLL.
- Your Windows architecture: open Settings → System → About and check System type. A 64-bit version of Windows can run older 32-bit programs, but the DLL still must match the application that loads it.
2bp.dll is a Windows CE bitmap converter, not a normal Windows 10 or Windows 11 system file. The safest repair is to restore the old Microsoft component that owns it, or remove the stale program reference if that component is no longer needed.
What 2bp.dll actually does
2bp.dll is identified as the BMP to 2BP file converter. Microsoft Windows CE documentation describes it as a Windows CE Services file filter that converts desktop .bmp images into .2bp bitmap files used by Windows CE devices.

A later ActiveSync installer may use its own program directory instead. The important point is that this is an application component, not a file that normally belongs in either of these folders:

The .2bp extension is therefore not a Windows system format. It was part of an older device and desktop workflow, particularly image transfer and conversion for Windows CE.
Which Microsoft software installed it
The closest product relationship is:
- Windows CE Services, the older desktop synchronization and support component
- Microsoft ActiveSync, which continued that type of Windows Mobile device integration
- Some older Windows CE development or device tools that installed or called Windows CE Services components
Microsoft’s official ActiveSync 4.5 download page lists setup.msi and states that ActiveSync supports Windows XP SP2 or earlier. Windows Vista used Windows Mobile Device Center instead.
That support limitation matters. Installing ActiveSync 4.5 is not a normal Windows 10 or Windows 11 repair. On a supported legacy computer, reinstalling it may restore 2bp.dll. On a current computer, the better solution may be removing the obsolete software or running it in a controlled older Windows environment.
Fix 1: identify the program requesting 2bp.dll
This is the fastest way to avoid repairing the wrong application.
If the error appears at startup
- Note the complete error dialog, including any executable name or path.
- Open Settings → Apps → Startup.
- Turn off only a startup item clearly associated with ActiveSync, Windows CE Services, a mobile-device utility, or the named legacy program.
- Restart Windows.
- Check whether the error returns.
You can also inspect startup entries through Task Manager:
- Press Ctrl + Shift + Esc.
- Select Startup apps.
- Right-click a suspected entry and choose Disable.
- Restart and test again.
If disabling the entry removes the message, the DLL may not be missing from a program you still use. The startup reference may simply be stale after an incomplete uninstall.
If it appears when opening an image
The timing is consistent with the documented bitmap conversion role. Check which application is handling the file:
- Right-click the
.bmpfile. - Select Open with → Choose another app.
- Note the current application.
- Test the file with a current image viewer or editor.
- If only the old Windows CE utility produces the error, repair or remove that utility rather than copying `2bp.dll into Windows folders.
If the message names no program
Use Event Viewer:
- Press Win + R.
- Enter
eventvwr.msc. - Open Windows Logs → Application.
- Look for an error recorded at the same time as the DLL message.
- Check the application name and faulting path.
For a persistent, unexplained request, Microsoft Process Monitor can show which executable attempts to open 2bp.dll. Filter for the filename and look for the process that receives NAME NOT FOUND. This distinguishes a missing file from a stale registry or startup reference.
Fix 2: repair or reinstall ActiveSync or Windows CE Services
Use this fix when the old synchronization or development workflow is still required.
First remove the damaged installation
On Windows XP:
- Open Control Panel.
- Select Add or Remove Programs.
- Remove Microsoft ActiveSync, Windows CE Services, or the related device software.
- Restart the computer.
On later Windows versions:
- Open Settings → Apps → Installed apps.
- Search for ActiveSync, Windows CE, or the application named in the error.
- Select ⋯ → Uninstall.
- Restart Windows.
If the program does not appear there, open Control Panel → Programs and Features and check the installed programs list.
Reinstall from the original package
- Use the original Microsoft installation media or the official ActiveSync package.
- If the legacy computer meets Microsoft’s stated requirements, download the ActiveSync package from the official Microsoft ActiveSync 4.5 page.
- Run
setup.msias an administrator. - Restart after installation.
- Repeat the operation that produced the error.
A complete installation is preferable to copying one DLL because it restores the application files, COM registration, file associations, and supporting dependencies together.
How to tell whether it worked
The repair succeeded if:
- The original synchronization or image-conversion operation starts.
- The error no longer appears at login.
- The installed program directory contains its expected files.
- The old program can access the device or open the relevant image without requesting
2bp.dll.
If the installer refuses to run on Windows 10 or Windows 11, do not force the DLL into System32. The installer and its dependencies may simply be incompatible with the current operating system.
Fix 3: remove a stale startup or COM reference
Use this path when you no longer need ActiveSync or Windows CE Services.
- Uninstall the related program through Settings → Apps → Installed apps or Control Panel → Programs and Features.
- Restart Windows.
- Check Settings → Apps → Startup and Task Manager → Startup apps for remaining entries.
- Disable only the confirmed obsolete entry.
- Check Task Scheduler:
- Press Win + R.
- Enter
taskschd.msc. - Review Task Scheduler Library.
- Look for tasks belonging to the removed software.
- Disable the task first, then remove it only when its ownership is clear.
- Restart and test again.
Windows CE Services registered 2bp.dll as a COM file filter, so an incomplete uninstall can leave a reference to an old path. Do not delete arbitrary registry keys because they contain the filename. If a registry entry must be removed, first identify the owning application and create a backup through Registry Editor → File → Export.
If the error disappears after disabling one startup item or task, the missing DLL was probably not a current Windows dependency. It was an obsolete request.

Security software can remove a file from an old application. That does not prove that the file was safe or that the detection was a false positive.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Look for a detection involving
2bp.dllor the old ActiveSync directory. - Check the original file path and the detection details.
- If the file came from an unexpected directory, run a full security scan before restoring anything.
If the old installation is trusted and the security product confirms the detection was mistaken, restore the complete application from its original installer instead of restoring an isolated DLL. If security software removes the file again, stop reinstalling it and investigate the detection.
Fix 5: use Windows repair commands only for broader system corruption
2bp.dll is not documented as a current Windows component, so SFC and DISM are not the primary fix for this error. Use them when the DLL message appears alongside failed updates, crashes, or several unrelated missing Windows files.
- Open Start.
- Type Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test again.
Microsoft documents this order in its guide to using System File Checker to repair missing or corrupted system files.

If you want to avoid repeatedly hunting through repair results and guessing which Windows component changed, Outbyte PC Repair can scan for system issues; its free scan shows what it finds, while repair is handled by the full version, and reinstalling the original ActiveSync application remains the definitive fix for this specific DLL.
If DISM reports that repair files cannot be found, Microsoft documents using a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a valid repair source for the same Windows installation. Do not use this command to supply 2bp.dll.
Fix 6: check drivers only when the old device connection also fails
A driver update will not normally recreate 2bp.dll, but it may matter if the error appears together with a missing or malfunctioning Windows Mobile device.
- Disconnect the device.
- Press Win + X and select Device Manager.
- Expand Portable Devices, Universal Serial Bus controllers, and any category showing a warning icon.
- Right-click the affected device and select Properties.
- Read the message under Device status.
- Select Driver → Update Driver → Search automatically for drivers.
- Restart Windows and reconnect the device.
If Windows cannot find a driver, use the device manufacturer’s documented driver package or the original legacy software installer. Do not replace 2bp.dll with a driver download.
When manually checking many device entries and versions is the problem, Outbyte Driver Updater can scan for outdated drivers; its free scan identifies what needs attention, while driver installation is handled by the full version, and it cannot replace the required ActiveSync application component.
Do not download 2bp.dll from a DLL website
A standalone download can be:
- Modified or malicious
- From a different ActiveSync build
- The wrong architecture for the calling program
- Missing required dependent files
- Unregistered as the expected COM component
- Incompatible with the version of Windows loading it
Copying it to System32 or SysWOW64 is especially risky. The documented location is an application directory under Windows CE Services, not a Windows-protected system directory.

Pick the symptom - the matching free tool is one click away.
Use the original Microsoft installer, trusted installation media, or a complete backup of the same application installation. A file with a familiar name is not enough to establish that it belongs to your program.
Does regsvr32 fix 2bp.dll?
Not as a general missing-DLL remedy.
Microsoft’s regsvr32 documentation explains that the command registers DLLs that provide registration entry points such as DllRegisterServer. Windows CE documentation shows that 2bp.dll was used in COM registration, but it does not establish that manually running regsvr32 is the correct repair procedure for this file.
Do not run this as a guess:
regsvr32 2bp.dll
If an official installer or support procedure specifically instructs you to register the file, use the regsvr32 version matching the application architecture and run it from the directory containing the trusted DLL. A “module failed to load” result can mean a missing dependency, wrong architecture, or unsupported operating system rather than a registration problem.
32-bit versus 64-bit Windows
Do not infer the DLL’s architecture solely from whether Windows is 32-bit or 64-bit.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →A 64-bit Windows installation can run many older 32-bit applications through WOW64. In that case, the application must load the compatible 32-bit copy from its own installation directory. Copying a DLL between System32 and SysWOW64 does not convert it and can create further conflicts.
The practical rule is simple:
- Match the DLL to the application package that installed it.
- Reinstall the complete package rather than mixing files from different releases.
- Treat a failed
regsvr32command as a compatibility or dependency clue, not proof that another internet DLL is needed.
What to do on Windows 10 or Windows 11
Microsoft’s ActiveSync 4.5 download page limits that software to Windows XP SP2 or earlier. Therefore, on Windows 10 or Windows 11:
- Remove ActiveSync if the old workflow is no longer needed.
- Use a supported synchronization method if one exists for the device.
- Run essential legacy software in a controlled older Windows environment.
- Keep the legacy environment isolated and use it only for the required workflow.
- Do not treat
2bp.dllas a missing Windows 10 or Windows 11 system file.
Windows Mobile Device Center was the later Microsoft route for Vista-era systems, but it is not a reason to copy 2bp.dll into a modern Windows directory.
If the error remains after reinstalling
Work through these possibilities:
- A different program is requesting the file. Recheck the executable path and use Process Monitor to identify the caller.
- Two old installations remain. Remove duplicate ActiveSync, Windows CE, or device-tool entries.
- The installer is blocked by compatibility issues. Use an appropriate older Windows environment rather than forcing installation.
- A dependency is missing. The DLL may exist, but its supporting files may not load.
- Security software removes it again. Review Protection History and scan the original source.
- A stale COM registration remains. Repair or remove the owning application instead of deleting random registry entries.
- The file belongs to a different build. Do not combine DLLs from separate installers.
System Restore is reasonable only when a restore point predates the failure and you understand that applications and drivers may be rolled back. If other files are disappearing, run a security scan and check drive health before reinstalling legacy software.

Is 2bp.dll part of Windows?
No. It is a legacy Windows CE Services and ActiveSync application component, not a normal current Windows system DLL.
Is 2bp.dll malware?
The filename itself is a genuine Microsoft component name. A copy found in an unexpected folder, with an unknown signature, or repeatedly restored by an unknown program should be treated cautiously and scanned.
Why does it appear at startup?
A startup item, scheduled task, COM registration, or shell integration may still point to an old ActiveSync or Windows CE Services installation.
Why does it appear when opening a BMP file?
The documented component converts desktop .bmp files to the Windows CE .2bp format. An old image-transfer utility may still be registered as the handler.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsShould I install Windows Mobile Device Center?
Only if the device and supported operating system require it. It is not a replacement for placing 2bp.dll in System32, and it does not make ActiveSync 4.5 a supported Windows 10 or Windows 11 application.
Will SFC or DISM restore the file?
Usually not. They repair Windows components, while 2bp.dll belongs to a legacy application package.
What is the safest fix?
Identify the program requesting the DLL. Reinstall that program from its original Microsoft package if it is still needed; otherwise uninstall it and remove the confirmed stale startup reference.
