Start with this diagnostic checklist
agt0404.dll is a legacy Microsoft Agent language component, not a general-purpose Windows runtime. Before changing Windows files, record:
- The exact program or game that fails
- The complete error message
- Whether the error appears at startup, while opening a feature, or during installation
- The executable name shown in the error or Task Manager
- The application’s installation folder
- Whether Windows is 32-bit or 64-bit
- Whether the problem began after an update, antivirus alert, uninstall, or failed installation
On 64-bit Windows, press Windows key + I, select System, then About. Check System type. This matters because agt0404.dll is reported as a 32-bit/x86 Traditional Chinese component. A 64-bit DLL or a different language file is not an interchangeable replacement.

The most reliable repair is usually to repair or reinstall the application that requested the file. Do not begin by downloading agt0404.dll from a random DLL website.
What agt0404.dll is
agt0404.dll is identified as Microsoft Agent International Dll, developed by Microsoft Corporation. It belongs to Microsoft Agent 2.0 and is reported as a 32-bit language component for Traditional Chinese.

The 0404 portion corresponds to the Traditional Chinese locale identifier. Microsoft Agent was an older COM and ActiveX technology used for animated characters, speech, and interactive interfaces. Microsoft describes Agent as deprecated beginning with Windows 7 and warns that it may be unavailable in later Windows versions. See Microsoft’s Microsoft Agent overview.
This does not mean every Windows 10 or Windows 11 computer should contain the file. Microsoft Agent was historically included with some older Windows installations, while applications and Agent installation packages could add language components separately. A copy found in a Windows directory is not automatically a current protected Windows system file.
Third-party file records may report a version or file size, but those records are not a dependable basis for choosing a download. Public records do not establish a current Microsoft download page specifically serving agt0404.dll.

The error dialog is more useful than the filename alone. Publicly reported examples include:
- “This application failed to start because agt0404.dll was not found.”
- “The program can’t start because agt0404.dll is missing from your computer.”
- “Error loading agt0404.dll. The specified module could not be found.”
- “The code execution cannot proceed because agt0404.dll was not found.”
- “agt0404.dll is missing or corrupted.”
These are representative error forms, not proof that every application showing them uses the same installation package.
Check the error window
Read the title bar and the first line carefully. The title may identify the parent application or executable. Write it down exactly, including the application version if shown.
If the dialog appears when Windows starts, select Task Manager with Ctrl + Shift + Esc, open Startup apps, and look for an entry associated with the old program. Right-click it and choose Open file location if that option is available.
Check Event Viewer
- Press Windows key + X.
- Select Event Viewer.
- Expand Windows Logs.
- Select Application.
- Choose Filter Current Log in the right pane.
- Filter for the approximate time of the failure.
- Open entries marked Error.
- Record the Faulting application name, Faulting module name, and application path.
If the application has already been removed but the error appears at every boot, inspect Settings > Apps > Startup, Task Scheduler, and the old program’s startup entries. The remaining problem may be a stale launcher reference rather than a missing Windows component.
Fix 1: Repair the application that owns the file
This is the safest and fastest fix when one particular program fails.
Repair through Windows Settings
- Press Windows key + I.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program named in the error.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Start the application again.
If the program opens normally, the repair restored the missing component or corrected the application’s registration and search path.
Not every desktop application exposes a Repair button. If it is absent, open Control Panel, choose Programs > Programs and Features, select the affected application, and look for Repair or Change.

Games and older managed applications may repair files through their launcher:
- Open the application’s launcher.
- Open its library or installed-program list.
- Select the affected application.
- Look for Verify, Repair, Scan and repair, or Verify integrity.
- Allow the process to complete.
- Restart Windows and try the application again.
The wording differs between launchers. Use the repair function supplied by the same vendor that installed the program.
Reinstall from trusted media
If repair fails:
- Back up the application’s save files and settings if necessary.
- Open Settings > Apps > Installed apps.
- Select the affected application.
- Choose Uninstall.
- Restart Windows.
- Reinstall it from the original installation media or the application vendor’s official download channel.
- Run the program once using its normal shortcut.
A complete reinstall is more reliable than copying one DLL because the application may require other Agent files, registry settings, language resources, or dependencies.
If the old program came from a CD, DVD, company deployment package, or archived installer, use that original package in a suitable legacy Windows environment. Do not assume that a current Windows 11 installation can support every Microsoft Agent application.
Fix 2: Reinstall the complete Microsoft Agent component
Some applications installed Microsoft Agent and its language files as part of their own setup. Microsoft’s installation guidance describes Agent as a component installed through an installer process, not as a file that should be copied individually. Read Microsoft’s Agent installation guidance.
If the application installer has a Custom, Modify, or Optional components screen:
- Run the original installer.
- Choose Modify, Change, or Custom installation.
- Look for Microsoft Agent, International language support, Traditional Chinese, or a similarly named language component.
- Select the component required by the application.
- Complete the installation.
- Restart Windows.
- Launch the parent application again.
Some old installers use a separate setup executable for Agent or language components. Use it only when it came with the original application package or trusted installation media.

There is no verified current Microsoft page that specifically provides a standalone agt0404.dll download. If the original installer is unavailable, the durable answer may be replacing the obsolete application or running it in a supported, isolated legacy environment rather than forcing an old DLL into Windows 11.

Fix 3: Check whether antivirus quarantined the file
Windows Security or another antivirus product may have removed a file from an old application. Restore it only after verifying where it came from.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review detections from the time the error began.
- Expand a relevant detection.
- Check the original file path and detection details.
- If the file came from the trusted application installer, follow the available Restore or Allow on device option.
- Reinstall or repair the parent application afterward.
Microsoft documents this workflow in Protection history in Windows Security.
Do not restore a file merely because its name matches the error. If the path is a temporary download folder, an unknown archive, or an unofficial DLL repository, remove it and reinstall the application from trusted media instead.
Fix 4: Repair broader Windows component corruption
DISM and SFC are appropriate when several Windows components are failing, Windows Update is damaged, or the issue affects more than one application. They are not the first fix for one obsolete program that alone requests agt0404.dll.

Run DISM first
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows.
DISM may take time and can appear to pause. Let it complete unless it reports an error.
Run System File Checker
After restarting:
- Open Command Prompt as administrator again.
- Enter:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Try the affected application again.
Microsoft recommends running DISM before SFC because DISM can provide the repair source used by System File Checker. The official procedure is documented in Microsoft’s System File Checker guidance.
If SFC reports that it repaired files, retry the program. If it reports that it could not fix some files but the failure concerns only one legacy application, return to repairing or reinstalling that application rather than repeatedly running SFC.

Fix 5: Install pending Windows updates
Updates can repair servicing components and compatibility problems, although they will not necessarily restore a discontinued Microsoft Agent language file.

- Press Windows key + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart if Windows requests it.
- Return to Windows Update and check again until no further applicable updates are offered.
- Test the affected program.
If only the old application fails and other programs work, Windows Update is less likely to be the complete solution. Continue with the application’s original installer or consider a replacement.
Fix 6: Check drivers only when the evidence points there
A missing agt0404.dll message is not normally a graphics, audio, printer, or chipset driver error. Do not update every driver simply because a DLL is missing.
Check drivers when the application also crashes with a device error, the failure began after a driver change, or Device Manager shows a warning.

- Select Device Manager.
- Expand the device category related to the application.
- Look for a yellow warning icon.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a rollback:
- Right-click the device in Device Manager.
- Select Properties.
- Open the Driver tab.
- Select Roll Back Driver if available.
- Follow the prompts and restart.

Why copying the DLL is usually wrong
Do not download a standalone copy and place it in C:WindowsSystem32 or C:WindowsSysWOW64.
That approach can fail because:
- The file may be the wrong language
- The file may be the wrong architecture
- The file may be from a different Agent build
- The DLL may require other missing dependencies
- The file may be modified or malicious
- The application may need installer-created settings in addition to the DLL
- A 32-bit application and a 64-bit application use different loading paths
On 64-bit Windows, 32-bit applications normally use 32-bit components and their own application directories or redirected system paths. That does not make SysWOW64 a universal destination, and it does not make manually copying a file safe.
A “specified module could not be found” message can also mean that a dependency required by agt0404.dll is missing. Replacing the named file alone would not fix that dependency.

regsvr32 is intended for DLLs that expose the required self-registration entry points. It is not a general missing-DLL repair command.
Microsoft’s Agent installation guidance specifically describes installing Agent components through the installation process and says that manually copying and registering Agent files is unsupported. Running a command such as:
regsvr32 agt0404.dll
may produce an error, appear to succeed without repairing the application, or register a file that does not belong in the system registration store.
Use the original application or Agent installer instead.

If the application is simply incompatible
Microsoft Agent is legacy technology and is deprecated from Windows 7 onward. An old application may depend on behavior that current Windows versions no longer provide, even when the correct files are restored.
If repair and reinstall fail:
- Check whether the application vendor offers a maintained replacement.
- Look for an updated edition that does not require Microsoft Agent.
- Try the application’s documented compatibility settings:
- Right-click the application shortcut.
- Select Properties.
- Open Compatibility.
- Select Run this program in compatibility mode for.
- Choose an appropriate older Windows version.
- Select Apply, then OK.
- If the software is business-critical, run it in a supported legacy environment isolated from normal work and the internet where appropriate.
- Avoid copying old DLLs into Windows system directories as a substitute for compatibility support.
If the error began immediately after an installation or update and an appropriate restore point exists, use System Restore. Open Start, search for Create a restore point, open it, select System Restore, and follow the wizard. Microsoft’s procedure is available in its System Restore guidance.
FAQ
Is agt0404.dll a Windows system file?
It is a Microsoft file associated with Microsoft Agent, but it is not a normal dependency that every current Windows 10 or Windows 11 installation must contain. Its presence in a system folder does not by itself prove that it belongs there.
Does agt0404.dll belong to Traditional Chinese Windows?
It is reported as the Traditional Chinese language component for Microsoft Agent. That does not mean it is required on every Traditional Chinese Windows installation, nor does another agt04xx.dll file automatically replace it.
Can I use a 64-bit DLL instead?
No. agt0404.dll is reported as an x86/32-bit component. A 64-bit DLL is not a safe substitute, and a different language resource may also be incompatible.
Will Windows Features restore it?
Modern Windows Features does not generally provide a simple switch that restores this particular legacy Agent DLL. If an old installer explicitly includes Microsoft Agent, use that installer rather than enabling unrelated Windows features.
Should I download it from a DLL website?
No. An isolated download can contain the wrong architecture, language, build, or unsafe content, and it may leave the actual application installation broken. Use the original application installer, trusted installation media, Windows Update, and Microsoft repair tools.
What if the file is missing after I uninstalled the program?
A startup entry, scheduled task, or shortcut may still be calling the removed executable. Inspect Startup apps, Task Scheduler, and the remaining application folders. Remove the stale entry only after confirming which program created it.
