If Windows says 34dd.dll is missing or could not be loaded, reinstalling a random copy of the DLL is usually the wrong fix.
The file is associated with Philips SAA7130/SAA7134-family capture hardware and old WDM driver suites. Similar packages were shipped for COMPRO PCI tuners, LifeView FlyTV cards, MEDION 7134 devices, ASUS tuners, Magic Pro TwinTV cards, and other rebadged capture boards.
It is not a Windows system DLL, Microsoft Visual C++ runtime, DirectX component, or .NET file. There is also no current Microsoft redistributable that installs it.
What 34dd.dll is and what it belongs to

That matters because a missing 34dd.dll message can be the visible symptom of a missing or damaged device installation. The DLL may be present while the kernel driver, INF file, companion DLL, registry configuration, or capture application is broken.
The exact build cannot be identified from the filename alone. Different OEM packages may contain different versions, architectures, and file sizes. A historical 1.3.0.0 version has been reported, but it should not be treated as the universal version for every card.

Why the error appears
The error often appears after a change that removed or disconnected the original driver stack:
- A clean Windows installation
- Moving the card to another computer
- Replacing a hard drive
- Uninstalling the tuner application
- Removing an old driver during troubleshooting
- A failed driver update
- Antivirus quarantine
- Disk cleanup
- Deleting the old application folder
- A Windows or DirectX update that exposed an existing compatibility problem
A historical LifeView troubleshooting report associated a “Can’t get Device.” failure with a DirectX update, but that does not prove DirectX caused the problem. The more useful interpretation is that the old capture software could no longer communicate with the complete device stack.

Fix 1: Identify the exact TV-tuner or capture card
The same Philips chipset appeared on many cards. The chipset does not identify the entire board. Different cards can require different tuner settings, regional standards, INF files, companion binaries, and applications.
Check Device Manager
- Press Windows key + X.
- Select Device Manager.
- Expand Sound, video and game controllers.
- Also check Imaging devices and Other devices.
- Look for a TV tuner, video capture device, multimedia controller, unknown device, or device with a yellow warning icon.
- Right-click the likely device and select Properties.
- Open the Details tab.
- In the Property list, select Hardware Ids.
- Copy the values shown, especially entries resembling:
PCIVEN_1131&DEV_7134
A hardware ID containing VEN_1131 and DEV_7134 is a strong clue for Philips SAA7134-based hardware, but it is still not enough to choose a random driver. Record the card label, computer model, manufacturer, and any model number printed on the board.
If Device Manager shows Code 28, Windows has no suitable driver installed. Code 10 usually means the device cannot start with the installed driver or configuration. Code 52 can indicate a signing or verification problem.

Power off the computer before opening the case. Look for:
- A manufacturer name
- A model number
- A board revision
- A tuner brand
- An included remote-control receiver
- An installation CD or original recovery media
Also search an old backup or preserved installation for the original setup program. If the old disk still works, copy the installer and record the existing Device Manager details before changing anything.

The safest package is the one matched to the exact card or computer model, not merely one that contains a file named 34dd.dll.
Fix 2: Reinstall the complete OEM driver package
This is the most likely fix after reinstalling Windows or removing the old tuner software.

Obtain the complete package from the card manufacturer, the computer manufacturer, original installation media, or a trustworthy archived OEM package. The package should normally include the INF, SYS, CAT, application files, and companion DLLs.
Do not install a COMPRO package on a MEDION card simply because both contain 34dd.dll. Shared chipset components do not guarantee interchangeable drivers.
Install through Device Manager
If you have an extracted driver folder:
- Open Start and search for Device Manager.
- Open it.
- Find the tuner or unknown multimedia device.
- Right-click it and choose Update driver.
- Select Browse my computer for drivers.
- Select the folder containing the matching INF file.
- Enable Include subfolders.
- Select Next.
- Restart Windows when installation completes.
Microsoft documents this driver update and reinstall process through Device Manager in its official driver guidance.
If the device has a damaged installation:
- In Device Manager, right-click the tuner.
- Choose Uninstall device.
- If offered, select Attempt to remove the driver for this device.
- Restart Windows.
- Run the original OEM installer, or use Update driver and point to the extracted package.
- Restart again.
- Launch the original capture application.
The reinstall worked if the device appears without a warning icon, the old application opens without the 34dd.dll message, and the application can enumerate or preview the capture device.

Reinstall the tuner application too
Some capture applications install registration data, filters, tuner settings, and companion files that the driver-only package does not provide.
- Open Settings.
- Select Apps.
- Open Installed apps.
- Find the old TV application.
- Select its menu and choose Uninstall.
- Restart Windows.
- Install the card-specific driver package first if the manufacturer requires that order.
- Install the matching capture application.
- Restart once more.
- Run the application and select the correct video source or tuner region.
If the program offers Repair, Verify, or Scan, use that function before manually replacing files. Microsoft also provides general program uninstall and repair guidance.
Fix 3: Check whether Windows Security quarantined the file
Old capture-card software and drivers may be unsigned or outdated. Security software can quarantine a DLL or block the installer, but a quarantine event does not prove the file is safe.

- Search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review entries matching the date when the tuner stopped working.
- Expand an entry to view its path and detection details.
Restore or allow the file only when all of these are true:

- It came from the original OEM package.
- The card and package match.
- The installer has been scanned.
- You have verified that the file was not modified or bundled with unrelated software.
If the source is unknown, do not restore it. Delete the suspicious package and obtain a clean copy. Microsoft explains the risks of restoring quarantined files in its Protection History guidance.
If you suspect malware, run Windows Security > Virus & threat protection > Scan options > Full scan. An offline scan may be appropriate when malicious software could interfere with normal Windows operation. Microsoft describes these options in its virus and threat protection documentation.
Fix 4: Account for 32-bit drivers on 64-bit Windows
Most surviving packages associated with 34dd.dll come from the Windows 2000 and Windows XP era and are predominantly 32-bit.
A 32-bit application may still run on 64-bit Windows, but the kernel driver is a separate issue. Windows may:
- Reject the old driver
- Install only part of the package
- Show the card but fail to start it
- Block an unsigned driver
- Allow the application to launch while reporting that no capture device exists
Do not copy a 32-bit DLL into C:WindowsSystem32 as a workaround. On 64-bit Windows, that folder is the 64-bit system directory, and placing a legacy application DLL there can create more confusion without installing the required driver.
Use a compatible 64-bit driver if the manufacturer provides one. If no compatible package exists, test the original hardware only in a supported legacy environment or replace the card with a modern USB capture device. Do not routinely disable driver-signature protections just to force an obsolete kernel driver to load.
If the error says the program is “not designed to run on Windows” or reports an invalid image, the cause may be wrong architecture, corruption, or incompatibility rather than a simple missing file.
Fix 5: Repair Windows components only when other programs are also affected
34dd.dll is not normally restored by Windows repair tools. DISM and SFC repair Windows components and protected system files, not third-party tuner packages.
Use them when you also see damaged Windows features, failures in unrelated applications, broken system components, or other signs of operating-system corruption.
- Open Start.
- Search for Terminal.
- Right-click Terminal and select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.

Successful results mean Windows repaired or verified its own protected components. They do not prove that the capture driver is installed. If the same 34dd.dll message remains, return to the exact OEM package and hardware ID rather than repeating SFC indefinitely.

Fix 6: Use System Restore after a recent change
If the tuner worked immediately before a driver update, cleanup operation, or software installation, System Restore may reverse the change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the failure.
- Select Scan for affected programs if available.
- Review the changes.
- Select Finish and allow Windows to restart.
System Restore can affect drivers, system files, settings, and installed programs, but it does not normally remove personal documents. Microsoft provides additional information in its System Restore documentation.
If no restore point exists, preserve the current disk image or old installation files before further experimentation. Legacy driver packages can be difficult to replace.

Do not register 34dd.dll with regsvr32
regsvr32 is often suggested for every DLL error, but it normally does not apply here.
The command works only when a DLL exposes the registration entry points expected by Windows, such as DllRegisterServer. A WDM capture driver still requires its INF, SYS file, device configuration, and associated application components. Registering a user-mode DLL does not install a PCI device driver.
Do not run:
regsvr32 34dd.dll
unless the original hardware documentation explicitly requires it. A failure from regsvr32 does not diagnose the tuner and may simply mean that the DLL was never designed for manual registration. Microsoft explains the command’s requirements in its regsvr32 documentation.
What not to do

Random DLL download pages can provide:
- Malware
- A wrong build
- A wrong architecture
- A file modified from the original
- A DLL from a different OEM package
Even a genuine file may not fix the problem if 34api.dll, 34com.dll, the INF, the kernel driver, or the tuner application is missing.
Do not copy it into System32
The correct location is determined by the original installer and application architecture. Copying the file to a system directory can hide the real problem and make later cleanup harder.
Do not install generic runtimes first
Visual C++ redistributables, DirectX packages, .NET repairs, and Windows Features are generally irrelevant when the missing filename is 34dd.dll. Install them only when the error names a separate dependency or the original application documentation requires them.

Do not assume every Philips-based card uses the same package
The chipset identifies a hardware family, not the complete board. Match the hardware ID, card model, computer model, operating system, and architecture.
When replacement hardware is the right answer
An old PCI capture card may be technically recoverable but practically incompatible with Windows 10 or Windows 11. Replacement is sensible when:

- The card is not detected in Device Manager
- No compatible driver exists
- The installer supports only Windows XP or Windows 2000
- The driver is blocked as unsigned
- The application depends on obsolete DirectShow components
- The tuner works only after disabling important security protections
- Repeated reinstalls produce Code 10 or “Can’t get Device.”
- You need reliable capture rather than preservation of the old setup
A modern USB capture device with current drivers is usually easier to maintain. Keep the old card if preserving legacy broadcasts or software is the goal, but use a supported environment rather than forcing its driver into a current Windows installation.

Is 34dd.dll a Windows 11 file?
No. It is associated with third-party, legacy TV-tuner and video-capture packages.
Is 34dd.dll a Philips program?
It is linked to old Philips-based capture hardware and driver suites. The filename alone does not establish a standalone program called “34dd” or identify the exact OEM that supplied your copy.
Will DirectX reinstall 34dd.dll?
There is no evidence that a Microsoft DirectX redistributable installs this file. A historical report blamed a DirectX update for a tuner failure, but that cause was not proven.
