This ranking is an editorial blend of historical importance, the player’s real-world season, selection rarity, and the card’s place in FUT memory—not a controlled gameplay comparison or an official EA list.
TOTY is Ultimate Team’s annual campaign for standout footballers from the previous calendar year. EA says the special items have upgraded stats; today’s campaign includes men’s and women’s Final XIs and additional categories. Here are nine cards and editions that best capture the campaign’s history and appeal.

How this ranking works
There is no reliable, like-for-like way to rank a FIFA 13 item against an EA SPORTS FC card: gameplay systems and annual power curves change. The order below is an editorial synthesis, weighing documented milestones, the player’s season, unusual selection context, and reported community reputation. A reputation for being overpowered is identified as such rather than treated as a measured result. Ratings are included only where the cited retrospective establishes them.
TOTY’s format has also changed. EA’s 2015 description called the items “special blue In-Form Player Items” available for a limited time through packs. For FIFA 22, EA said fans voted among 80 nominees from January 10–17, 2022, to choose the starting XI. Those are examples from particular editions, not rules that necessarily apply every year.

The 9 best TOTY cards and editions
1. FIFA 19 Lionel Messi, Cristiano Ronaldo, and Luka Modrić
This is the strongest historical milestone among the candidates: Soccer Gaming’s retrospective identifies Messi, Ronaldo, and Modrić as the first three TOTY items rated 99. That rating distinction gives FIFA 19’s trio a clear place at the top of a history-minded list, even though it does not establish that their cards outperformed every item in later games.
2. FIFA 13 Lionel Messi, Cristiano Ronaldo, and Radamel Falcao
FIFA 13 stands out for more than its star names. Soccer Gaming describes it as the first blue TOTY design and the only TOTY squad made up entirely of La Liga players. Messi, Ronaldo, and Falcao are emblematic of that unusual edition and its place in the campaign’s visual history.
3. FIFA 15 David Luiz
David Luiz’s inclusion was controversial, according to Soccer Gaming’s retrospective, but the resulting TOTY defender became memorable for a different reason: the article describes him as one of the game’s overpowered defenders. That is a reported gameplay reputation, not the result of a consistent cross-edition test, but it is exactly the kind of card memory that keeps a TOTY item in conversation.
Rank #2
4. FIFA 12 Wayne Rooney
Rooney’s TOTY is notable as his first and only appearance in the squad, while FIFA 12 also marked the final black-based TOTY design, according to the retrospective. The combination makes this a distinctive early-era item rather than simply another high-profile selection.
5. FIFA 14 Franck Ribéry
Ribéry’s only TOTY appearance came after Bayern Munich won the 2012–13 Champions League. That season context and the rarity of his single selection make the card a standout in the campaign’s history, even without a comparable gameplay record across editions.
6. FIFA 20 Sadio Mané
Soccer Gaming notes that Mané’s FIFA 20 item was his only TOTY card and places it in an edition with strong Liverpool representation. Its appeal is the combination of a memorable Liverpool-era campaign and a one-time selection, rather than a documented all-time rating record.

7. FIFA 22 Kylian Mbappé
EA’s announcement of the fan-voted FIFA 22 TOTY included Mbappé among the attackers and highlighted his 2021 scoring milestones. The card represents the campaign’s fan-vote era: EA said millions of fans voted among 80 nominees during January 10–17, 2022. That context supports the selection’s significance, not a claim that it is definitively the most powerful Mbappé item.
8. FC 25 Aitana Bonmatí
Bonmatí is an essential modern-era pick because the TOTY now includes a women’s Final XI alongside the men’s team. EA named her to the FC 25 women’s XI and described her as a two-time TOTY member. Her inclusion reflects both her standing in the game’s football world and the broader scope of the campaign.

9. FC 25 Jude Bellingham
Bellingham represents a recent men’s-team selection. EA included him in the FC 25 Final XI, which was part of a combined announcement of 22 Final XI players across the men’s and women’s teams. His place here is a snapshot of the modern campaign, not a claim that his item has been tested against historic cards.

What a “TOTY card” means now
The campaign began with a more limited framing. In 2015, EA described TOTY selections as special blue In-Form items made available for a limited time through FUT packs. Later campaigns used fan voting: for FIFA 22, EA reported that fans selected the starting XI from 80 nominees. Neither detail should be assumed to describe every year.
EA Help’s FC 26 TOTY guide lists men’s and women’s Final XIs, 12th players, Honourable Mentions, and TOTY Icons among the campaign’s item categories. In FC 25, EA announced 22 Final XI players across the two teams. These current-era categories make “the TOTY” broader than a single starting XI, while the specific lineup and availability remain edition-dependent.
