An Equitable Arrangement is an ACS Undisputed Claim faction quest in The Outer Worlds 2. To start it, Game8’s walkthrough says to save the delegates during Fiends in High Places, then speak with Vice President Gertie Hewett and agree to negotiate an alliance between Auntie’s Choice and the Order of the Ascendant. The negotiations cover the Archive, Skip Core production, and Rift technology. The guide warns that giving all three agenda items to one faction ends the talks and makes both factions refuse further cooperation.

How to unlock An Equitable Arrangement

According to the Game8 walkthrough, one route begins with Fiends in High Places: save the delegates, then talk to Vice President Gertie Hewett aboard the ACS Undisputed Claim. Agree to negotiate an alliance between Auntie’s Choice and the Order of the Ascendant, and agree to continue the negotiations.

The guide also identifies Vicar Laureate Alden Levin at Laplace’s Garden in Cloister as an alternative contact for starting negotiations. It does not establish that this alternative removes the need to agree to continue talks.

How the faction negotiations work

The guide lists three topics for the alliance agenda. You can assign two topics to one faction, but assigning all three to the same side ends the negotiations; both factions then refuse further cooperation. The available guide details do not establish a complete set of outcomes for every combination, so treat the Archive example below as a specific reported result, not a full choice matrix.

Archive choice and reported story outcomes

Spoilers: Game8 says that assigning Archive control to Auntie’s Choice leads to Auntie Cleo interfacing with the Archive at the end of the game. Assigning it to the Order leads the Order to use the Archive to rebuild Arcadia. These are the walkthrough’s reported outcomes, not independently verified results.

The guide also reports a Speech 14 skill check to persuade Bishop Ruth to accept the Auntie’s Choice option for the Archive. The details available do not specify whether another route or build can bypass that check.

Objectives and follow-up tasks

The walkthrough’s objective list extends beyond the negotiation itself. It includes speaking with faction delegates, gaining favor with both factions, proposing an alliance to Auntie Cleo and Bishop Ruth Basar, negotiating the agenda, and helping Bishop Ruth with chemicals. Later listed tasks include retaking Spireton, re-enabling its lift, acquiring the Archive, and speaking to Ruth.

  • At Spireton, the guide lists charging ahead or using stealth as tactical approaches.
  • Other listed objectives include getting Sprat Tongues for Hoyt and surrendering Calcaduceus and the Archive.

The objective list does not establish every prerequisite or the order in which each task must be completed. Use the active quest objectives in your game to track the next required step.

Quest rewards

Game8 lists the following completion rewards: 6,548 XP, 2,000 Bits, and +10 reputation with each of The Order of the Ascendant and Auntie’s Choice. These are in-game quest rewards, not real-world statistics.

If a faction leader will not join the negotiation

A January 23 Obsidian Community forum thread, with another report dated February 3, contains anecdotal accounts of players unable to get Auntie Cleo into the negotiation conversation after completing faction missions; one player reported the same issue on Xbox. Those posts do not show how widespread the problem was or whether it remains in the current game version. Check current patch information and the in-game quest state before assuming a particular fix.

The Outer Worlds 2 was released on October 29, 2025. Obsidian lists Windows, Steam, PlayStation, Xbox, and Battle.net among its platforms; the support FAQ specifies PlayStation 5 and Xbox Series X|S, and lists Game Pass Ultimate and Xbox on PC as well.
