Yes. Both Halloween-costumed Froakie and Rowlet have been available as shiny Pokémon in Pokémon GO. Their shiny-capable costumes appeared in the 2024 Halloween event and returned in 2025. That history does not guarantee they are available in every later Halloween event.
When have shiny Halloween Froakie and Rowlet been available?
Halloween 2024
Niantic’s Halloween 2024 Part II announcement introduced the costumed Froakie and Rowlet and said players might encounter shiny examples. It also named both among Pokémon with increased shiny chances in raids and eggs during that event. The announcement did not give a numerical shiny rate.

A Pokémon.com event recap also lists raids and eggs as boosted shiny encounter routes for those costumed Pokémon.
Halloween 2025
The official Halloween 2025 Part II page listed costumed Froakie and Rowlet as Field Research encounters and marked the event Pokémon as potentially shiny. This confirms their return, but does not establish that the 2024 boosted raid and egg routes or odds applied in 2025.

Are they available in Halloween 2026?
The official Halloween 2026 Part I announcement reviewed here does not confirm either costume for Part II. That is not proof they will be absent from the full Halloween season; Part II availability is unresolved in that announcement. Check the later official event listing for the year’s encounter details.
What does “shiny-capable” mean for an encounter?
It means an encounter can produce the differently colored shiny variant, not that it will. Niantic’s shiny Pokémon guidance directs players to official event updates for availability. Event listings can establish whether a particular costume may be shiny and which encounter routes apply, but past availability alone does not guarantee a future return.
