The Best 4X Games of All Time, Ranked

No single 4X ranking is definitive. These seven games stand out for different strengths, from Civilization VI’s approachable turns to Shadow Empire’s deep systems.

There is no agreed-upon all-time ranking of 4X games. The strongest choices depend on what you value: Civilization VI is a compelling all-round historical strategy game, Stellaris excels at customizable space empires, and Endless Legend stands apart with asymmetric fantasy factions and tactical battles. This ranking weighs strategic identity, variety, accessibility, and lasting appeal—not a shared review score or hands-on test.

How this ranking works

4X means Exploring, Expanding, Exploiting, and Exterminating, a shorthand for the broad loop of discovering a world, growing a civilization, using its resources, and competing with rivals. The genre spans very different games, so a useful all-time list should consider more than setting or complexity.

This order balances distinct strategic identity, the range of choices each game offers, and how readily a player can understand its appeal. It does not treat current popularity or one publication’s ranking as proof of objective quality. The major lists disagree: Wargamer ranks Civilization VI first overall and Stellaris as its best space 4X, PCGamesN leads with Galactic Civilizations IV, and GamesRadar+ puts Stellaris first overall. The best 4X games, ranked

1. Civilization VI

Best all-round starting point. Civilization VI turns expansion into a visible map-planning challenge: its district system gives cities distinct layouts, while changes to combat units shape how armies operate. Its turn-based structure makes it easier to consider a move before committing, which helps newcomers approach a genre that can otherwise feel opaque. Wargamer ranks it first overall, and PCGamesN singles out its district and unit design as defining differences.

The edition matters. The official Civilization VI page lists Anthology, which includes the base game and multiple expansions and DLC packs. Some add-on features require the base game or other specified content, so check the listed requirements if you are choosing between the base game and a bundle.

2. Stellaris

Best for building a space empire your way. Stellaris puts exploration, species and civilization customization, diplomacy, ship design, and warfare at the center of its space strategy. That combination makes the galaxy feel like a setting for many different empire concepts rather than a fixed cast of historical powers. Paradox’s official game page describes those systems; editorial placement varies, with Wargamer naming it the best space 4X and GamesRadar+ ranking it first overall.

Choose it when the appeal is shaping a civilization and navigating an evolving galaxy. Its place above or below another game is a matter of preference, not a consensus verdict.

3. Endless Legend

Best fantasy alternative to the Civilization formula. Its factions are highly asymmetric, and faction story quests, winter cycles, and influence give the world and its societies a strong identity. Tactical battles also distinguish it from a strategy game where combat is only resolved on the main map. The trade-off is pace: tactical fights can slow the broader campaign.

Wargamer emphasizes its faction variety and battle pacing, while PCGamesN highlights its setting and the way combat and technology fit the presentation. Pick Endless Legend if you want each playthrough to feel shaped by a different faction, rather than by a familiar historical framework.

4. Alpha Centauri

Best legacy pick for science-fiction faction conflict. Alpha Centauri earns a place because an all-time list should account for the genre’s history as well as newer games. PCGamesN and GamesRadar+ both emphasize its science-fiction narrative and competing factions, making it a natural choice for players drawn to ideological conflict and a defined setting.

It is the historical entry here rather than a claim about which game is easiest to start today: the reviewed rankings support its place as a legacy choice but do not provide comparative testing of present-day accessibility.

5. Galactic Civilizations IV

Best for an approachable modern space-empire structure. PCGamesN leads its list with Galactic Civilizations IV, pointing to colonies, trade, infrastructure, and research, as well as maps divided into galactic sectors. Those systems offer a broad space-strategy framework without making its case depend on a universal “best” designation.

Its top placement on one list and not the others illustrates why this ranking treats editorial order as judgment. Consider it if you want a space setting organized around developing an empire across colonies and sectors.

6. Shadow Empire

Best for players seeking dense, interconnected strategy. Wargamer names Shadow Empire its choice for a complex, layered 4X game. It presents its world through a 2D hex wargame format, and its systems connect in ways that can overwhelm players looking for a gentler introduction.

This is a specialist recommendation, not the safest first 4X. Choose it when system depth and a wargame presentation are attractions rather than barriers.

7. Master of Orion (2016)

Best as a modernized doorway into a classic series. GamesRadar+ presents the 2016 Master of Orion as a modern take on the series and its genre history. It is distinct from Master of Orion 2, which Wargamer separately praises for combining depth with approachability while noting late-game micromanagement.

The two games should not be treated as interchangeable: the positive comments about Master of Orion 2 do not establish that the 2016 entry shares the same strengths or trade-offs.

Why 4X rankings disagree

The games do not share one setting, pace, combat model, or learning curve. Civilization VI is historical and turn-based; Stellaris and Galactic Civilizations IV focus on space empires; Endless Legend brings fantasy factions and tactical battles; Shadow Empire leans into dense hex-based wargame systems. A ranking that rewards accessibility will naturally look different from one that prioritizes complexity, narrative, or legacy.

The reviewed lists also use different scopes and editorial criteria, and they do not offer a common scoring method or comparable test results. Treat the order above as a guide to what each game does especially well—not a settled industry consensus.
