What’s actually slowing this PC down?

Yes. Magic Bounce reflects Parting Shot, including its switching effect. The Parting Shot user takes the Attack and Special Attack drops, and the Pokémon with Magic Bounce switches out.
What happens when Parting Shot is reflected?
Normally, Parting Shot is a non-damaging Dark-type status move: it lowers its target’s Attack and Special Attack by one stage each, then switches its user out. When the target has Magic Bounce, the move is reflected. The Parting Shot user receives both stat drops, while the Magic Bounce Pokémon switches out instead. Move reference and Ability reference describe this interaction.

Who switches out?
The Magic Bounce Pokémon switches out—not the Pokémon that used Parting Shot. The move’s user remains on the field and is left with its Attack and Special Attack lowered by one stage each.
Does this apply to every reflected status move?
No. This outcome is specific to the documented Parting Shot interaction; it should not be treated as a general rule that every reflected status move transfers all its effects in the same way. The Ability reference’s Generation IX list of reflectable moves may also be incomplete, so this answer does not establish behavior for every game, battle mode, or special battle state.
