How to open the Hearts of Iron IV console
The console is a debugging window for entering commands. A community-maintained Hearts of Iron 4 Wiki reference lists several possible keys and combinations, including ^, °, tilde (~), Shift+2, §, backtick (`), quotation mark, Alt+2+1, and Shift+3. The working option depends on your keyboard layout, so try the listed alternatives if the first key does not open it. The reference describes console access for non-Ironman games; commands may be restricted in Ironman by design.

Once open, the up and down arrow keys can move through previously entered commands, according to the same reference.
How to check command syntax in your game
Use help to display the command list, or enter help followed by a command name to request that command’s description. This is the most useful first check when an example from a guide does not work: syntax and availability can depend on the game build, DLC, and installed mods.

In the community wiki’s notation, parentheses after a command indicate aliases—for example, instantconstruction(ic). Square brackets by themselves mark an optional argument; brackets around an angle-bracket argument indicate a required argument. These are documentation conventions, not characters to type literally. For instance, replace a placeholder such as [country tag] with the actual tag rather than entering the brackets.
How to find the IDs commands require
Many commands need an internal identifier rather than a name as it appears in ordinary interface text. The community wiki says debug information can reveal identifiers for focuses, national spirits, technologies, provinces, states, and country tags when you inspect the relevant interface or map item.

Choosing a command list—and why lists can disagree
Console-command references are community or third-party resources rather than an official current-build manual. When comparing them, look for the game version and DLC coverage, whether cheat, debug, and tweakable commands are separated, whether full syntax and exact identifiers are supplied, and whether Ironman and modded games are addressed.
