You do not need to find a natural Oasis: it is a Desert surface mini-biome, and fishing there uses the same results as fishing elsewhere in the Desert.
Where to fish for an Oasis Crate
Use a fishing pool in the surface Desert. A natural Oasis is convenient because it already has water, but it is not a separate fishing requirement. The Official Terraria Wiki explains that placing water in the surface layer of a Desert can create an artificial Oasis; Desert fishing results apply either way. See the Oasis biome page.

A regular Desert pool is enough, provided the spot counts as Desert and is not also inside a biome that takes priority for crate selection. When possible, choose a pool away from overlapping eligible biomes.
How to improve your chances

Fish in a Desert pool before Hardmode.

Use a Crate Potion if you have one. The Official Terraria Wiki lists the overall crate roll as 10% by default and 25% with a Crate Potion active. These are chances to get a crate of some type, not chances specifically for an Oasis Crate. See the crate mechanics page.

Increase your Fishing Power if you can. Fishing Power affects the probability of rarer crate types, but it does not guarantee an Oasis Crate. Individual catches remain random.

Keep fishing in the same eligible Desert spot. There is no guaranteed number of casts before one appears.

Why another biome’s crate might appear
If a fishing location qualifies for more than one biome, biome crate priority affects which crate type can be selected. Desert and Oasis have lower priority than several other eligible biomes, including Ocean, Jungle, Hallow, Crimson or Corruption, Dungeon, and lava, according to the Official Terraria Wiki’s fishing mechanics. A pool on a biome boundary may therefore produce a different biome’s crate. Fishing in a Desert pool without competing biome influence is the safer choice.

What is inside an Oasis Crate?
Along with standard crate loot, an Oasis Crate always contains one item normally found in an Underground Desert Sandstone Chest. Its listed distinctive loot includes the Ancient Chisel, Scarab Fishing Rod, Dunerider Boots, Storm Spear, Thunder Zapper, Bast Statue, Snake Charmer’s Flute, Magic Conch, Scarab Bombs, Sturdy Fossils, and Sandstorm in a Bottle. Individual item chances and stack quantities vary; check the crate’s loot table rather than assuming every item has the same rate.
