If the fight is too difficult, progress further through the story and return later.
Where to find Cyan Loong
Travel to Bitter Lake in Chapter 3 and reach Turtle Island. From the island shrine, head toward the back-right edge and approach the small dragon statue. According to PowerPyx’s Cyan Loong guide, the statue triggers a cutscene and becomes the boss. GameSpot’s guide also places him on the right-hand side of Turtle Island.

What you need to unlock the fight
You must have the Loong Scales key item from Chapter 2 in your inventory; PowerPyx says Cyan Loong will not spawn without it, and GameSpot also identifies the item as required. The sources cited here do not establish the exact route for obtaining the scales, so this guide does not give an acquisition walkthrough.
How to prepare and fight Cyan Loong
Cyan Loong is a sword-wielding dragon who spends much of the fight on the ground. His attacks are shock-based, so consider equipping gear or effects that improve shock resistance. The available guides do not establish a recommended character level, a universally best build, or reliable move-by-move dodge timings.

Use burst damage
PowerPyx recommends using spells and a Spirit attack to deal substantial damage quickly. Treat these as opportunities for burst damage rather than relying on an unverified attack sequence or exact timing.
Return later if the fight is too difficult
This is an optional encounter, so you can leave and make more story progress before trying again. PowerPyx specifically recommends returning later if you are struggling; the sources do not specify a required level or amount of progression.
