To activate the Foundation lift in Blue Prince, draft a room beside the Foundation’s elevator wall, use a doorway on that shared wall to reach the exposed crank, and turn it. Then return to the Foundation, enter the lift, and operate its switch. The Basement Key is for the locked door below; it does not lower or activate the lift.
How to lower and activate the Foundation lift

Draft the Foundation if it has not appeared yet. GameSpot’s guide says its position persists between runs: GameSpot’s Basement guide.

Check the floor plan to find which Foundation wall contains the elevator mechanism. The Foundation’s orientation can vary, so do not assume the elevator is on the same side each time. PC Gamer’s Foundation elevator guide also describes locating the mechanism by its wall.

Draft a room against that wall with a doorway on the shared edge. The important detail is the doorway’s position: it must open onto the wall containing the elevator mechanism. GameSpot lists the Den, Hallway, Security, and Passageway as rooms that can be useful for making connections, but the correct shared doorway is what matters.

Enter the adjacent room and interact with the crank visible through the doorway. This lowers the lift to ground level.

Return to the Foundation, enter the elevator, and operate its switch. GameSpot and PC Gamer describe this as activating the elevator permanently across later runs.

What the Basement Key unlocks
The Basement Key opens the locked door at the bottom of the elevator; it is not part of the crank-and-switch sequence. The community-maintained Basement wiki page says the key is obtained on first entry to the Antechamber and is not consumed when used to unlock a door. Treat that item information as the wiki’s account rather than an official game instruction.
If you mean the Basement-side call button
The panel on the Basement side serves a different purpose: it calls the elevator down when the lift is not already there. The community wiki says that panel requires a Keycard. It also describes a workaround involving the offline keycard setting in Security and disabling the keycard system in the Utility Closet. These are separate from opening the elevator access by turning the Foundation crank.

What to do after reaching the Basement
The cart and pallet-jack puzzle is a separate objective. Move the jacks to bridge the gaps between crates, then reach and press the green wall button. GameSpot describes that button as the goal of the Basement traversal; the community wiki says completing the room puzzle opens a connection toward the Reservoir.
