In the original Plants vs. Zombies, you do not unlock chocolate through a level or menu: it can appear as a random drop in any game mode. The separate unlock is the Zen Garden, where you can use chocolate; it opens after you complete Adventure level 5-4.
How to get chocolate
Keep playing any game mode and collect chocolate if it appears. PopCap’s official Plants vs. Zombies readme says chocolate “can appear in any game mode.” It does not specify a drop rate, a guaranteed way to get it, or a particular level to farm.
When can you use chocolate?
Complete Adventure level 5-4 to unlock the Zen Garden. That progression unlocks the garden, not the chocolate drop itself. According to the official readme, feeding chocolate to Stinky keeps him active for an hour.
The Plants vs. Zombies Wiki’s chocolate reference also describes using chocolate on fully grown Zen Garden plants to increase their coin-dropping rate. That is secondary-source information, and item behavior may differ between editions.
