Not on the evidence cited here. Tower of Fantasy and Genshin Impact invite comparison because both are anime-styled, open-world action RPGs, but that resemblance does not prove one copied the other. Hotta Studio acknowledged that players often made the comparison and pointed to differences in combat, multiplayer features, character creation and setting. The sources cited here establish no legal finding or documented copying claim.
Why players compare the games
Both games offer anime-inspired characters, open-world exploration and action combat, making the comparison understandable at a broad genre level. Tower of Fantasy was introduced by publisher Level Infinite in 2022 as a free-to-play game developed by Hotta Studio. Its setting is the distant planet Aida, where players explore, fight, switch weapons and take part in solo and cooperative activities. Level Infinite’s introduction to Tower of Fantasy describes those features.
At its global launch on August 11, 2022, the publisher described Tower of Fantasy as anime-inspired post-apocalyptic science fiction, with weapon-based action, character customization and shared exploration with friends. The launch announcement also said that more than 3 million players had signed up by July 28, 2022. That is a historical pre-registration figure reported by the publisher, not an independently audited count of active players.
What the developer said was different
In a 2022 GamesRadar+ interview, a Hotta Studio representative said the Genshin comparison came up often and praised Genshin’s influence on the industry. The unnamed representative also said Tower of Fantasy had features that distinguished it, including faster combat, MMO elements and social features, a deeper character creator, and a science-fiction setting.

Those are the developer’s stated distinctions, not proof that the games have no similarities. They do, however, explain why Tower of Fantasy can feel different beyond its shared broad genre and anime-inspired presentation.
Does similarity mean it is a “rip-off”?
“Rip-off” is a judgment, not a precise test. Shared genre conventions, visual style or open-world design do not by themselves establish plagiarism or copying. The sources cited here contain no court or regulator finding and do not substantiate a specific copying incident. On that evidence, calling Tower of Fantasy a proven rip-off of Genshin Impact would go beyond what is established.

What this comparison cannot settle
The cited material supports a comparison of setting, combat pace, multiplayer orientation and character customization. It does not provide enough current, game-specific evidence to judge relative gacha rates, spending pressure, story quality or service health. Those questions need separate, up-to-date evidence; they cannot be answered reliably from the broad similarities or the developer’s interview comments.
There is also a dated operational notice to keep in context: on December 25, 2024, the Tower of Fantasy team announced that operations and related services were planned to transfer from Level Infinite to Perfect World Games from February 23, 2025. The announcement records what the team said then; it does not independently confirm current arrangements or availability in every region.
