Robbing Panas’ stashes is worthwhile only if you value the early gear more than avoiding a fight and helping him. After you loot, Panas confronts you at the third stash and turns hostile. Leave the contents alone if you want a nonviolent resolution; guides report that this can lead to a medicine-related conversation and a Coupon reward, though the dialogue and payout vary between accounts.
What happens if you rob the stashes?
The stashes contain useful equipment for the early game, but taking Panas’ belongings changes the encounter. According to Prima Games, Panas appears at the third stash you approach after interacting with two. If you have been stealing, he accuses you and becomes hostile; Gamer Guides likewise reports that he attacks if you took his gear. Expect combat rather than the clean, nonviolent quest resolution.

The exact stash he appears at depends on the order you visit them. GamesRadar warns that the stash you leave until last may no longer be available once Panas appears. If you decide to steal, choose which cache you are willing to miss before you start.

The listed contents make looting attractive if you need equipment now. These items are reported by GamesRadar; the guides do not establish that every item is equally useful for every player.

Prima Games notes that the HILKA Detector can also be obtained later during the main quest “A Minor Incident.” That does not make the Moonlight and Flash artifacts in this stash redundant.
What if you leave the loot alone?
If you do not steal or attack Panas, the guides describe a nonviolent outcome. Their accounts differ on the conversation and reward: GamesRadar and Gamer Guides say Panas asks for anti-radiation medicine and report a reward of about 1,300 Coupons. Prima Games instead reports 1,754 Coupons for sparing him and does not describe medicine as the condition in its retrieved guide text. These are guide-reported outcomes, not a verified universal payout for every game version.

Can you undo a theft?
Gamer Guides reports a possible recovery if you have taken items but have not yet reached the Poisonous Hole: return the items to the stash and leave vodka there. The guide says this may still allow the quest to be completed, and warns that loot disappears after completion. Treat this as a cautious fallback from one guide, not a guaranteed way to reverse the choice.

“Budmo!” begins after you meet Misha and Grisha at Slug Heap in Garbage. They ask you to put one vodka in each of Panas Shun’s three stashes and warn you not to take anything. The stashes are at Poisonous Hole, the Pile of Concrete Blocks and a Power Transmission Pylon; map markers point to general areas, so you still have to locate each cache.
