It depends on the game. Grand Theft Auto III’s Liberty City was described by Dan Houser as a composite of several American cities, including New York; Grand Theft Auto IV’s version was modeled more deliberately on New York City, but was not an exact copy.
What city inspired Liberty City in GTA III?
For Grand Theft Auto III, Liberty City was not meant to stand for New York alone. In an interview excerpt republished by iGrandTheftAuto, Rockstar co-founder Dan Houser described it as a hybrid of a generic American city, naming Chicago, Pittsburgh, Detroit, New York, and Philadelphia. He also characterized it as an “old, post-industrial American city.” (iGrandTheftAuto’s 2011 republication of the Entertainment Weekly interview excerpt.)
That description makes New York one influence among several, not the single real-world template. Reporting on the series also describes the earlier Liberty City as loosely New York-inspired, with broader East Coast influences. The distinction is between a composite atmosphere and a one-to-one map.
What city is GTA IV’s Liberty City based on?
Grand Theft Auto IV takes a more direct approach: its Liberty City is modeled on New York City. A contemporaneous Q&A described it as “modeled after New York City, but it isn’t a copy, per se.” The developers aimed for a more recognizable New York influence while keeping the setting fictional. A setting guide maps several GTA IV locations to real-world counterparts. These are useful orientation points, not claims that the game reproduces the real places block by block.

Why do sources give different answers?
They are often describing different versions of Liberty City as if the name always referred to the same design. GTA III uses a broad, multi-city inspiration. GTA IV makes New York the clearer model and gives its districts recognizable counterparts. So “Liberty City is New York” is a fair shorthand for the later game, but it misses the composite inspiration behind the earlier one.
