Tootie is the answer most fans mean: she has had a crush on Timmy Turner in The Fairly OddParents, and the franchise’s later movie storyline has Timmy return those feelings. If you are asking about every character linked to a crush in the animated series, Veronica also has a crush on Timmy, while Trixie is the character Timmy himself is crushing on.
Tootie: the crush that defines the question
Tootie is the character Paramount and Nickelodeon point to. In the official press release for A Fairly Odd Movie: Grow Up, Timmy Turner!, dated July 23, 2010, Tootie is described as a girl who has always had a crush on Timmy. That is the clearest published statement on the subject.
Veronica and Trixie: the other names that come up
A Nickelodeon Fandom character-list page, a secondary reference, describes Veronica as having a crush on Timmy. The same page separates Trixie from that direction of affection: Trixie is listed as Timmy’s own crush. So the two names are not interchangeable. Veronica’s feelings run toward Timmy; Trixie is the one Timmy is drawn to.
Because this comes from a fan-maintained reference rather than an official production statement, treat the Veronica and Trixie details as attributed character information rather than as a formal network announcement.

Timmy’s feelings in the movie
The same Paramount release says Timmy develops feelings for Tootie in the movie. This is a storyline development, not a general statement about the whole franchise. Keep it separate from the series relationships above, since a movie plot point does not settle how every version or continuity of the show treats these characters.
